About this opportunity

The New Mexico Air National Guard seeks removal and replacement of a 70-ton chiller in Building 1055 at Kirtland Air Force Base with sealed bids due September 1, 2026. This is a Total Small Business Set-Aside, restricting competition to small business concerns qualifying under NAICS 238220 with a $19.0 million size standard.

Place of performance is Kirtland Air Force Base, Albuquerque, New Mexico. The procurement mandates Carrier brand chiller equipment and Reliable Controls brand controls to ensure compatibility with existing facility infrastructure and reduce lifecycle costs; installation services remain open to any qualified contractor, though the installer or subcontractor must be a certified Reliable Controls dealer. The scope includes removal of the existing chiller, complete hydronic system flushing and chemical cleaning with polypropylene glycol treatment, replacement of piping and valves, electrical connections, comprehensive Test and Balance per AABC or NEBB standards, and replacement of the legacy building management system with a new BACnet-native Reliable Controls system including custom graphical user interface development and staff training. The contractor must provide refrigerant recovery documentation per EPA Section 608, a comprehensive safety plan, quality control plan, three hard-copy sets of operation and maintenance manuals, manufacturer-authorized startup and commissioning with factory representative training, and As-Built drawings. Performance period is 270 calendar days, with work conducted during regular business hours Monday through Friday. The Government estimates project cost between $350,000 and $450,000 and intends to award a Firm Fixed Price contract to the low responsive and responsible bidder. A mandatory pre-bid conference and site visit occurred August 20 at 11:00 AM MDT. Questions deadline was August 25 at 11:00 AM MDT. Bids must be hand-delivered in sealed envelopes; electronic, mailed, and facsimile submissions are rejected. Davis-Bacon Act prevailing wage rates apply (Determination NM20260044, effective May 18, 2026). Bid guarantee of 20 percent and performance and payment bonds equal to 100 percent of contract price are required. As of September 2, three offers were received: QAE at $565,492, Rymar Construction at $654,351, and Government Bid at $405,575 (lowest offer, large business).
