1Pre-Proposal Conference Slide #6 (Budgeting/Funding)Do the budgets reflected by task/organization include ODCs?Budget amounts presented at the Pre-Proposal Conference include both labor and ODCs.
2RFP Section L.2.2.5Will the Government consider allowing a different font and smaller font size for graphics and pictures to allow for better presentation of these items?The font size for all documents should be no smaller than Times New Roman 11 point
3RFP Section L.3.4.aIs the cost for the required SCIF space included in the Government established ODC pricing at Table L-2?No, the cost of the SCIF is not included in the ODC pricing. How offerors choose to present any associated cost to the SCIF is up to the offerors if cost is required.
4RFP Section L.3.4.bDue to the sensitive nature of the ITAR registration number, some companies prohibit disclosure of their registration number. Will the Government consider accepting a statement or letter that indicates a company is registered with the Department of State for ITAR and a company POC?Offerors may provide the US State Department ITAR completion letter with registration number redacted.
5RFP Sections L.3.4.cThe requirement is to “demonstrate the possession” of a TS facility clearance. Paragraph 2 of the DSS Form Letter 381-R (facility clearance letter) states “…nor may this letter be reproduced in any form except for the necessary records of your organization.”
5ACan the Government clarify what it requires from the Offeror to demonstrate possession? For instance, would a printout from the Industrial Security Facilities Database suffice?Offerors may present ownership material (lease, location, etc.), accreditation number if previously SCIF'd, and cognizant security authority if currently accredited.
5BIf some document is to be provided to demonstrate possession, where in the proposal should this document be placed and will it count towards page count?This would not be included in the page count.
6RFP Section L.6.2Should the completed SF30 for each amendment be included in this tab or elsewhere?All SF30's for any amendments should be included in this tab. At this time, there has only been one (1) amendment to the RFP.
7RFP Section M.2.3.3States the Government may deem an Offeror’s price to be unaffordable and exclude it from the competitive range if it exceeds the available budget in any given year or in total. If under Section M.2.3.2, the Government adjusts an Offeror’s proposed costs resulting in a probable cost that exceeds the available budget in any year or total, could this render an Offeror’s price unaffordable with exclusion from competitive range and ineligible for award?As explained during the Pre-Proposal Conference, the Government will only adjust potential offerors' proposed costs to match what is on file/approved by DCMA/DCAA recommendations. That being said, once adjustments are made to the proposed cost, if it exceeds the budget, it MAY render the price unaffordable and could exclude the offeror from the competitive range. This situation could also result in an Evaluation Notice (EN) to the offeror for further explanation.
8Atch L-1, Staffing Plan TableIn the questions and answers dated 3 Apr 07, specifically, question # 31 (line item #32), it is our understanding of the response that the Relevancy Matrix will be populated with only the bolded paragraph numbers without the need to drill to lower level of paragraph indenture. Can we use this same method when completing the “PWS Paragraph” column of the Atch L-1 Staffing Table?Yes the staffing table PWS paragraph can be completed at the bolded 4 or 5 digit paragraph level.
9Amendment 2This amendment included an SF30 for Amendment 1. Will an SF30 be provided for Amendment 2?There is no Amendment 2. Amendment 1, posted 3 Apr 09, was "unofficial" and an attempt to get information released quickly to potential offerors. The "official" Amendment 1 was posted 6 Apr 09 w/ the corresponding SF30. Both postings are for the same thing.
10Will the winner of the contract be required to recertify prior to award?13 CFR 124.507 states an 8(a)'s status is determined at the time of proposal sumbission.
11RFP Section L.2.2.6Will the Government allow a title page in front of the Table of Contents for the Technical Proposal Volume? If so, can it be excluded from the page limitation?A title page will be allowed in front of the Table of Contents for the Technical Proposal Volume and will be excluded from the page limitation.
12BACKGROUND. During the TENCAP briefing on 3 Apr, a question was asked regarding Security support listed in the PWS. In response, Mr. Schnell stated that the security requirements listed in the PWS were not intended to provide security support to the Government, but rather only to support the contractor, and that the current contract for security support was going to remain in place. Mr. Schnell further stated that a clarification would be issued, yet that Q&A appears to be missing from the 7 Apr posting. Further, Mr Schnell’s statement seem to contradict PWS paragraph 1.4.1.2: “…The contractor shall coordinate daily visitor lists and requests for meetings and conferences to be held within the facility; process Program Access Requests (PARs); provide on-site support to meetings and conferences; process SCI fax materials; support courier related duties such as wrapping, receipting, destroying, and distributing classified materials; and provide support in maintaining classified databases and SCIF operations. In addition, the contractor shall perform escort duties for non-cleared individuals requiring access to secure areas. General administrative duties shall be performed to include taking inventories of equipment and other administrative tasks. The contractor shall provide support in conducting inspections for program compliance with customer requirements; present administrative briefings to conferences and meetings when required; properly secure SCIFs; and comply with all security related processes, to include Communications Security (COMSEC), Operations Security (OPSEC), Information Security (INFOSEC) duties.” And PWS paragraph 1.4.3.2.2 “… the contractor shall provide support to the management of special security initiatives for each project to include Program Level projects.” These paragraphs seem to require support for items that are inherently Governmental in nature and that are currently being supported by the separate security support contract.
12ACan the Government provide the Performance Work Statement for the current security support contract as a means to avoid having bidders include support for which they are not required to perform?The PWS for security work is not relevant and will not be provided. The 3IS PWS stands on its own.
12BWill the Government reconcile the apparent contradiction by clarifying Mr Schnell’s comment and/or publishing a change?Security is everyone's responsibility. The tasks identified in the 3IS PWS are along the lines of individual responsibility for security. This is personal responsibility of program/project leads, individuals, and workers accomplishing their assigned responsibilities. This is not functional security office support. For example, a TENCAP project lead needs to be able to escort, assist with visits request, secure SCIFs, etc if the project calls for it. DMOC personnel need to understand COMSEC, OPSEC and INFOSEC duties from a individual responsibility level.
13Section L 2.3 eNon-Government Advisors, paragraph 7 (p. 110 of 130) requests the Offeror “contact Tecolote, enter a suitable agreement, and provide a copy with its proposal.” How will Subcontractors’ proprietary data be handled in these situations: should the subcontractors’ proprietary information be covered with this Agreement (thus include the subcontractors involved), or will the subs need separate Agreements with Tecolote?All subs would need separate agreements with Tecolote.
14Request you eliminate the option of submitting resumes in place of contract-level past performanceIndividual Past Performance should be handled on the PPQ in accordance with Section M of the RFP.
15RFP Ref: 6.6.1This paragraph states, “The proposal shall demonstrate adequate financial resources to perform the prospective contract or demonstrate an ability to obtain adequate financial resources, as required by FAR 9.104-1(a) and DFARS 232.072.” In particular, the requirements in DFARS are quite extensive and would require a large effort to gather. What evidence of financial resources are adequate for submittal with the proposal?Awaiting clarification.
16In view of the 35 page limit for the technical prop, must we specifically address the following sections of the PWS: Section 1.5, General Information? Section B, Service Summary? Section C—Gov’t Furnished Property and Services? Will the Gov’t assume that by submitting a proposal, that the offeror has read and will comply with each of the above sections?These sections do not need to be specifically addressed. However, all evaluation factors should addressed in the offeror's proposal.
