The purpose of this amendment is to provide Questions and Answers to RFP 280-21-0560, supply an updated Performance Work Statement, and an adjusted to Attachment 15.
Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remain unchanged and in full force and effect.

Questions and Anwers:
1. Attachment 15 shows only the Core Tasks totals for each year and not the Optional Tasks.
Should we include the Optional Tasks budget totals?
Answer: Yes, Optional Tasks should be included in your proposal.
2. In the Performance Work Statement under Task 7 Planning, Training, and Meeting Logistics and Support for SAMHSA’s Tribal Technical Advisory Committee (STTAC) honoraria is mentioned for 20 Delegates, invited speakers, and consultants. For budget purposes, how much should we budget for honoraria?
Answer: $500 honoraria for the 12 delegates only.
3. In the Performance Work Statement under Task 9, Support for the Annual Circles of Care Grantee Meeting, subtasks proceed from 9.4: Registration Packet to 9.6: Audio/Visual Equipment and Supplies. Can the government provide details for the missing optional subtask 9.5?
Answer: The PWS has been corrected to include 9.5 and subsequent details.
4. In the PWS, Optional Task 8.2.1: Webinars, the first bullet says to organize and facilitate 4 webinars per year, but the second bullet says to provide the draft content for each of the 3 webinars for review 2 weeks prior. Can the government confirm whether offerors should budget and plan for 4 or 3 webinars under this task?
Answer: The PWS was corrected to reflect three (3) webinars.
5. Would the Government be willing to initiate an audit at award in support of the Performance- Based, Cost-Reimbursable Type?
Answer: No. An audit will not be performed at time of award.
6. Given the timeframe for questions and answers, and the level of effort required to respond, can the due date for submitting the RFP be extended beyond March 19, 2021?
Answer: The current deadline will not be extended without circumstantial explanations for consideration.
7. May the offeror submit more than three (3) contracts for consideration of Past Performance?
Answer: As stipulated in the RFP, the contractor shall supply the last 3 completed contracts or subcontracts within the past three (3) years. Additionally, all current contracts that are similar in nature to the current solicitation.
8. Will the Government consider the qualifications and experience of personnel as past performance independent of the contractor’s corporate past performance?
Answer: No, personnel experience will not be considered under the Evaluation Factor 3.
9. The PWS cites the number of consultants and costs for travel for TTAs and TAs to support learning communities and technical assistance. Are the consultants stipulated by the customer, if they are necessary, or are their services at the contractor’s discretion?
Answer: The consultants are selected by the contractor and approved by the customer.
10. Per Diem and travel rates to some regions (specially OCONUS regions) may exceed the numbers provided in the PWS. Can you please clarify these requirements and policy that enforces the amounts published in the PWS?
Answer: The per diem rates for regions such as Alaska were contemplated in the numbers provided within the PWS.
11. Level of Effort:
• How many FTEs are currently on the contract?
Answer: This information will not be provided. Each contractor shall determine the appropriate levels based upon the requirements in the PWS.
• What is the historical number of FTEs under this contract?
Answer: This information will not be provided. Each contractor shall determine the appropriate levels based upon the requirements in the PWS.
12. 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance.
Where do responses to this belong in the proposal: in Volume I Technical Proposal as an appendix, or in Volume II Business Proposal?
Answer: Response to the clause shall be included in the business proposal.
13. 52.204-8, ANNUAL REPRESENTATIONS AND CERTIFICATIONS. Where do responses to this belong in the proposal: in Volume I Technical Proposal as an appendix, or in Volume II Business Proposal?
Answer: Response to the clause shall be included in the business proposal.
14. Technical proposal must not exceed 60 pages in length.
• Will offerors be allowed to include the “Government Handling Notice” as the very first page of our technical volume and exclude it from the page limitations?
Answer: No, the notice will not be included in the 60 page limit for the technical proposal.
• Will offerors be allowed to include endnotes as an appendix and exclude them from the page limitations?
Answer: Any information provided under the technical proposal shall abide by the 60 page limit.
• Will offerors be allowed to include “Other Considerations” as an appendix and exclude it from the page limitations?
Answer: Any information provided under the technical proposal shall abide by the 60 page limit.
• Will offerors be allowed to include staff loading charts in an appendix and exclude them from the page limitations?
Answer: Any information provided under the technical proposal shall abide by the 60 page limit.
• Will offerors be allowed to include a cover letter and inside cover and exclude them from the page limitations?
Answer: A Cover Page and Table of Contents are not included in the page count.
• Will offerors be allowed to include the required “schedule for completion of the work and delivery of items specified in the SOW for every year of the project” in an appendix and exclude them from the page limitations?
Answer: Any information provided under the technical proposal shall abide by the 60 page limit.
15. Will offerors be allowed to include appendices using less than 12 point font?
Answer: As stated in the solicitation, Pages must be letter size (8.5 x 11 inches) and must be printed in portrait orientation. Margins must be a minimum of .75 inches on each side. The size of the font should be NO smaller than the size of Times Roman 12pt for the Technical Proposal and NO smaller than the size of Times Roman 8pt for Exhibits and Graphics but the offeror can utilize any legible font style.
16. For the three contracts and subcontracts completed, will the government allow offers to submit information for contracts still in process where an option year has been completed?
Answer: Any contracts currently being performed that relate to this solicitation shall be included with past performance.
17. Will Attachment 12 be required to be submitted for all contracts currently in process, or just for the last three contracts completed?
Answer: Only current contracts being performed that similar in nature to the solicitation scope of work shall be submitted as past performance.
18. Section L requires that an IT technical approach be included within the proposal. Should this technical approach be included within the Volume I Technical Proposal? If yes, will offerors be allowed to include as an appendix and exclude it from the page limitations?
Answer: The IT technical approach should be included with your Volume II Business Proposal and thus no page limit will apply, as referenced on page 66 of 76 in the RFP.
19. In Section M, the solicitation provides evaluation criteria and assigned points/weights for each factor.
• Will the required “schedule for completion of the work and delivery of items specified in the SOW for every year of the project” be assigned any points for evaluation?
Answer: Points will be assigned based on the factors annotated in Section M. As stated in M.1.b., All proposals will be reviewed in accordance with the governing regulations and SAMHSA policies and procedures. Each proposal will be evaluated on the likelihood of meeting the Government's requirements.
• Will the required “Corporate Capabilities, Facilities and Equipment” section be assigned any points for evaluation?
Answer: Points will be assigned based on the factors annotated in Section M. As stated in M.1.b., All proposals will be reviewed in accordance with the governing regulations and SAMHSA policies and procedures. Each proposal will be evaluated on the likelihood of meeting the Government's requirements
20. Will offerors be required to address the General Requirements described in Attachment 1b within our proposals?
Answer: Yes. Offerors are required to respond to any pertinent portions of the General Requirements (Attachment 1b) associated with the PWS.
• If yes, will this be required to be included within the Volume I Technical Proposal?
Answer: Responses shall be included within Volume II, Business Proposal.
• If the answer to Part 2 of Question #16 is yes, will offerors be allowed to include response to the “General Requirements” as an appendix and exclude it from the page limitations?
Answer: Not applicable.
21. Will offerors be allowed to include the draft IT plan as an appendix to the technical and exclude it from the page limitations?
Answer: Yes. The draft IT plan can be an appendix.
22. The DTM/OC deliverables table that spans the first few pages includes a column for “Section.”
Could the government please clarify what the Section column is referring to?
Answer: “Section” refers to the location of information within the “General Requirements”, Attachment 1b.
