About this opportunity
Auraria Higher Education Center (AHEC), serving the Community College of Denver, Metropolitan State University of Denver, and University of Colorado-Denver in Denver County and Denver City, Colorado, is seeking pre-qualified on-call construction service providers across 21 trade categories to perform small construction projects ranging from $50,000 to $500,000 for general contractors and restoration services, and up to $250,000 for most other trades. The procurement encompasses general contracting (large, small, and historical restoration), plumbing, electrical, mechanical/HVAC, asbestos abatement, landscaping, tree services, roofing, flooring, security systems, fire alarm/suppression systems, and various specialized services. Qualified contractors must submit comprehensive proposals including business information, proof of bonding capacity, three project references from the past three years, detailed personnel rate sheets with firm pricing through June 30, 2027, trade-specific documentation, claims history, and evidence of compliance with City and County of Denver licensing requirements. The evaluation criteria include qualifications, experience, insurance capacity, personnel qualifications, and responsiveness to contract requirements. Proposals must be submitted electronically through BidNet by April 22, 2026, at 10:00 AM Mountain Time, with optional pre-proposal meetings scheduled for March 24-25, 2026, and a question deadline of March 31, 2026; award notifications are expected by May 14, 2026, with the contract term running from July 1, 2026, through June 30, 2027. AHEC will award to multiple pre-qualified contractors per trade category based on qualifications, with individual project work awarded through a documented quote process to the lowest responsive, responsible bidder among pre-qualified contractors.
No specific set-aside designations are mandated; however, AHEC utilizes a voluntary self-certification process requesting vendors to identify ownership categories such as woman-owned, minority-owned, veteran-owned, disabled-owned, LGBTQ-owned, and small business designations to measure diverse vendor participation. Contractors must comply with prevailing wage requirements under Colorado law (C.R.S. 24-92 Part 2) and maintain an 80-percent Colorado resident workforce requirement. All contractors must carry comprehensive insurance coverage including Commercial General Liability of $2,000,000 general aggregate and $1,000,000 per occurrence, Workers' Compensation Insurance as required by state statute, Automobile Liability Insurance with $1,000,000 combined single limits, and Builder's Risk Insurance equal to the initial contract sum plus modifications; contractors performing abatement work must also carry Professional Liability and Pollution Liability Insurance of $1,000,000. The State of Colorado and AHEC must be named as additional insureds on all policies with primary and non-contributory coverage. No incumbent vendors or current contractors are specifically identified in the procurement documents, though AHEC reserves the right to negotiate rates upon contractor selection and may remove contractors performing poorly, rarely participating, or no longer interested in the program. The contract does not establish a predetermined total budget; rather, individual project costs will be determined through the quote process for work performed on an as-needed basis throughout the fiscal year.
