SECTION 09930 - PAINTING CONCRETE FLOORS

UHHZ 100240W, Paint IDIQ

PART 1 GENERAL

1.01 GENERAL: The Contractor shall furnish all plant, labor, materials, tools, supervision, and equipment, and perform all operations necessary to accomplish all work, complete in place, as specified herein. The work to be performed includes, but is not necessarily limited to the following principal features:

A.

Surface preparation of existing surfacing system, where intact, followed by installation of the specified surfacing system as indicated by individual Delivery Order.

B.

Removal of the existing surfacing system where deteriorated, followed by concrete surface preparation arid installation of the specified surfacing system as indicated by individual Delivery Order.

C.

Repair of deteriorated sections of concrete expansion joint followed by installation of the specified surfacing system as indicated by individual Delivery Order.

D.

Repair of deteriorated sections of concrete cap followed by installation of the specified surfacing system as indicated by individual Delivery Order.

E.

Installation of safety and traffic markings as indicated by individual Delivery Order.

F.

Contractor is responsible to make and record all necessary field tests and measurements for completion of this work.

1.02 REFERENCES: The publications listed below form a part of this specification to the extent referenced.

1.03 SUBMITTALS: Submit 3 copies of each submittal to the Contracting Officer. Include the following:

A.

Floor Surfacing System Information

1.

Manufacturer's specifications, catalog cuts and other data needed to prove compliance with the specified requirements.

2.

Manufacturers preparation and application instructions.

3.

Manufacturer's Material Safety Data Sheets for all products used.

4.

Flooring-surfacing system cleaning and maintenance data including procedures for stain removal, repairing of floor surfacing system and cleaning.

5.

Manufacturer's certification that floor preparation and Floor Surfacing System products meet the specified requirements.

B.

Proposed Work Schedules

1.

Submit general sequence of operation that includes intended methods of concrete surface preparation and Floor Surfacing System application.

2.

Normal duty hours on base are from 0730 to 1615 hours Monday through Friday. The Contractor shall schedule all work during these hours, unless the Contractor specifically proposes otherwise in the bid submittal. The Contractor shall not work on legal holidays, weekends, or after normal duty hours without the approval of the Contracting Officer.

3.

Contractor shall notify Contracting Officer 10 days prior to actually beginning work so Government can move portable equipment and supplies from work area.

C.

Statements

1.

Contractor's Qualifications a.

The Contractor shall be certified, and shall submit written evidence of such certification, by the Manufacturer of the Floor Surfacing System, to be experienced and competent in the application of the Floor Surfacing System.

b.

The Contractor shall additionally submit evidence of successful completion of the same or similar work, indicating the specific parameters of the work, a complete description of the Floor Surfacing System installed, location of the work and the address and telephone number of a current representative of the facility where the Contractor's work was performed. References of previous work for Federal, State, or Local Government entities are preferred over contracted work with commercial or private entities.

c.

The Government reserves the right to contact any or all such referenced locations for verification of the work performed, and to discuss with informed parties the quality of the Contractor's previously installed work.

d.

The Government additionally reserves the right to make, or send a duly appointed representative to make, a site visit, with the Owner's permission, to inspect and evaluate the Contractor's previously installed work.

2.

Evidence of Acceptable Variation: Substitutions must be approved by the Contracting Officer before inclusion in the work. If a Floor Surfacing System, or specific components of the system, is to be proposed "as equal" under the requirements of the referenced specification, submit for approval to the Contracting Officer, evidence that the proposed substitution is either equal to or better than Floor Surfacing System, or specific component of the system, specified. Material substitutions shall not be allowed unless the Contractor can prove by comparative analysis that the substitute is in fact as good as or better than the specified Floor Surfacing System, or specific component of the system. The submittal of a proposed substitution shall include, but is not limited to, the following:

a.

Identification of the proposed substitute.

b.

Reason why the substitution is necessary.

c.

A comparative analysis of the specified Floor Surfacing System, or specific component o2- the system, and the proposed substitute including specific tabulations of the required parameters of composition and performance.

d.

The differences between the specified Floor Surfacing System, or specific component of the system, and the proposed substitute.

e.

Manufacturer's information for the proposed substitute, including Technical Data Bulletins, MSDS, and recommended installation instructions.

f.

Other information necessary as may be required by the Contracting Officer for an accurate comparison of the proposed substitute and the specified Floor Surfacing System, or specific components of the system.

D.

Certificates

1.

