About this opportunity
Mount Joy Township in Lancaster County, Pennsylvania is soliciting sealed bids for the 2026 Seal Coating project through the PennBid Program, with bids due by 1:00 PM local time on March 10, 2026. The project involves bituminous surface treatment using a double application method with 1/2" and 1/4" washed aggregate across approximately 73,584 square yards of roadway surfaces throughout the township, including work on Westbrooke Development, Northbrooke Development, Mark Drive, Faith Avenue, Rosebud Lane, Hillside Road, Old English Lane, and Ironstone Drive. Bidders must submit proposals on a unit price basis and are required to provide bid security equal to 10% of the total bid amount, a Workmen's Compensation Affidavit, a Public Works Employment Verification Form confirming E-Verify compliance, and an Anti-Collusion Affidavit. The successful contractor must complete all work by August 21, 2026, with liquidated damages of $870.00 per calendar day assessed for delays beyond that date, and the Notice to Proceed is expected June 2, 2026. The contract is subject to Pennsylvania Department of Labor and Industry Prevailing Wage Rates for operators, laborers, carpenters, painters, and truckdrivers. Mount Joy Township reserves the right to reject any or all bids and to waive any defects or irregularities in submissions received.
The successful bidder will be required to furnish performance and payment bonds in the amount of 100% of the contract price in accordance with the Public Works Contractors' Bond Law of 1967. No specific set-aside designations or restrictions limiting bidder eligibility are referenced in this procurement; however, the project remains subject to all applicable Pennsylvania prevailing wage and public works compliance requirements. The contractor will be responsible for traffic control, material certifications, oil and stone sampling, power brooming, tack coat application, and defect maintenance for one year following application, with the township conditioning the existing surface through crack sealing prior to bituminous surface treatment. Progress payments will be issued at 90% of completed work with 10% retainage until 50% project completion, then at 95% of completed work thereafter. While a specific budget or award value is not explicitly stated in the procurement documents, the project scope of 73,584 square yards of seal coating treatment and the contract completion date of August 21, 2026, indicate this is a substantial infrastructure maintenance project. All bidding documents are available at no cost through https://pennbid.bonfirehub.com/, and bids shall remain open for 60 days from the opening date and may not be withdrawn during this period.
