About this file
This file consists of a customer trends analysis document for Mount Joy Township's Trash & Recycling Program in Lancaster County, Pennsylvania, supporting the township's concurrent procurement for trash and recycling services. The analysis projects residential customer growth from 3,410 accounts in 2022 to an estimated 4,833 accounts by 2031, with significant expansion anticipated beginning in 2025 as new residential developments come online. Multiple residential projects in the approval pipeline are expected to drive this growth, though the estimates for 2026-2031 represent best-guess projections given uncertainties in builder capacity and market demand timing. This data provides critical context for bidders responding to the Trash & Recycling Contract, which calls for sealed bids due by 10:00 AM on July 13, 2026, with a mandatory pre-bid meeting scheduled for July 6, 2026, at the Township Municipal Building in Elizabethtown, Pennsylvania. The contract is structured as a three-year agreement with options to renew on a yearly basis for up to two additional one-year periods.
Bidders must submit a $50,000 bid bond, bid form, qualification questionnaire, and non-collusion affidavit with their proposals, which will be evaluated based on lowest responsive and responsible bid with consideration given to first-year unit fees. The successful contractor must provide performance bonds or letters of credit equal to 100% of the contract price and maintain a certificate of liability insurance. Bids will remain open for 60 days from the opening date and cannot be withdrawn during this period. All bidding documents are available at no cost through the PennBid Program at https://pennbid.bonfirehub.com/. Questions regarding bid documents must be submitted to Cristy Becker at cristy@mtjoytwp.org no later than noon on July 2nd, 2026. Mount Joy Township reserves the right to reject any or all bids and to waive any defects, errors, omissions, irregularities, or informalities in submissions.

Mount Joy Township Trash & Recycling Program
Customer Account Trends (2022 – 2031)
Mount Joy Township’s residential trash & recycling program has seen modest growth over the past few years as shown in the table and chart below. However, there are multiple residential developments in the approval pipeline anticipated to have significant impact on the total number of dwelling units in the Township. We expect the construction of these new residential units (not including exempt multifamily apartment buildings) to begin in 2024 and for resultant population increases to take effect in 2025. Gauging the timing for these new households to come online is difficult given the capacity of individual builders and market demand. Therefore, the numbers for years 2026-2031 are best-guess estimates.
