About this file

This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) regarding the Service Disabled Veteran Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The document outlines eligibility requirements, claiming procedures, and documentation standards for businesses seeking to utilize the SDVOB pricing preference. To claim the preference, businesses must indicate SDVOB status in their bid response and provide documentation including proof of service and discharge conditions (DD214 or equivalent), proof of service-connected disability (DD214 or Veterans Administration Rating Decision Letter), and proof of business ownership through appropriate legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The State of Michigan does not pre-certify SDVOB businesses and does not accept federal Center for Verification and Evaluation (CVE) database or U.S. Small Business Administration (VetCert) certifications.

A service-connected disability is defined as a disability incurred or aggravated in the line of duty during active military, naval, or air service as described in 38 USC 101(16), and a qualified SDVOB business must be 51 percent or more owned by one or more veterans with a service-connected disability. Qualified SDVOB businesses receive a 10% pricing preference on State of Michigan contracts, providing competitive advantages in procurement opportunities. This preference program reflects the State's commitment to supporting veterans with service-connected disabilities through enhanced bidding opportunities and is available for all State of Michigan procurement activities.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
