About this opportunity
Virginia State University (VSU) has issued Request for Proposal (RFP) 212-25-010-CSW seeking a comprehensive dining services provider to manage all food service operations across its campus facilities. The six-year contract, running from July 1, 2025 through June 30, 2031 with two optional two-year renewals, requires a full-service food and dining provider to operate residential dining, retail outlets, catering, and sports concessions. A mandatory pre-proposal conference and site visit will be held on January 23, 2025 at 10:00 a.m. at the VSU Multi-Purpose Center, with proposals due February 28, 2025 at 2:00 P.M. EST. The RFP requires significant capital investments in facility renovations and upgrades across multiple dining locations, including implementing a food court model and upgrading technology systems. Evaluation criteria will include experience (15 points), concept/approach (30 points), financial investment (15 points), commission rate (20 points), and small/women/minority-owned business participation (20 points).
The RFP strongly emphasizes small business subcontracting, with the Commonwealth of Virginia establishing a goal that over 42% of purchases be made from small businesses certified by the Department of Small Business and Supplier Diversity (DSBSD), including micro businesses, women-owned, minority-owned, and service-disabled veteran-owned businesses. The current dining services provider is Thompson Hospitality Group. The selected vendor must commit to substantial financial investments, including $350,000 annually in in-kind donations, $20,000 in academic scholarships, a $2.5 million signing bonus, and a $500,000 renewal bonus. Additional requirements include providing an internship position at the contractor's corporate office, sponsoring university events like the Founder's Gala and CIAA events, and supporting the Athletic Department with $75,000 in annual in-kind products. The contract also requires implementing sustainable dining solutions, such as reusable to-go containers, and integrating advanced restaurant technology like a Total Oil Management Solution for tracking and monitoring oil usage across campus facilities.
