The purpose of this amendment is to provide Questions and Answers to RFP 280-21-0560, supply an reference within the RFP, and extend the deadline for submission.

The RFP closing date and time has been modified to 3 pm EST, March 24th, 2021.

Questions and Answers:

1. Question: Can the government provide the epidemiology data by disease and targeted program concerns being used for the last three years? There are various sources of Native American data sets and information and not all are consistent. The Epidemiology information used by the Government must be further evaluated so that targeted approaches identifies factors that pose individual/communities health risks are benchmarked for reliability in evaluating past programs against proposed programing, and the evaluation of our programing outcomes should our team be selected.

Answer: No. The contractor is expected to propose how they will use available data to complete this subtask.

2. Question: In order to be the most efficient with our proposed solution, will the government provide the budget target for this effort?

Answer: No. The offeror will be responsible for determining their own budget for the requirement.

3. Question: Is the incumbent eligible to bid due to a conflict of interest in their development of existing operating strategies, plans, manuals, etc.?

Answer: Yes. There is not conflict of interest for the incumbent.

4. Question: Under Task 8, it asks for the contractor to implement policy reform, can the government provide those policies and background information requiring the reforms?

Answer: The policy reform referenced is expected of grantees, not the contractor. This information is provided as context for the offeror.

5. Question: Under Task 8, contractors are asked to utilize SAMHSA’s Circles of Care grantees. Can the government provide the Circles of Care grantee directory, and contract parameters in how (contract use & limitations) the contacts can be used?

Answer: No. Grantee information will not be provided.

6. Question: As this amount is for budgeting purposes only, would the Government confirm that letters of commitment are not required for the consultants under this requirement?

Answer: The additional staff and consultants will be hired by the community with the $25,000. The contractor is not responsible for hiring those consultants.

7. Question: Would the Government confirm that this duplication of text is accidental, and that Offerors are not required to price Optional Task 8 twice?

Answer: Yes, this duplication was accidental. The offeror only needs to price Optional Task 8 once.

8. Question: Would the Government confirm that there is no Optional Task 9.5?

Answer: Please see response within Amendment 1 of this RFP.

9. Question: Would the Government clarify whether the 15 total references the number of tribes, for a total of 45 representatives, or does the 15 reference the total number of representatives, for a total of 15 representatives?

Answer: The Note to Offeror pertains to contract staff and consultants. The contractor has to budget for 8 people (three (3) staff and five (5) consultants). The grantees/ tribes are responsible for their own expenses.

10. Question: Are Offerors to price a single event or ten events?

Answer: Each optional task only needs to be budgeted once. Each time it is exercised it will be funded at the negotiated price.

11. Question: As this is an 8(a) competitive and SAMHSA is looking for industry best solution, is the requirement only for the Prime Contractor to provide cognizant field audit information? Can this be optional for subcontractors?

Answer. If any subcontractor has such information, please include it with the submission.

12. Question: If a subcontractor does not have a cognizant field audit office (2. e. iv), can they write “not applicable” on the Subcontractor Commitment Letter?

Answer: If it applies. Please include that information.

13. Question: Can the Government confirm that a Subcontracting Plan is not required for a qualified 8(a) prime contractor?

Answer: Confirmed.

14. Question: Will the experience and past performance of parent or subsidiary companies be evaluated if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

Answer: The evaluation will take into account past performance information regarding contractors and proposed subcontractors that will perform major or critical aspects of the requirement.

15. Question: Are there any additional requirements that an offeror must address in its proposal in order to utilize parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

Answer: Please refer to response in question 14.

16. Question: Are there specific or special evaluation criteria for rating the experience and past performance of an offeror who utilizes parent or subsidiary company experience and past performance if the proposal shows that a sister company lending its experience and past performance has made a firm commitment to have a meaningful involvement in contract performance?

Answer: Please refer to response in question 14.

17. Question: Is the Government requesting a maximum of three (3) completed contracts and subcontracts in addition to ALL CONTRACTS currently in process that are similar in nature to the solicitation work scope from the Prime?

Answer: Yes. The request is for three (3) contracts or subcontracts completed within the past three (3) years, along with all current contracts that pertain to this requirement.

18. Question: Is the Government requesting a maximum of three (3) completed contracts and subcontracts and ALL CONTRACTS currently in process that are similar in nature to the solicitation work scope from a “Major Subcontractor?”

Answer: Yes. The request is for three (3) contracts or subcontracts completed within the past three (3) years, along with all current contracts that pertain to this requirement.

19. Question: Are the 3 Past Performances from past 3 years required to come from the prime only or can they be from the team, e.g. subcontractors? If so, are offerors limited to 3 past performances for the entire team, or will each team partner be required to present up to 3 past performances each?

Answer: From the prime and subcontractor.

20. Question: Is Attachment 11 and 12 required only for the three (3) completed contracts? Or is Attachment 11 and 12 required for the three (3) completed contracts and ALL CONTRACTS currently in process that are similar in nature to the solicitation work scope?

Answer: For all contracts.

21. Question: Are Offerors to complete the table within B.2 or will the information provided in Attachments 13, 14, and 15 suffice?

Answer: No. B.2 does not need to be completed.

22. Question: Does this language prohibit cost-reimbursement type subcontracts? If no, would the Government clarify the language in Section B.3, a. 9)?

Answer: This refers to the requirements of requesting a Contracting Officers Approval (COA) before approval.

23. Question: As this is a competitive 8(a) procurement, should this be FAR 52.219-14, Limitations on Subcontracting (DEVIATION 2020-06) instead?

