WESTOVER AIR RESERVE BASE

CHICOPEE, MASSACHUSETTS 01022

STATEMENT OF WORK

YTPM 19-0005

REPLACE HVAC UNITS B3505

April 6, 2020

1. GENERAL:

1.1 Project.

This project consists of, but is not limited to the furnishing of all labor, equipment, devices, tools, materials, transportation, supervision, and all miscellaneous requirements necessary to accomplish the work identified below. All work shall be completed in conformance with applicable drawings, specifications and attached supplemental specifications, details and informational data.

1.2 Work Description.

All work performed under this contract will take place at the Marine Reserve Facility B3505 located at Westover Air Reserve Base. The work at this site will require special controlled access within the facility. The purpose of this contract is to replace two existing Condensing Units (CU-1) and (CU-2) and associated R-22 refrigerant piping and cooling coil and replace with new R-410A Condensing Units and associated piping and cooling coil located in AHU-1 and AHU-3 to operate at R-410A refrigerant pressure and temperature. Test and balance existing AHU-1 and AHU-3 and associated VAV’s and respective supply and return grilles.

2. GENERAL SCOPE OF WORK:

2.1 Scope.

The scope of work under this contract includes removal and disposal and replacement of existing roof top condensing units (CU-1) and (CU-2) and associated piping and cooling coil servicing AHU-1 and AHU-3 located on the second level mechanical room. The existing unit operates on R-22 refrigerant and will require new refrigerant piping and cooling coil located in AHU-1 and AHU-3. The new refrigerant piping and cooling coil will be sized and piped in accordance with manufacturer’s recommendations to support R-410A operating pressure and temperature. The contractor is responsible for all pipe supports and wall penetration seals required to support new piping. Once unit and associated piping have been installed test and balance AHU-1 and AHU-3 and associated VAV’s along with respective supply and return grills for proper CFM.

2.2 Pre Proposal Investigative Requirements.

Verification of Existing Conditions and Site Survey: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are URGED and EXPECTED to inspect the site where the work will be performed. The Contractor’s services shall include, but not be limited to, any field investigations or surveying required for the accurate preparation and inclusiveness of the cost proposal and ultimate completion of the construction plan. The Contractor shall also furnish all temporary materials and equipment such as scaffolds, staging, lifts, etc., to safely access and accomplish this investigation work.

2.3 Government Furnished Drawings.

The Contractor shall investigate the accuracy of all drawings and other as-built records applicable to the project scope and update them as necessary. The Contractor shall be responsible for physically investigating all accessible areas, including spaces above existing suspended ceilings as required. Non-accessible areas can be opened by Base personnel with prior coordination if the Contractor determines that the inspection is necessary to properly define the construction plan. The Contractor shall provide the Contracting Officer 14 calendar day advance written notice prior to any scheduled inspection of concealed spaces which require government assistance.

2.4 Construction Contractor Qualifications.

The HVAC contractor shall be licensed and authorized to perform HVAC work within the state of Mass. See attached SSR for acceptable documentation.

2.5 Superintendent.

The contractor shall designate a competent person who shall be the primary contact with the Government until project acceptance. The Superintendent shall be on site at all times when any contractor personnel are on site. The “site” is defined as the location where construction work is being done. The Government through the Contracting Officer or Technical Representative of the Contracting Officer (CE Inspector) reserves the right to shut down all Contractor site activities if the superintendent is not on site at such times. Site work shall not resume until the superintendent has returned. Superintendent: The contractor when requested (Submittal “Superintendent Data”), shall provide the name and qualifications for review. Designate a competent person who shall have full authority to act for the Contractor and who shall be the primary contact with the Government until project acceptance.

2.7 Submittals.

The contractor shall provide submittals associated with the systems to be commissioned (See Attached Submittal register). The Technical Representative of the Contracting Officer (CE Inspector) must review the submittals to the extent necessary to verify that the equipment and system installation will comply with the contract requirements and the requirements of the Basis of Design and the owner’s project requirements.

2.8 Demolition.

The demolition consists of materials to include the existing AC units (CU-1) and (CU-2) and all associated piping from the existing unit to AHU-1 and AHU-3 to also include the cooling coils and associated valves and accessories. The contractor shall properly remove and discard the existing R-22 refrigerant in accordance with local, state and federal EPA standards and guidelines.

2.9 Installation.

Provide new Condensing Units (CU-1) and (CU-2) with all associated piping and cooling coil to meet R-410A requirements as per the manufacturer’s recommendations. Provide Trane (Model TTA18024DDA-AE) or equivalent, 15 ton cooling capacity unit with VFD to maintain discharge air temperature and Trane (Model RAUJC404E) or equivalent, 40 ton cooling capacity unit with VFD to maintain discharge air temperature. Provide unit with minimum SEER of 18. Provide unit with low ambient option. Replace spring vibration isolators with seismic restraints. The contractor shall provide all materials required to securely mount the equipment on site along with all pipe hangar mounting and wall penetrations. The contractor is also responsible for the disconnecting and reconnecting the existing Johnson Controls direct digital controls (DDC) that are currently connected to the existing equipment. It is the Contractors responsibility to endure that all existing DDC controls connected to the equipment are correctly operating once the equipment has been installed and functioning in accordance with original sequence of operation.

