About this opportunity
The Substance Abuse and Mental Health Services Administration seeks to establish a Tribal Training and Technical Assistance Center through request for proposal number 280-21-0560 to provide culturally relevant training, technical assistance, information dissemination, data collection and analysis, and reporting to address and prevent mental and substance use disorders, suicide, and promote mental health in Native communities. Proposers must submit any questions by February 26, 2021, indicate intent to propose by the same date, and submit proposals electronically through the NIAID eCPS website by 3:00 pm ET on March 18, 2021. Evaluation criteria include technical approach, past performance, and price/cost. The period of performance is one base year plus four optional one-year extensions.
The procurement is set aside for competitive 8(a) small businesses and targets Native American small businesses. The primary NAICS code is 541611 and PSC code R425. The potential value is approximately $15 million over the five-year period. The place of performance is within the United States. Services required include conducting annual Gatherings of Native Americans, developing five community prevention plans per year, providing 110 days of technical assistance to tribes annually, and coordinating advisory committee meetings.

The focus of this contract is to address and prevent mental and substance use disorders, suicide, and promote mental health in native communities and families by providing culturally relevant and meaningful TTA that honors tribal culture and ways of life as well as respects and protects government-to-government relations. Native populations have the knowledge, capacity, and strength to address the risk factors that affect their communities. Cultural beliefs and practices provide a foundation for taking action, solving problems, and promoting lasting wellness among tribal communities, families, and youth. By supporting the local vision and solutions, protective factors will be increased.
Questions concerning any areas of uncertainty which, in your opinion, require clarification or correction must be furnished in writing to Brian Nance, Contract Specialist, at SAMHSAContracts@samhsa.hhs.gov on or before February 26, 2021 with the subject line “RFP No. 280-21-0560 – Questions.”
Please submit a completed “Proposal Intent” form by no later than February 26, 2021, indicating your intent to submit a proposal under this RFP. The form is provided as Attachment 7 and is needed for review as well as administrative planning purposes.
The proposal must be signed by an official authorized to bind your organization. SAMHSA will be receiving proposals electronically utilizing NIAID’s electronic Contract Proposal Submission (eCPS) website. See the package and delivery instructions in Attachment 8. Your proposal must be received by the Contracting Officer by no later than 3:00 p.m. ET on March 18, 2021.