Answer: That is correct. This clause will be updated in the award.

24. Question: What information is to be included on the cover sheet?

Answer: Please refer to Section L.2 of the RFP.

25. Question: Within Attachment 15, are Offerors to show Optional Tasks by the overall task or broken out by subtask? For example, should Attachment 15 include a row for Optional Task 8, or should we show Optional Tasks 8.1.1, 8.1.2, 8.1.3, 8.2.1, 8.2.2, 8.3?

Answer: Attachment 15 has been adjusted appropriately. Please see Amendment 1.

26. Question: Would the Government clarify whether only estimated costs, base fee, and award fee are to be rounded to the nearest dollar in Attachment 15 or are all costs to be rounded to the nearest dollar within the Attachment 13 tables as well?

Answer: All costs are to be rounded to the nearest dollar.

27. Question: The Attachment 13 format does not include a field to provide this information. Would the Government clarify where the percent of effort is to be provided?

Answer: A column may be added to spreadsheet to include this information.

28. Question: Are Offerors able to list travel destinations as To Be Determined (TBD)? If no, how should Offerors detail the destination for travel?

Answer: Yes, offerors can list destinations as TBD.

29. Question: It appears that the current FAR, as listed on the acquisition.gov website, does not include FAR 15.806. Should this be FAR 15.404-3 instead?

Answer: RFP has been changed to reflect the correct FAR reference to 15.404-3.

30. Question:

1) Is it the Government's intention that all subcontracts issued be cost-plus? Or are other subcontract types allowable?

Answer: Subcontracting type is at the prime contractor’s discretion.

2) If other subcontract types are allowed, where should profit be included within Attachments 13, 14, and 15?

Answer: Information in the attachments can be curtailed at the contractor’s discretion.

31. Question: This language appears to contradict the prior language in 2) e. which allows subcontractors to submit sealed proposals. Would the Government confirm that subcontractors are able to submit sealed proposals in accordance with 2) e?

Answer: Yes, subcontractors are able to submit sealed proposals.

32. Question: Do we need to provide cost/price data by task only (first PWS paragraph) or do we need to show by sub-task as well? For example, should the Attachment 13 detailed cost breakdown show Optional Task 7, or do we need to show Optional Tasks 7.1, 7.2, 7.3, 7.4, and

7.5 broken out and also summarized as Task 7?

Answer: Please provide break out information at task level. Additional info at the subtask level can be provided at your discretion.

33. Question:

1) Would the Government clarify what is meant by Individual IT Total Estimate Worksheets for subcontractors? Is this the "Labor" cost worksheets and "Other IT" cost worksheets only or should subcontractors submit a "Summary" worksheet as well?

Answer: Please refer to attachment 14 instructions.

2) Would the Government clarify what is meant by Grand Total IT Costs Worksheet? Is this only the worksheet with the tab name "Summary" or should it include the "Labor" cost worksheets and "Other IT" cost worksheets as well? If the latter, as we are unable to show indirect rates split out by company for those companies submitting sealed proposals to the Government, should the blue cost fields on the "Labor Cost" worksheets and "Other IT" cost worksheets equal the prime or subcontractor price and the indirect rates and fee consist of the prime's burdens on the subcontractor costs only?

Answer: Please refer to attachment 14 instructions.

3) Where within the Grand Total IT Costs Worksheet should prime contractors burden their subcontractors’ costs?

Answer: Please refer to attachment 14 instructions.

34. Question:

1) In instances where a company's fiscal year does not align with the "Estimated IT Cost Year," should each "Estimated IT Cost Year" be split into two columns consisting of each fiscal year that falls within the "Estimated IT Cost Year?"

Answer: Responses shall be based on each period of performance.

2) If the prime contractor and subcontractors’ fiscal years are not aligned with each other, how should costs be shown within the Grand Total IT Costs Worksheet and how should the "Fiscal Year" field be completed?

Answer: Responses shall be based on each period of performance.

35. Question:

1) Would the Government clarify what is to be provided in the associated input cells B21 through F21?

Answer: Include total contract cost.

2) Are these fields to be completed for the Grand Total IT Costs Worksheet only or for the prime contractor and subcontractor(s) Individual IT Total Estimate Worksheets as well?

Answer: Please refer to attachment 14 instructions.

36. Question:

1) Is it the Government's intention that all IT costs be proposed separately from the pricing by task provided in Attachments 13, Breakdown of Proposed Estimated Cost and Labor Hours, and Attachment 15, Summary of Costs and Hours Spreadsheet?

Answer: A breakdown of IT cost should be in attachment 14.

2) If no, where are the IT costs to be captured within the Attachment 13, Breakdown of Proposed Estimated Cost and Labor Hours, and Attachment 15, Summary of Costs and Hours Spreadsheet? In addition, how should the fixed fee from Attachment 14 be shown in Attachments 13 and 15, which include base fee and award fee instead?

Answer: Please refer to attachment 14.

37. Question: Is there a required format for the Draft IT Plan? Is the Draft IT Plan to be submitted in the Business volume in reference to the following: “IT Proposed Resources?

Answer: Please reference attachment 1b.

38. Question: For large and complex charts such as a detailed work schedule, may we utilize a 11x17 l landscape graphic? If so, will each 11 X 17-page count as one page?

Answer: Please refer to instruction to offerors portion of the RFP.

39. Question: Given the abundance of clarification needed from the current RFP and PWS, we respectfully request an extension until at least April 1st, depending on when answers are provided, to refine our response after Q&A is posted.
