About this file

This is an Addendum #1 to a Request for Proposals issued by Salt Lake City Corporation's Department of Airports for Airport Passenger Survey and Polling Services. The RFP seeks qualified firms to provide passenger survey and polling services at Salt Lake City International Airport, with a contract start date of January 1, 2027. The scope of work requires a minimum of 350 ASQ (Airport Service Quality) surveys to be conducted quarterly. The question submission deadline is 5:00 p.m. Mountain Time on October 1, 2026, and the final proposal submission deadline is 2:00 p.m. Mountain Time on October 9, 2026.

Respondents must establish permanent local resources, including a physical office and full-time professional staff along the Wasatch Front, prior to proposal submission; subcontractors cannot satisfy this requirement. A full-time fieldwork supervisor supported by part-time certified interviewers meets the full-time staffing requirement. Commercial general liability and workers' compensation insurance are required, with evidence of coverage to be submitted after award. Professional liability coverage is not required for this scope of work. The addendum clarifies that respondents must identify the experience, role, and relationship of the proposed local fieldwork supervisor.

REQUEST FOR PROPOSALS

SALT LAKE CITY CORPORATION

DEPARTMENT OF AIRPORTS

AIRPORT PASSENGER SURVEY AND POLLING SERVICES

ADDENDUM #1

The following questions were received in writing.

Q1. Section 3.B.1 requires permanent local resources in the form of an office and full-time professional and support staff along the Wasatch Front. Must this office and staffing be in place at the time of proposal submission, or can that be established prior to the January 1, 2027 contract start date? Additionally, does a subcontractor's local office and full-time staff satisfy this requirement, or must the office and staff belong to the Respondent itself?

A1. Permanent local resources must be in place at submission. A subcontractor will not fulfill this requirement.

Q2. Section 3.B.1 references full-time professional and support staff, while the Scope of Work in Section 4 anticipates a minimum of 350 ASQ surveys quarterly. Given the part-time nature of ASQ survey fieldwork at this sample size, does a full-time fieldwork supervisor, supported by part-time certified interviewers, satisfy the full-time staffing requirement?

A2. Yes. Respondent shall identify the experience, role, and relationship with the proposed local fieldwork supervisor.

Q3. Section 3.L lists commercial general liability and workers' compensation, while the attached agreement's Article 7 additionally requires professional liability coverage.

Is evidence of insurance required at proposal submission, or only from the selected Respondent prior to contract execution? And is professional liability insurance required for this scope of work?

A3. Insurance is submitted after award. Professional liability coverage will not be required.

Q4. Sections 1 and 2 state the deadline for questions is October 1, 2026, while Section

3.O.1 states 5 p.m. Mountain Time on October 22, 2026. Please confirm the correct deadline for submitting questions, and reconfirm deadline for final submissions.

A4. Question deadline is 5:00 p.m. Mountain Time October 1, 2026. Submission deadline is 2:00 p.m. Mountain Time October 9, 2026. Please see attachment A for amended Section 3.O.1.