Requirements - For each type of material used in preparation and installation of the Floor Surfacing System, or other product furnished:

a.

Submit a certificate from the Manufacturer stating that the product conforms to requirements of this specification.

1.04 QUALITY ASSURANCE

A.

Qualifications of Applicators: The Contractor shall submit evidence of the expertise of the Contractor's Applicators and satisfactory application of the proposed Floor Surfacing System at a minimum of two sites.

B.

Representative Field Sample: Prior to commencement of work on the first Delivery Order, the Contractor shall be required to install at the work site, or other similar area as designated by the Contracting Officer, demonstrating a representative work procedure, an area of not less than 100 square feet of the Contractor1s proposed Floor Surfacing System. Upon acceptance by the Contracting Officer of this representative area and the Contractor's demonstrated preparation methods as being in compliance with the requirements of this work specification, the accepted representative area will be used for comparison during the full installation of the completed Floor Surfacing System.

C.

Field Samples and Tests: The Government will take one-pint samples of materials at random from the products delivered to the job site and test or otherwise evaluate them to verify that the products either conform to the referenced specifications or the approved substitution, if any. Products that do not conform shall be removed from the job site and replaced with new products that conform to this specification or the approved substitution, if any.

D.

Warranty: Contractor shall provide a written statement of warranty for proper installation of the Floor Surfacing System to cover, for a period of no less than one year, peeling, delamination, loss of surface texture due to deterioration or loss of the filler material, or other defects of the flooring product or improper installation procedures. Any exceptions or exclusions to the warranty shall be clearly noted in the Contractor's statement of warranty. The warranty shall cover repair or replacement of peeled, delaminated, or otherwise defective areas of the installed Floor Surfacing System at no expense to the Government, and at the convenience of the Government.

1.05 REGULATORY REQUIREMENTS

A.

Environmental Protection: The concrete preparation and Floor Surfacing System materials shall meet all VOC and VOS Compliance Regulations as uniformly established by the Government activity with authority over this project, and additional Local Ordinances as may be established regarding control of hydrocarbon emissions, either volatile organic compounds content or photochemical reactivity, whichever of all applicable standards is the most stringent.

1.

Petroleum Distillates a.

Petroleum distillates or other flammable liquids shall not be used for cleaning, thinning of Floor Surfacing System material, or other purposes without specific written approval from the Contracting Officer. Requirements by the Contractor for using such liquids shall be a part of the Contractor's required bid submittals.

b.

If written approval for using flammable liquids is provided by the Contracting Officer, such liquids shall be entirely retained and appropriately labeled in approved containers, and shall not be poured into plumbing fixtures, on grass, on plants, or on asphalt.

c.

The Contractor shall dispose of: all flammable liquids, or solutions containing flammable liquids, in accordance with EPA and Local Department of Environmental Protection directives, whichever is more stringent, off Base and off Government property at Contractor's expense.

d.

In the event that waste containing flammable liquids is required and approved, the Contractor shall submit proper documentation of compliance with waste transport and disposal regulations within 45 days of completion of work.

2.

Cleaning Solutions a.

Cleaning solutions to be used ~ preparing the concrete surface for installation of the: specified Floor Surfacing System products shall be formulated for the specific use intended.

b.

All such cleaning solutions shall be USDA approved, and after use shall not have a pH more alkaline than 8.5, or more acidic than 5.5.

c.

Prior to commencement of work, the Contractor shall be required to clean, at the designated work site, ark area of not less than 100 square feet using the proposed cleaning solution at the proposed rate of dilution using the intended-method for application and removal of the cleaning solution. The Contractor shall immediately submit no less than one gallon of generated waste for pH testing and approval by the Government. Should the generated sample be outside the specified range of compliance, the Contracting Officer may authorize the use of alternate cleaning products, revise the scope of the Delivery Order, or cancel the remainder of the Delivery Order.

3.

Conditioning Solutions a.

Conditioning solutions to be used in preparing the concrete surface for installation of the specified Floor Surfacing System products shall be formulated for the specific use intended.

b.

All such conditioning solutions, after use, shall not have a pH more alkaline than 8.5, or more acidic than 5.5.

c.

Prior to commencement of work, the Contractor shall be required to condition, at the designated work site, an area of not less than 100 square feet using the proposed conditioning solution at the proposed rate of dilution, using the intended method for application and removal of the conditioning solution. The Contractor shall immediately submit no less than one gallon of generated waste for pa testing and approval by the Government. Should the generated sample be outside the specified range of compliance, the Contracting Officer may authorize the use of alternate cleaning products, revise the scope of the Delivery Order, or cancel the remainder of the Delivery Order.

