This acquisition will be solicited as a 100% Total Small Business Set-Aside. The solicitation will be issued on or about 26 May 2020 with a bid opening date on or about 7 July 2020. This solicitation will be issued as an Invitation for Bid (IFB) to award a single firm fixed-price contract. A site visit will be scheduled as part of this solicitation. REFER TO SECTION L OF THE SOLICITATION FOR MANDATORY PROCEDURES DUE TO COVID-19 (ONCE POSTED). Performance period will be 150 calendar days from issuance of the Notice to Proceed. Foreign contractors will NOT be permitted to participate at the prime contractor level. This is subject to the North American Industry Classification System (NAICS) code of 238220., size standard $15M.
The project consists of all tools, labor, equipment, materials, supplies transportation, and supervision necessary to replace HVAC units/equipment at B3505. The contractor will be responsible for providing construction services within the pertinent federal, state and local construction standards as cited/referenced in the specifications. This contractor will be required to furnish and manage the appropriate skilled personnel to oversee the construction within the time constraints specified in the solicitation. Additional information regarding the instructions to offerors and evaluation criteria for Award will be located in the resultant solicitation.
The Magnitude of construction is between $250,000.00 and $500,000.00. This project is not subject to any statutory cost limitation. There is no Government Furnished Property supplied for this project.
Interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the bidder has a Joint Venture (JV), the JV must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder.
