PWS Paragraph/RFP SectionQUESTIONANSWER
We understand that a majority of the 17 TS personnel do not require TS/SCI. Does the requirement for 90% TS/SCI cleared personnel apply to those positions requiring TS/SCI, or is 90% of the total workforce required to have TS/SCI regardless of the associated position?The PWS requirements are written for known future requirement. Although the 17 TS may not currently require TS/SCI, 50% is the expected requirement for that organization. 90% applies to those positions requiring TS/SCI. Employees will not be sponsored for a TS/SCI unless associated work requires that level of clearance.
Current language in the RFP requires the offeror to provide a contingency lease for 1500’ SCIF space. Answer to Industry questions indicated the prime can leverage a teammate’s SCIF. If the prime intends to leverage one or more of the teammate’s local area SCIF will the government accept proof of teammate SCIF instead of a contingency lease? A contingent lease infers transfer of ownership where a Memorandum of Agreement would offer the government similar assurance the space would be available for a reasonable cost (to be determined after award) as required for occasional off site SCIF requirements.The TEAM has to demonstrate certifiable SCIF space. How the TEAM presents the space is up to the offeror. Proof of a teammate SCIF is acceptable.
Certain task orders being performed by the incumbent may be extended beyond the POP. Will you tell us which task orders and their associated level of effort (LOE) so we can adjust our planning?Offerors should propose to the basic level of effort identified in the PWS. The Government expects all basic tasks to end at the end of transition and any extended PoPs will be on additional/extra work.
What is the budget for ASOS? What portion of ’09 budget identified during industry day equates to ASOS work that will transfer to 3IS?The FY09 budget presented for NSSI during Industry Day is the budget for ASOS that will be part of 3IS.
Sect M 2.2.1.2.bAddresses relevancy of past performance to PWS areas. By PWS areas, do you mean focus areas defined in Section M of the Draft RFP or every individual PWS requirement to the sixth level in the PWS?The PWS areas are identified in Attachment L-3, Relevancy Matrix (PM, AFTENCAP, IT, ID, Space Education, and OT&E ).
Will the government allow for the hosting of a team portal onto the SIPRNET? We understand the government at this facility is moving more towards program execution and management on the SIPRnet and we have the capability of having our portal hosted on either NIPR or SIPR.No team portal will be allowed on any Government System.
Will the CDRLs all be unclassified?The CDRLs themselves are all unclassified. However, deliverables from the offeror to the Government may be classified, but will normally be unclassified.
Certain ASOS lesson plans include a reference to the Space Power Lab. Will the Space Power Lab equipment be GFE from the government? Will the personnel to run the pace Power Lab be GFP or will 3IS contractors be required to run the lab?The Space Power Lab is not part of the 3IS contract and will be provided by the Government.
DoDI 8570.M states the government will indicate which positions fall into certain categories with specific certification requirements. When will the government indicate which 3IS positions are classified in each category? This information is essential in writing our compliance plan required by the DRFP.The Air Force has identified 40% of the work force in the DoDI 8570.M categories. This 40% is based on the offeror's proposed staffing plan.
I've continued to pour through the RFP to clarify whether 3IS is a Performance Based contract or not.Although not specifically stated in the RFP, the PWS is written in performance-based language.
Bidders' LibraryThe Wyle phase-out plan in the Library (“Wyle IS Planned Transition to 3IS Prime Contractor”) references an attached schedule which is not attached. Will the Wyle schedule be provided?The Schedule will be provided after award to the successful offeror.
Bidders' LibraryThe Library contains “FY09 Master Course Schedule v5”. Will an FY10 Master Course Schedule be provided or are we to assume the FY09 schedule is representative of the course loading for FY10?The FY09 schedule is representative of the course loading.
Bidders' LibraryTwo courses, Space Missile Intel Formal Training Unit (SMIFTU) and Joint Space Operations Center (JSpOC), are referenced in the FY09 Master Course Schedule and the NSSI briefing as part of the Space Operations School, but no lesson plans were included in the library. In addition, the Space Fundamentals Course Distance Learning (SFC DL) is in the schedule and briefing but no reference is made explicitly to the Distant Learning course. However, the Space Fundamentals Course being taught in-house is included in the Library. Which if any of these three courses should we include in our workload planning?The lessons for SMIFTU and JSpOC are derived from and supported by instructors of other courses. Block material is the same. The SFC-DL is still being developed and mirrors SFC material provided.
Bidders' LibraryThe Library CD has the 595 SG STAN-EVAL Course listed but the material in the CD folder includes STAN-EVAL plus an Information Operations (IO) folder. Does the IO folder fit into a course, if so, where?IO should have been in the Space Operations Course folder as one of it's lessons.
