About this opportunity

The Colorado Department of Corrections is requesting proposals for Substance Use Disorder assessment and clinical treatment services across the CDOC network statewide under RFP 2026-273, with proposals due September 7, 2026 at 2:00 PM and written inquiries due August 17, 2026 at 2:00 PM.

The scope comprises three operational components: two statewide hybrid virtual and in-person SUD assessor positions to reduce outstanding assessments by 50% by contract expiration; two dedicated SUD clinicians at Skyline Correctional Facility supporting approximately 85 incarcerated individuals with the goal of increasing service participation by 50%; and one SUD clinician embedded at Centennial Correctional Facility supporting a 16-bed substance-induced psychosis unit within the Residential Treatment Program, targeting 25% increase in engagement. Services are billed at fixed contractor-quoted hourly rates based on 40 hours per week of in-person counseling, groups, and assessments, with virtual options permitted only for the assessor role.

Mandatory staff qualifications require clinicians to hold CAS or LAC credentials, with LPC, CSW, or LMFT acceptable if demonstrating substance use disorder experience. All personnel must complete CDOC mandatory training including Contract Temporary and Intern online training (4–10 hours) and Defensive Tactics certification (32 hours over 4 days, valid one year with annual refresher). Staff must also pass criminal history checks, background screening, fingerprinting, and drug testing. Contractors must secure required insurance including $1,000,000 commercial general liability, $1,000,000 per occurrence / $2,000,000 aggregate protected information liability, and professional liability coverage before contract execution. The contract incorporates HIPAA Business Associate Agreement requirements, IRS Publication 1075 compliance, PCI Data Security Standards, and FBI Criminal Justice Information Services Security Policy standards.

The initial contract term runs through June 30, 2027, with options to renew for up to four additional one-year periods, not to exceed five years total, contingent upon appropriated funds. The anticipated contract start date is November 2, 2026, with notice of intent to award estimated for September 30, 2026. All contractor personnel must register with the Colorado Online Registry for Enterprises (CORE) prior to contract execution. Responses will be evaluated on qualifications and experience, proposed goods and services, and pricing and terms.
