Contractor shall provide all plant, labor, equipment, materials, transportation, supervision, administration, and management necessary to perform all work required by this Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Base Wide Paint Projects at Robins AFB, Georgia.  Work includes applying wall coverings, protective coatings, and paints, including surface preparation and associated work, and as detailed in each Task Order.  This is a competitive 8(a) Set-Aside procurement.  The Government anticipates award of multiple firm fixed price IDIQ Contracts ("Multiple Award").  Task Orders to be issued against the IDIQ Contracts will consist of painting type projects.  During the contract period, the Base Civil Engineer will identify painting related tasks required to complete each specific job, and the Contracting Officer will issue individual Task Orders to the contractor to complete those jobs.  No Government office space will be provided.  The performance period for each of the contracts will consist of a one-year Basic Period and four one-year Option Periods.


For this procurement, it has been determined that competition will be limited to 8(a) eligible construction firms within Region IV (Alabama, Florida, Georgia, Kentucky, Mississippi, South Carolina, Tennessee, and North Carolina).  This acquisition is limited to domestic sources.  All responsible 8(a) eligible sources located within Region IV may submit a proposal which shall be considered by Operational Contracting (WR-ALC/PKOC).  All other firms are deemed ineligible to submit offers.


The guaranteed minimum contract amount will be $2,000 for each contract, and the combined aggregate maximum amount will be no more than $7,000,000.00.  The NAICS Code for this acquisition is 238320 with a Size Standard of $14M.  Contract awards will be based on the lowest Total Evaluated Price (TEP).  The official copy of the solicitation will not be provided on compact disk (CD-ROM) or paper.  Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation by entering the website at http://fedbizopps.gov/.  To be eligible for contract award, prospective contractors must be registered in the Central Contractor Registration (CCR).  Register via the CCR website at http:www.ccr.gov/.  Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website at http:orca.bpn.gov.  The estimated issue date of the Solicitation is February 2011, with an estimated 30 calendar day response period.  Any questions relating to this solicitation must be submitted, in writing, to WR-ALC/PKOC, Attn:  Michael S.
