About this opportunity

The U.S. Forest Service is soliciting offers for a firm-fixed price construction contract between $500,000 to $1,000,000 to develop the Cabin Hollow Pit located approximately 15 miles northeast of Fairview, Utah, crush up to 43,500 cubic yards of aggregate material, and place it in stockpiles within or near the pit location. Offerors must submit proposals by September 7, 2021 in accordance with the solicitation, addressing the technical evaluation factors of past performance, key personnel qualifications, and safety record.

This is a total small business set-aside opportunity with a NAICS code of 237990 and PSC code of R499. The base option is for crushing 28,000 cubic yards at the specified pit location, with additional options to crush quantities up to 44,000 cubic yards total. Work is to be completed within 60 calendar days beginning July 12, 2021, in accordance with FP-14 construction standards. Questions were due by August 25th, with a site visit held on that same date, as the place of performance will be the specified pit 15 miles northeast of Fairview, Utah.

The U.S. Forest Service plans to solicit offers for a single award, Firm-Fixed Price contract type with an estimated magnitude between $500,000 and $1,000,000 for the base plus options. The Government anticipates to award sole contract for pit development, crushing up to 43,500 CY (Cubic Yards) of Spec Aggregate and placing it in stockpiles within the or near the pit location. Prospective offerors are required to submit proposals in accordance with the forthcoming solicitation.

Scope of Work:
This project consists of pit development, crushing up to 43,500 CY (Cubic Yards) of Spec Aggregate and placing it in stockpiles within the or near the pit location. Material will be taken in even layers across entire areas within the pit boundary as marked on ground by the Forest Service. The work shall be in accordance with the FP-14 “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”. Aggregate will conform to Table 703-3 of FSSS Section 314.

The intent of the contract is to provide for the complete construction of the project described in the contract.  Unless otherwise provided, the contractor is to furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in reasonably close conformity with the drawings and specifications, and in accordance with the provisions of the contract.  Payment for contract work will be made only for and under those pay items included in the Schedule of Items.  All other work and materials will be considered as incidental to and included in the payment for the items shown in the Schedule. 

Base Option is for the crushing of an additional 28,000 CY

Option 1 is for the roughing in of the access road to the pit. The placing of aggregate on this access road is part of the base option.

Option 2 is for the crushing of up to an additional 6,000 CY

Option 3 is for the crushing of up to an additional 1,500 CY

Option 4 is for the crushing of up to an additional 3,000 CY

Option 5 is for the crushing of up to an additional 5,000 CY

You can access the Cabin Hollow Pit from Fairview by traveling east on Highway 31 up Fairview Canyon to the intersection with Forest road 50150 Skyline drive, then North approximately 5 miles on 50150 Skyline Drive to the pit.  Pit is located just East of 50150 Skyline Drive.