2.9.1 Piping.

All refrigerant piping, coils, valves, gauges, strainers, fittings, insulation and accessories shall be compatible with R-410A refrigerant capable of withstanding the pressures and temperatures of the service as per manufacturer’s recommendations. Provide insulation system in accordance with MICA National Insulation Standards for all cooling piping installed within, on, under and adjacent to building. Provide CFC and HCFC free insulation. All wall penetrations shall be sealed with fire retardant caulking with a minimum of 1 hour fire rating. Upon completion of refrigerant piping and prior to start up the contractor shall subject the entire refrigeration system to pneumatic, evacuation, and start up tests in accordance with manufactures recommendation and in accordance with local, state and federal guidelines as stated herein.

2.9.2 Cooling Coil Circuit.

Provide each circuit with a manufacturer's standard coil frost protection system. The coil frost protection system must use a temperature sensor in the suction line of the compressor to shut the compressor off when coil frosting occurs. Use timers to prevent the compressor from rapid cycling.

2.9.3 Liquid Line Filter-Drier

A liquid-line filter-drier is required on each unit. Install in accordance with Manufacturer’s recommendations. Equipment must be rated for use with R- 410A.

2.10 Test and Balance.

Once equipment and associated piping and cooling coil has been installed provide testing and balancing of existing AHU-1 and AHU- 3 supply, return, exhaust and fan motors and all associated VAV boxes on the first and second floor and respective supply and return grills in accordance with as-built drawings and specifications. Ensure that all associated DDC controls operate in accordance with as-built sequence of operation. Ensure that VAV dampers function properly and modulate at the proper requirements. Provide test and balance report to the contracting office for final acceptance. The SOO for AHU 1&3 are located in As-Built Reference Specification 15951A. The TAB technician shall provide a TAB report based on the information in this section and the As-Built drawings.

2.10.3 TAB Specialist Certification.

The qualified firm and associated specialist shall submit certification qualification by either AABC or NEBB to perform duties as stated above.

2.10.4 TAB Firm.

The TAB firm shall be either a member of AABC or certified by the NEBB and certified in all categories and function where measurements or performance are specified under this contract.

2.10.5 TAB Procedures.

Step by step procedures for each measurement required during TAB execution shall be provided. The procedures shall include measures to ensure that each system performs as specified in all operating modes.

2.10.6 TAB Report.

The report shall show operating points measured during successful TAB execution and the theoretical operation points list on the drawings. Where possible adjustments shall be made using an “industry standard” technique which would result in the greater energy savings. Any deficiencies outside of the realm of normal adjustment and balancing during TAB execution shall be noted along with a description of corrective action performed to bring the measurement into specified range.

2.11 Drawings.

To be included in submittals if needed. The contractor shall submit CADD drawings if the installation varies from the existing design.

2.12 Pre-Final Inspection.

The Contractor shall conduct a pre-final walk-through inspection and publish the pre-final inspection findings in a Pre-Final Inspection Report. CE and CO shall be present at pre-final inspection. The Contractor shall include all O&M manuals, operating instructions, and test reports for review. The Contractor shall provide training to base personnel by manufacturer’s representatives, as required.

2.13 Final Inspection.

A final inspection shall be conducted once all work has been accomplished in accordance with the Statement of Work prior to contract completion date. All punch list items shall be corrected within 10 calendar days or as approved by the Contracting Officer. CE and CO shall be present at the final inspection.

The Contractor shall conduct a final inspection and publish the findings in a Final Inspection Report. The inspection shall concentrate on the items identified at the pre-final inspection and recorded in the pre-final report. The final inspection report shall also certify that all items of the design have been implemented and that the construction is complete. The final inspection report shall also include as-built drawings and specifications verifying that all development standards have been met.

2.14 Training.

Upon completion the contractor shall provide a minimum of 2 hours of technical training to include all but not limited to the following. All material contained in the Operations and Maintenance Instructions.

2.15 Delivery/Warranty.

The Contractor shall complete all inspection and commissioning requirements prior to final inspection. Following final inspection, the Contractor shall deliver to the Government the as-built drawings and Operation and Maintenance Manuals in the format and media as required by the contract. The warranty shall be issued in accordance with FAR 52.246-21. Extended warranties offered by the Contractor and its subcontractors or suppliers may be accepted by the Government at its discretion.

