All interested parties are encouraged to read this entire solicitation announcement. The 50th Contracting Squadron at Schriever AFB, Colorado, seeks 8(a) businesses to perform technical services in support of the Space Innovation and Development Center (SIDC) at Schriever AFB CO.
This effort will include providing operations support, overall program management, systems engineering and analysis, and other space application-related efforts for the SIDC as well as other Air Force (AF), Department of Defense (DoD), and Government agency programs. In addition, the effort will be directed toward examining, assessing, and developing the means to integrate National System (NS) and DoD space system support to enhance combat and research and development capabilities within the AF. This includes and/or involves integrating existing and advanced technology weapons, platforms, and operational test and evaluation, as well as the technical expertise (e.g. knowledge of emerging space-based technologies and systems and advanced space operation education) to assist space-related activities. Proper planning and programming are essential to provide the necessary technical, management, administrative, and security expertise needed for developing integrated support concepts for the SIDC.
The Government's overall acquisition strategy will be an 8(a) competition. The final Request for Proposal (RFP) for this effort is attached. The Government intends to conduct a Pre-Proposal Conference on 03 Apr 09 from 0900-1200. The conference will be conducted at Schriever AFB in the Building 300 Auditorium. All offerors will have the choice of attending in person or via meet-me-net teleconference (meet-me-net number is 719-567-1428). Please be advised that the Government does not require in-person attendance. If you have RSVP'd previously, please check the attached list and confirm your attendees. Please limit the number of separate lines calling into the meet-me-net number.

Each offeror (including subcontractors, teammates and/or joint venture partners and key personnel) will be limited to five (5) people for in-person attendance. If you wish to participate in the pre-proposal conference via meet-me-net, please e-mail the names of the individuals and their company names to 50CONS.LGCZH@Schriever.af.mil ATTENTION: Andrea Pitt and Stacy Reed NLT 2 Apr 09. During this pre-proposal conference, the 50th Space Wing and the SIDC will provide an overview of various aspects of the solicitation to include schedule, budget, requirements, Organizational Conflict of Interest, as well as a general overview of the Standard Form 33 (e.g. Schedule B - to include Travel CLINs and the Equipment, Materials and Supply CLINS; and Sections L and M).
Following the Pre-Proposal Conference, two (2) representatives from each CONTRACTOR TEAM will be authorized to receive an AF TENCAP project brief. This project brief is the same briefing that was presented at 3IS Industry Day on 9 Dec 08. If you attended previously, please do not re-attend as space is limited. Those individuals attending must have active TS clearances. Visit Access Requests (VAR) must be submitted to the SIDC Security Office through the Joint Personnel Adjudication System (JPAS) no later than COB 31 Mar 09. Those that have submitted a VAR previously must re-submit in order to attend. The "Government Visit POC" block should be titled "3IS Pre-Proposal Conference." The SMO code is FDISFLFJ6. Please contact Vonda Fowler at (719) 567-6751 with any VAR issues. Please note that those wishing to attend the AF TENCAP brief must also attend the Pre-Proposal Conference.

The following question was received from industry:
Question: Phase-In is included as a CLIN and key element of performance on the 3IS contract. Can you clarify where Phase-In should be included as part of the proposal and how it will be evaluated. We understand that currently Phase-In is not included in the evaluation factors in Section M, but we recommend it should be evaluated.
Answer: Phase-In should be addressed/priced in Sect B only. We will ask
for a Phase-In plan from the successful offeror once the contract is
awarded. The Phase-In Plan is not part of the Government's evaluation criteria.

The formal 3IS Solicitation Amendment 01 is attached. In addition to the changes posted 3 Apr 09, PWS Para 1.4.3.2.1 has been updated to reflect reference to Para 1.4.3 vs. 1.4.4. Additional contractor questions and the Government's responses are also attached. Please note, the response date has NOT been extended by this amendment.

The following 3IS Solicitation items have been amended:
- ODC amounts in both Section B and Table L-2 have been updated to reflect $0 ODCs for phase-in, and the correct amounts for the base period based on the current schedule (4.5 months).
- Section L, Para 2.3 has been updated to reflect Mountain Time vs. MST.
- Section L, Para 2.3 c & d have been updated to reflect that both paper and electronic copies should be sent to the cognizant DCAA/DCMA offices.
- Attachment L-2, Position Description, has been updated to eliminate secondary and tertiary duties.
- Attachment L-4, PPQ, numbering in Section 5, Elements V & VI has been updated.
- PWS Para 1.4.5.2.1.1 - "Support approximately fifteen (15) annual tests for the 17 TS" has been deleted. These tests are included in the 35 tests in PWS Para 1.4.5.2.1.3.

Pre-Proposal Conference: The 3IS Pre-Proposal Conference will be held Friday, 3 Apr 09 at 0900 MST in the Building 300 Auditorium at Schriever AFB CO. Restricted Area badges will be available at the Visitors’ Center starting at 0800. To expedite entry into the Restricted Area, a bus will transport conference attendees at 0830 and make a final run at 0845. The bus will return attendees to the Visitors’ Center at the conclusion of the conference. Cell phones, Blackberries, iPods, cameras and thumb drives are NOT allowed in the Restricted Area. Please leave these items in your car. For those participating via meet-me-net teleconference, the dial in number is 719-567-1428. Please limit the number of separate lines calling into this number. Briefing slides have been posted for the meet-me-net participants.

A Microsoft Word version of the 3IS RFP has also been posted. Please note that the PDF version of the 3IS RFP should be used as the formatting and page numbers are correct in this document.
