| 1 | Q&A, 15 Apr 09, Question #4 | The response allows offerors to submit the US State Dept ITAR completion letter with registration number redacted. This letter is typically two pages and may be submitted by more than one company on a team. Assuming these letters will be placed as attachments to the Technical Volume to allow it to stand on its own, will they be excluded from the page limitation? | ITAR Registration letters will be excluded from the Technical Volume page count. |
| 2 | Industry Day/Pre-Proposal Conference Slides | In the industry day and pre-proposal conference slides, the government showed individual budgets for each of the major areas within the SIDC. We understand that our proposed costs cannot exceed the total budget in any given year nor in total over the life of the contract. Are we required to keep our proposed costs within the budgets shown in the briefings for each of the separate CLINs (PM, AFTENCAP, ID, XR, ASOPS, 595 SG, 17 TS) or is the total proposed cost the only factor the government will be evaluating? | AF TENCAP and the 17TS have their own Program Element Code (PEC) that cannot be combined/shared with other organizations. All other organizations are funded by the same PEC and the SIDC has some flexibility with distribution for those organizations. |
| 4 | Sect L, Para 5.5.7 | Requires Subcontractors to prepare a Cost/Price Proposal to the same level of detail as the Prime Offeror. However, Standard Form 33 and Section B forms are included in Volume IV Contract Documentation. Does the contracting office require Subcontractors to also prepare a Standard Form 33 and Section B forms, and if so, can they be placed in Subcontractors’ Volume III submittal or do Subcontractors have to prepare a separate Volume IV? | Sect B should contain the total price for any given CLIN, to include the prime, sub, teammate, joint venture partner, etc. Only the prime is required to submit Sect B. Subs, teammates, joint venture partners, etc., are required to complete Table L-3 with the same level of detail as the prime. |
| 5 | PPQ Cover Letter | The Cover Letter for the PPQ states that "This acquisition requires that we provide a present/past performance questionnaire to all Government points of contact for all subcontractors, teammates and/or joint venture partners, and key personnel." Typically for past performance citations where the reference is a subcontract we provide the PPQ to the Prime. Is this statement asking us not to do that? | Since the Gov't doesn't have privity of contract with subcontractors, if the referenced contract is a subcontract, the PPQ should be provided to the prime for that effort. |