3. GENERAL CONDITIONS:

3.1 Security.

Prior to any worker arriving at the site, the Contractor shall prepare and submit an AW Form 1 requesting contractor identification badges. Each employee that will be working on the site must fill out and submit the form at least 2 weeks prior to start of site work.

3.2 Damaged Property.

Work shall proceed in a manner which will minimize disturbance or risk of damage to surrounding structures, interior finishes, room furnishings, personal belongings, equipment, or base infrastructure. The contractor shall repair such items damaged by the contractor in the course of carrying out the work at no additional cost to the government. All repairs shall match adjacent similar existing items in all aspects. All replacements will be in kind.

3.3 Clean Up.

The contractor shall at all times keep the premises free from accumulation of waste materials or rubbish caused by work under this contract. All parts and equipment removed for replacement become the property of the contractor and shall be removed from the premises. At the end of each work day and upon the completion of all work the contractor shall leave interior and exterior property in the condition in which it was found at the beginning of work.

3.4 Scheduling.

All work shall be carefully scheduled to prevent any excessive shutdown time of utilities or building services. The contractor shall make written request to the Contracting Officer for approval of all work requiring shutdown within 48 hours prior to commencement of such work. The contractor shall submit a project schedule (Microsoft Project Schedule or other acceptable format) to keep track of the project schedule.

3.5 Safety.

The contractor shall take all necessary precautions in overseeing safety regulations in accordance with Federal OSHA regulations and shall assume the responsibility to guard against causing of fires and/or explosions and to protect government property. The Contractor shall perform the work in a manner consistent with security and with fire safety regulations especially with regard to exists and exit way access. Temporary closures shall not compromise security or fire safety.

3.5.1 Accidental Prevention Plan (APP).

The contractor shall provide a job-specific safety plan that addresses any unusual or unique aspects of the project.

3.5.2 Crane Operators Plan.

The contractor shall provide a crane lifting plan to include crane operators qualifications in accordance with AFI 91-203. Provide proof of current qualifications.

3.6 Burn Permits.

The contractor shall notify the base fire department at least 24 hours in advance to any work that required burning, cutting or welding. Burn permits will be obtained at the base fire department.

4. ENVIRONMENTAL REQUIREMENTS:

4.1 Contractor Requirements.

Contractor shall ensure that environmental requirements of the project are met.

Erosion control measures will be used. Any hazardous materials used shall be approved by Contracting prior to use. Contractor shall not use Class I Ozone depleting chemicals without prior approval by the Contracting Officer. The use of recycled materials shall be used in adherence to the Affirmative Procurement regulations of the Air Force. All recyclable materials shall be separated from solid waste. All waste shall be disposed of in a proper manner.

4.2 Refrigerant.

The contractor shall properly remove and discard the existing R-22 refrigerant in accordance with local, state and federal EPA standards and guidelines. Technicians involved in the recovery of R-22 refrigerants must be certified in under EPA regulations 40 CFR Part 82, Subpart F.

4.3 Utility Outages.

Contractor shall notify the Contracting Officer one (1) week in advance of any utility outages or refueling interruptions.

5. AIR FORCE AFFIRMATIVE PROCUREMENT PROGRAM:

5.1 Publication.

The publication listed below forms a part of this specification to the extent referenced. Resource Conservation and Recovery Act (RCRA)

5.2 Recycled Products

The use of environmentally preferable products manufactured from recycled and reclaimed materials is mandatory for construction products specified and used in projects at WARB, MA. Justification for non-application shall be filed on Air Force form 3000 for each product listed. Conditions for exemption for EPA content requirements:

1.Recycled and reclaimed materials/products(s) not available in a reasonable period of time.
2.Recycled and reclaimed material/product(s) fails to meet performance standards.
3.Recycled and reclaimed materials/product(s) not available from a sufficient number of sources (two or more) to maintain competition.
4.Recycled and reclaimed materials/product(s) only available at unreasonable price (defined as "unreasonable" if cost of the recycled-content exceeds the cost of a non-recycled product)

5.3 Demolition Debris.

The contractor shall track the amount of construction/demolition debris and other solid waste, which is disposed of under this contract. The waste shall preferably be tracked by weight, but the volume of the waste (i.e., cubic yards) shall also be acceptable. This information shall be submitted to the Contracting Officer prior to the close of the contract. The contractor will recycle as much of the construction/demolition debris as possible but not less than ten percent of the total amount. This includes metals, plastic, glass, wood, or any other materials which can be recycled. The amount of construction/demolition debris that has been recycled shall be reported to the Contracting Officer prior to the close of the contract.

6. PERIOD OF PERFORMANCE:

6.1 Performance Period.

The performance period for this statement of work is 150 calendar days for the contract. The Contractor shall begin work as described in the scope of work within 10 days of notice to proceed (NTP). No construction work shall begin prior to government approval of plans and submittals.
