About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting sealed bids on replacement of the smoke purge system at Gus Harrison Correctional Facility in Adrian, Michigan (File 472/24055.DPL), with bids due October 14, 2026 at 2:00 p.m. Eastern Time. A 10% pricing preference applies to Service Disabled Veteran Owned Businesses (SDVOB) that provide proof of service-connected disability and 51% or greater ownership by one or more qualified veterans; the State does not pre-certify SDVOB status and does not accept federal CVE or SBA VetCert certifications.
The scope encompasses replacement of existing smoke purge systems, modification of existing sprinkler systems, installation of new metal bulkheads, and lighting upgrades in the Segregation Unit, Housing Unit 4, and Housing Unit 5 at the 2727 East Beecher Street facility. Work includes architectural, structural, mechanical, electrical, and fire suppression elements. Detailed Construction Drawings and Specifications define materials, dimensions, and installation requirements across multiple divisions. Contractors must route new conduit for exhaust fans in Housing Units 4 and 5 following existing bulkhead patterns, modify and repair Support Services Building ceilings (12×12 surface-mounted tiles) to match existing conditions upon completion, and cannot stage salvaged equipment or materials within the Support Services Building.
All contractor and vendor representatives must submit a LEIN (Law Enforcement Information Network) Request form five business days prior to site access for criminal history screening. A mandatory pre-bid walk-through is scheduled for September 24, 2026 at 10:00 a.m. at the facility; only one representative per bidder may attend. Questions are due October 5, 2026 at 2:00 p.m. Eastern to Troy Thelen (tthelen@matrixceinc.com). Bid security of 5% of the base bid is required. Bids must be submitted electronically through SIGMA VSS with maximum two attachments under 25 MB each and include State Project Registration proof. Apparent low bidders must submit qualification materials including pre-award schedules, subcontractor lists, and references. Bids remain valid for ninety calendar days. Construction Addendums 1 and 2, issued September 25 and October 6, 2026 respectively, must be acknowledged in the bid submission; acknowledgment is mandatory or bids face rejection. Addendum 2 clarifies that the base bid excludes temporary walls, which will be priced separately as change orders if required post-award.
