About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is soliciting HVAC fire damper testing and inspection services under solicitation number 36C25625Q1473 (PSC H141). The contractor will be responsible for inspecting and testing approximately 309 fire dampers across two facilities—the John L. McClellan VA Medical Center in Little Rock and the North Little Rock VA Medical Center (E.J. Towbin)—to ensure operational compliance with applicable fire safety codes. Key requirements include making dampers accessible, conducting repairs or replacements as needed to bring deficient dampers into compliance, providing before and after photographs, and generating comprehensive inspection reports with detailed location drawings. The contract is structured as a firm fixed-price engagement with a 90-day performance period divided into three 30-day phases, with 103 dampers to be inspected during each interval. Critical dates include a mandatory site visit on October 10, 2025, at the North Little Rock Building Fire Station, a deadline of October 14, 2025, at 10:00 AM CST for submitting questions to the contracting officer, and a proposal due date of November 3, 2025, at 10:00 AM CST. Performance is scheduled to commence November 3, 2025, and conclude March 31, 2026, with work coordinated around existing on-site HVAC technicians' hours (Monday-Friday, 8:00 AM to 4:00 PM).

This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with NAICS code 541350 (Building Inspection Services), issued following a prior sources sought notice. This is a new contract with no incumbent contractor, and the specific award value has not been disclosed in the solicitation documents. The scope encompasses approximately 251 fire dampers at the John L. McClellan facility and 58 dampers at the North Little Rock facility, with detailed location inventories and life safety floor plans provided to support proposal development. Contractors must incorporate funding for access panels and replacement parts within their firm fixed-price bid and comply with Department of Labor wage determinations for Arkansas counties (Faulkner, Lonoke, Perry, Pulaski, and Saline), with hourly rates ranging from $12.58 to $49.82 depending on occupational classification. Performance will take place at both VA Medical Centers in Arkansas, with contractors responsible for developing comprehensive location drawings and ensuring compliance with NFPA standards and Joint Commission requirements as part of their contract deliverables.

1. What is the applicable NAICS code?

541350 Building Inspection Services

2. Who is the incumbent contract holder and what is the value and date of the last awarded contract

This is a new contract.

3. What are the HEPA cart requirements if any? Where would we be expected to use the HEPA cart, and will the facility be providing the cart or does AFIC need to provide it?Â

There will be no government furnished equipment on this project. ICRA determinations are made by IPC.

4.Scheduling mentioned 7-5 M-F but to expect weekend work. Our rotations typically run from Tuesdays through the weekend and into the following Thursday. Do we have approval to work those rotations and work on the weekends?Â

HVAC technicians onsite and able to disable HVAC systems when testing is being done, they work Mon-Fri 8-4.

5.The solicitation also mentioned that on top of inspecting the damper, we would be expected to provide access when needed and make any repairs we can to bring the dampers into compliance. With that being said, do we need to incorporate funding for access panels and additional parts? Typically, we do the inspection and spec out for additional parts needed to repair deficient dampers and provide a repair quote. Is this an acceptable method of pricing? If not, I'm concerned that our price might not accurately reflect the true value.Â

This is a firm fixed price contract. Incorporate funding for access panels and additional parts.

6. Is this a new effort or is there a previous contractor that performed these services in the past? If so, could you provide me with the Contract # used?Â

9.The scope requires grouping work so that only one air handling system is shut down at a time, with the system operational two hours before the next business day. Could you please confirm how many air handling units are on site, and how many dampers are served by each? This detail will significantly impact scheduling and production.

Part of the contract report provided by the vendor as part of this inspection will be to determine what air handlers are connected to the dampers.

10.The scope states: Provide a list of all inaccessible damper locations and recommended actions for access. Recommendations will include descriptions of work to correct the access issue and cost estimate for corrections to make them accessible. Please confirm whether this requirement involves relocating mechanical systems.