4.

Composite Samples: Composite Samples of both the cleaning solution and conditioning solution wastes are acceptable for the purposes of pH testing and determination of environmental compliance as outlined in Para. 1.05, provided the composite sample is an accurate representation of the actual waste to be generated during the complete and entire cleaning and conditioning processes.

5.

Field Samples and Tests: The Government may at any time draw random samples of any and all waste solutions generated during the cleaning and 'conditioning processes for the purposes of additional testing' for pa and other environmentally relevant constituents. Should such random samples differ significantly from the initially tested samples as outlined in Para. 1.05, the contracting Officer may authorize the use of alternate cleaning products, revise the scope of the Delivery Order, or cancel the remainder of the Delivery Order.

1.06 DELIVERY AND STORAGE: Deliver materials in sealed, labeled containers bearing the Manufacturer's name, brand designation, specification number, batch number, color, and date of manufacture. Restrict storage and mixing of materials to locations designated by the Contracting Officer. An area at the site shall be provided for storage and mixing of work materials.

1.07 SAFETY METHODS

A.

The pertinent sections of the following publications are applicable to all work on this project, and the Contractor shall comply with the most stringent of any and all applicable safety and health standards. Prepare floor surface and install Floor Surfacing System using safety methods in accordance with, but not necessarily limited to, the following:

1.

US Army Corps of Engineers: EM 385-1-1, Safety and Health Requirements Manual.

2.

Air Force Safety and Health Standard: AFR 127-12, Air Force Occupational Safety and Health Program, and applicable standards.

3.

Safety and protection requirements as specified on the Manufacturer’s Material Safety Data Sheets for all materials used.

4.

OSHA safety and health standards and such additional standards as established by local ordinance.

B.

Preparation and Installation: Comply with the requirements of SSPC PA 3 and the requirements of the Manufacturer's Material Safety Data Sheets, whichever is more stringent.

C.

Toxic Materials: To protect personnel from overexposure to toxic materials, conform to the most stringent guidance of:

a.

The chemical Manufacturer when using chemicals. Use impermeable gloves, chemical goggles or faceshield, and other recommended protective clothing and equipment to avoid exposure of skin, eyes, and respiratory system. Conduct work in a manner to minimize exposure of building occupants and the general public.

b.

The appropriate OSHA standard in 29 CFR 1910.1025 for surface preparation on painted surfaces containing lead, zinc-chromate, strontium-chromate, asbestos, or other toxic ingredients.

c.

d.

Threshold Limit Values of the American Conference of Government Industrial Hygienists.

e.

Manufacturer's Material Safety Data Sheets (MSDS).

D.

Signs and Barriers: Post and enforce WORK AREA /1 NO ENTRY /~ WET FLOOR or other applicable and suitable .warning signs or barriers during all floor preparation procedures and until flooring has cured and passed inspection by the Contracting Officer.

1.08 ENVIRONMENTAL CONDITIONS: Apply Floor Surfacing System when surfaces to be painted are dry and the following surface temperatures can be maintained:

A.

Do not install flooring when temperature is below 50 degrees F or above 95 degrees F, or per Manufacturer1s written instruction, whichever is most stringent.

B.

This range shall be maintained3 24 hours before, during, and 24 hours after installation of flooring, or per Manufacturer's instructions, whichever is most stringent.

C.

Properly ventilate work site area where-materials are being applied or installed.

1.09 COLOR SELECTION: Colors of the installed Floor Surfacing System shall be as indicated by individual Delivery Order. Named products are acceptable for use. Products of other Manufacturers are acceptable if the colors approximate colors indicated and the product as a whole conforms to specified requirements.

1.10

LOCATION AND SURFACE TYPE

A.

Locations of work Sites shall be as indicated by individual Delivery Orders. Areas so indicated shall include, whether or not expressly identified, concrete floor surfaces behind and beneath portable objects and surface mounted articles readily detachable by removal of fasteners, such as screws and bolts.

B.

Excluded are concrete floor surfaces concealed and made inaccessible by panelboards, fixed ductwork, machinery, and equipment fixed in place.

PART 2

PRODUCTS

2.01 MATERIALS: Materials used shall all conform to the specifications and standards referenced. For materials specified by reference to a specification that has a Qualified Products List (QPL), the material provided shall have been tested and approved for inclusion in the QPL. All materials used shall meet all VOC and VOS Compliance Regulations as uniformly established by the Government activity with authority over this project, and additional Local Ordinances as may be established regarding control of hydrocarbon emissions, either volatile organic compounds content or photochemical reactivity, whichever of all applicable standards is the most stringent.

