The 911th Airlift Wing, Coraopolis, PA., 15108 intends to issue a Request for Proposal (RFP), using the Best Value source selection procedure, Lowest Price Technically Acceptable (LPTA) techniques to make a single award. This is a firm fixed-price contract to provide for all labor, transportation, materials, tools, equipment and supervision necessary to Renovate Command Post, B-418, Project No. JLSS 12-0010. Work includes but is not limited to Relocate the Command Post functions to the alternate site in the basement of Building 125 (Avionics) during renovation. Demolish existing interior walls in B-418.  Remove carpeting, ceiling, lighting, plumbing, HVAC unit and ductwork, electrical and comm systems, and fire suppression systems.  Build new interior walls.  Install new carpeting, ceiling, lighting, HVAC unit and ductwork, electrical and communication systems, and fire suppression systems according to new layout.  Convert existing hallway to Command Post function.  Relocate existing electrical systems in hallway. Relocate existing control console and provide new raised flooring. Install new SIPR room according to standards.  This project shall incorporate all applicable aspects of the AFRC Energy Policy.  All work shall be accomplished in strict accordance with the contract documents. The estimated cost range is between $500,000 and $1,000,000. The NAICS code is 236220. The applicable size standard is $36.5 million. Request for Proposal FA6712-15-R-0004 will be available o/a 12 February 2015. Proposal closing date will be o/a 12 March 2015. This action is being set-aside for competition restricted to Hubzone Small Business firms IAW FAR Subpart 19.1506 and 52.219-30. Performance period is 240 calendar days after receipt of Notice to Proceed. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after the closing date with no obligation to the offeror by the government. Note: Interested offerors must be registered in the System for Award Management (SAM) database. Firms can register via the SAM Internet site at https://www.sam.gov/.  Interested offerors are required to submit their representations and certifications on-line using SAM. Offerors must be a certified Hubzone Small Business firm at the time of the proposal closing date. The solicitation and associated plans and specifications will be available from the FBO website o/a 12 February 2015.
