About this opportunity
Salt Lake City Corporation's Department of Airports is requesting qualifications from firms to provide passenger survey and polling services at Salt Lake City International Airport, with proposals due October 9, 2026 at 2 p.m. Mountain Time and written questions due October 1, 2026. Respondents must maintain permanent local resources—a physical office and full-time professional staff in the Salt Lake City area or greater Wasatch Front region—prior to proposal submission; subcontractors cannot satisfy this requirement.
The scope requires conducting a minimum of 350 Airport Service Quality surveys quarterly in partnership with the Department and Airports Council International through the Airport Survey Quality Main Program. A full-time fieldwork supervisor supported by part-time certified interviewers satisfies the staffing mandate. The selected respondent must secure and maintain commercial general liability insurance with the City listed as additional insured at a minimum of $2 million per occurrence, plus workers' compensation and employer's liability coverage; professional liability is not required.
The contract commences January 1, 2027 for an initial three-year term, with the City holding the option to extend for two additional one-year periods at its sole discretion with at least 30 days' notice. Compensation is negotiated individually on a per-project basis following selection, with monthly invoicing and payment due within 30 days of City approval.
Evaluation weights 50 percent Organization, Resources, and Personnel and 50 percent Demonstrated Project Experience, across 500 possible technical points on a 0–5 scale per criterion. Cost evaluation applies a proportional formula wherein the lowest proposed price receives 100 percent of available cost points. Only one respondent will be awarded. Mandatory qualifications include being in good standing with prior City agreements and executing the agreement without modifications. All responses must be submitted through the Utah Public Procurement Place Portal and must include a signed GRAMA affirmation and confidentiality claim form for any materials claiming protection under Utah's Government Records Access and Management Act.