A.

Paint and Marking Removal

1.

In areas where existing paint or other markings may be present, removal of such paint or markings shall comply with 29 CFR 1926.62.

2.

If mechanical paint removal is to be utilized, such removal shall not significantly alter the surface texture of the concrete. If the concrete surface texture is changed due to mechanical paint removal, the surface of the concrete shall be -restored to its original surface texture with a compatible material designed for concrete repair.

3.

All materials must be l00% retainable during removal.

4.

Standards and procedures of Sections 02250 and 02260 apply.

B.

Cleaning Solutions

1.

Should a concrete cleaning and/or degreasing process be deemed necessary by the Contractor, the Contractor shall use a USDA Approved cleaning solution.

2.

Use of a cleaning solution shall be in compliance with Para. 1.05.

3.

The cleaning solution shall be approved by the Floor Surfacing System Manufacturer as compatible with the Floor Surfacing System.

C.

Conditioning Solutions

1.

The material used for concrete conditioning shall not generate hazardous waste using EPA criteria and shall meet the requirements of Para. 1.05. Unbuffered solutions containing hydrochloric, sulfuric, phosphoric, muriatic, or other acids are not acceptable for this purpose.

2.

The material used for concrete conditioning shall not produce acidic or other corrosive vendors which cause or have the potential to cause surface rust or "flash" rust on exposed metal in the work area.

3.

The conditioning solution shall achieve the results specified in PART 3 EXECUTION.

4.

The conditioning solution shall be approved by the Floor Surfacing System Manufacturer as compatible with the Floor Surfacing System.

D.

Floor Surfacing System

1.

Contractor shall install a minimum of 5 mils Dry Film Thickness (DFT) of a highly durable Floor Surfacing System, textured or reflective as directed, color as directed by individual Delivery Order. General purpose concrete sealers3 coatings or enamel deck paints are not acceptable for purposes of durability unless they meet or exceed the following ASTM test results:

a.

Test Method: ASTM D 4060-84 using CS-17 Taber abrasion wheel; 1,000 gram load.

1) Test Results after 1,000 Cycles: 30 - 40 mgs loss, 0.65 mil thickness lost.

2) Test Results after 53000 Cycles: 120 -130 mgs loss, 1.5 mil thickness lost.

3) DESIGN BASIS: Eco-HTS High Traffic System as manufactured by Tennant Company.

2.

The concrete Floor Surfacing System shall contain aluminum oxide,: ceramic or other highly durable filler to provide a textured surface for traction. The texture of the installed Floor Surface System shall be uniform throughout. Addition of 30- 60 mesh grit of the same highly durable filler material is to be installed in areas adjacent to doorways and other outside openings as specified by the Contracting Officer. Any filler materials used shall be certified in writing by the Manufacturer of the Floor Surfacing System as compatible. Use of flint, silica, or silica sand as a filler is not acceptable.

3.

The concrete Floor Surfacing System shall provide resistance to chemical spills, with no affect or a limited adverse affect from exposure to: battery acids, citric or acetic acids, alkaline cleaning solutions, JP4, gasoline, aromatic solvents, and miscellaneous chemicals such as chlorine bleach, automobile oils and fluids, brake fluid, hydraulic fluid and ethylene glycol.

E.

Epoxy Cap Repair System: Where indicated, the Contractor shall scarify and/or shotblast the concrete floor as needed to a point where the concrete is bare, clean and sound. The contractor shall then install a self-leveling epoxy flooring system to restore the floor to a smooth surface, level with adjacent areas of concrete floor. To ensure compatibility the complete epoxy flooring system shall be supplied by the same manufacturer.

1.

Epoxy based patching compounds may be used to prefill large holes or cracks in the concrete surface prior to installation of the primary resurfacing material. Any and all materials used for prefilling shall be approved by the manufacturer of the resurfacing material and be certified as compatible.

2.

A filler material consisting of powered ceramic, aluminum oxide, and/or fiberglass beads may be used provided the self leveling properties of the resurfacing material are maintained. Any and all filler materials must be certified by the manufacturer as being compatible with the resurfacing product. Any and all -filler materials should be chemically treated to ensure thorough wetting the epoxy resins. Use of silica sand or flint as a filler material is not acceptable.

3.

The epoxy flooring product or products used, including added filler materials if any, shall have performance properties that meet or exceed the following ASTM tests results:

DESIGN BASIS:

7210 Thick Coat Resurfacer as manufactured by the Tennant Company.

F.

Expansion Joint Repair System: Where indicated the contractor shall repair existing deteriorated concrete expansion joints and install a rigid joint filler material compatible with subsequent installation of the floor surfacing system.

G.

Other Materials: All other materials required to complete the contract shall be furnished by the Contractor. To ensure compatibility, all other materials that are to be used shall be certified in writing by the Manufacturer of the Floor Surfacing System as compatible with the Floor Surfacing System.

PART 3

EXECUTION

3.01

PROTECTION AND CLEANUP

A.

Protect all surfaces and items that do not receive work. These surfaces and items shall be restored to original condition after work is complete.

B.

The Contractor is responsible for leaving the work area free of all debris generated by the Contractor's work and is responsible for final cleanup after the work is complete. Contractor shall return the area receiving work back to the Government in the same condition of cleanliness as existed when receive by the Contractor.

3.02 UTILITIES: All utilities required to complete the work specified shall be provided by the government, provided that such utilities are currently in place and are usually and reasonably available at the work site.

3.03 SURFACE PREPARATION:

A.

In areas where the existing floor surfacing system is in place and intact, the contractor shall prepare the existing surfaces for subsequent installation of the new surfacing system. Generally, recommended procedures include, but are not limited to: removal of all surface contaminants; abrasive sanding/burnishing of the surface; tack-rag and/or clean water rinse to remove dust. It is the contractor's responsibility to make any and all determinations of an appropriate and sufficient method of cleaning and preparation to ensure proper and uniform bonding of the new surfacing system to the existing surfacing system.

B.

Contractor shall verify all necessary field measurements and dimensions. Commencement of work by the Contractor implies acceptance of all known site conditions.

C.

Prior to concrete surface preparation and Floor Surfacing System applications, remove, mask, or otherwise protect, hardware, hardware accessories, machined surfaces, radiator covers, plates, lighting fixtures, public and private property, and other such items not to be coated that are in contact with surfaces to be coated. It is the Contractor's responsibility to restore any and all surfaces, and property contaminated by contact with or exposure to preparation and Floor Surfacing System materials, to original condition, and repair or replace damaged items.

D.

Contractor shall remove all existing paint, paint overspray, or markings that may prevent proper adhesion of the Floor Surfacing System.

E.

Contractor shall remove all concrete surface contaminants such as dirt, grease, oil, fungus, mold, etc. using a cleaning and degreasing solution.

F.

Contractor shall condition the bare concrete surface to remove concrete efflorescence, laitence, mineral salts, or other embedded contaminants by using a conditioner. Contractor shall rinse the concrete surface as needed to remove residue from the conditioning process.

G.

Contractor shall pay particular attention to cracks, joints and other points where cleaning and conditioning solutions may accumulate and remove any accumulations from such areas.

H.

Contractor shall test the concrete surface for excessive moisture using a Delmhorst Moisture Meter or other suitable and properly calibrated testing instrument prior to installing the Floor Surfacing System.

3.04

SURFACE IMPERFECTIONS

A.

Prior to installation of the Floor Surfacing System, the Contractor shall patch or otherwise repair concrete surface imperfections such as bolt holes, popouts, spalls, deteriorated cracks and joints, etc. as indicated by individual Delivery Order.

B.

Any and all concrete surface imperfections created by the Contractor in the course of preparing the concrete surface for installation of the Floor Surfacing System shall be restored to their original condition and appearance prior to installation of the Floor Surfacing System.

C.

Concrete surface imperfections not specifically indicated by individual Delivery Order will be considered acceptable in their existing condition.

3.05

APPLICATION

A.

Contractor shall install the Floor Surfacing System in accordance with the Manufacturer's instructions using the Manufacturer's recommended installation methods, application procedures, and material coverage rates.

B.

In areas where the use of Manufacturer's generally recommended application rollers, pads, sprayers, or other methods may not be feasible, Contractor shall cut in the Floor Surfacing System using paint brushes or other suitable application methods as approved by the Manufacturer.

C.

All finished surfaces shall be free from runs, drops, ridges, waves, laps, brush marks, or variations in color or texture.

D.

An itemized list of all materials and specific quantities used to prepare and surface the floor shall be provided by the Contractor for verification by the Government that adequate and appropriate amounts of all materials have been used. Any and all empty or partially used containers shall be retained on the job site in an area designated by the Contracting Officer for inventory and comparison to the Contractor's provided itemization. The Contractor shall not remove from the job site or otherwise dispose of any such containers until and unless specifically directed by the Contracting Officer.

E.

At the discretion of the Contracting Officer, a qualified representative of the Manufacturer(s) of the concrete preparation and Floor Surfacing System materials may be required to be present during any or all of the concrete preparation and Floor Surfacing System processes.

3.06 INSTALLATION OF EPOXY CAP REPAIR: Thoroughly clean and prepare all surfaces requiring epoxy flooring before application of the flooring system. Correct any damage to the concrete floor caused during surface preparation. Follow manufacturer's instructions for surface preparation. Even though the following specified processes are usual procedures, additional cleaning and/or preparation steps not identified within these specifications may be required. It is the contractor’s responsibility to identify and perform any requirements for additional preparation of the floor, and such requirements are not limited to the usual preparations procedures specified herein.

A.

Cleaning of Floor: The floor shall be swept arid freed of debris and shall be cleaned, as necessary, with a USDA approved industrial detergent. The floor shall then be scrubbed while it is rinsed with water. All detergent solutions and rinse water shall be removed from the floor.

B.

Installation of Key Cuts: Prior to installation of the epoxy resurfacing material, install key cuts at the edges of all areas receiving the resurfacing material. The depth of the resurfacing material at the edges of the areas to be resurfaced shall be not less than 1/8 inch.

C.

Removal of Weak Concrete: After ensuring that the floor is free of contamination, prepare the concrete surface using steel shot-blast, drum scarifier equipped with hardened steel cutters, or other suitable concrete grinding equipment designed for industrial use. Sand blasting or water blasting equipment is not suitable for this purpose. Chemical preparations of the concrete surface, such as acid etching are not suitable for this purpose. Remove all weakened concrete to expose a clean, bare, sound, and dry concrete surface. Residual concrete dust should be removed with a vacuum-type sweeper, and the concrete surface shall then be wiped with a lightly dampened clean and lint-free cloth to remove any remaining fine dust before applying the epoxy flooring.

D.

Carefully apply the epoxy flooring system according to the manufacturer's instructions. It is the contractor's responsibility to identify and perform all requirements for preparation of the floor.

E.

Large holes and cracks may be prefilled with an epoxy based patching compound prior to installation of the epoxy resurfacer.

3.07 INSTALLATION OF EXPANSION JOINT REPAIR SYSTEM: The contractor shall remove existing joint filler and weak concrete, clean and resurface joint sidewalls, install backing rod and apply a rigid joint sealing compound to restore deteriorated expansion joints to a smooth surface level with adjoining concrete. Follow manufacturer's surface preparation and installation instructions.

3.08

UNKNOWN CONDITIONS

A.

Should unknown or unobserved conditions arise during concrete preparation or installation of the Floor Surfacing System that could not be reasonably determined by the Contracting Officer or the Contractor prior to commencement of work, an equitable adjustment may be made by written change order at the discretion of the Contracting Officer.

B.

PART 3 EXECUTION is for general purposes of planning arid scheduling, arid does not necessarily constitute a full description of the preparation required for and subsequent installation of the concrete Floor Surfacing System.

C.

It is the Contractor's responsibility to evaluate fully any and all requirements for performing the preparation for and installation of the concrete Floor Surfacing System so as to provide a complete and fully functional system.

D.

It is the Contractor's responsibility to notify the Contracting Officer in writing prior to commencement of work regarding any and all planned or anticipated deviations from the generally recommended procedures as outlined herein.

3.09

INSPECTION AND ACCEPTANCE

A.

An inspection of the completed work shall be conducted by the Contracting Officer prior to reoccupation of the work site by Government personnel.

B.

Any and all actual or suspected deficiencies in the work shall be specifically noted in writing by the Contracting Officer and a copy of such deficiencies shall be submitted to the Contractor in a timely manner, along with the Government's performance and scheduling requirements for correction of the deficiencies.

C.

Submittal of a written statement of deficiencies by the Contracting Officer does not relieve the Contractor of further obligations to correct work performance or fulfill warranty obligations that are not stated in the initial inspection by' the Contracting Officer. In the event that future deficiencies may become evident, the Contractor is bound by the full terms of the work requirements arid stated warranties for the work performed.

D.

The Contracting Officer shall have final authority in scheduling work proposed to correct deficiencies, with convenience to the Government as a primary consideration.
