About this file
These are two Justification and Approval (J&A) documents dated August 5, 2026, for the New Mexico Air National Guard (NMANG) Building 1055 Chiller Replacement project (Project# MHMV262055; Contract W50S8G26B0003). Both documents limit competition to single brand-name acquisitions under the Simplified Acquisition Threshold, eliminating the requirement for formal J&A authority per RFO FAR 12.102.
The first J&A justifies limiting the chiller procurement to Carrier brand equipment. The justification cites an AFCEC/AFICA directive mandating standardization of HVAC chiller systems to a single manufacturer to reduce lifecycle costs and streamline maintenance. Carrier represents the majority of existing inventory at the installation, with maintenance personnel already certified on Carrier equipment, eliminating additional training costs. The government determined that only Carrier brand chillers meet critical requirements for facility continuity, capacity compatibility, and cost avoidance. The second J&A justifies limiting chiller controls to Reliable Controls brand products. The facility's Direct Digital Control (DDC) system is standardized on the Reliable Controls platform, and specifying this brand ensures full compatibility and avoids the significant costs of replacing the entire control system. While the Reliable Controls equipment is mandated, installation services remain open to any qualified contractor; however, the installer or subcontractor must be an authorized and certified Reliable Controls dealer to ensure compliance with manufacturer specifications and warranty maintenance. Both J&As were certified by EDWIN D. WIDGEON, SMSgt, NMANG Contracting Officer, on August 5, 2026.

1. Authority.
a. IAW RFO FAR 12.102 Table 12-1, formal Justification and Approval (J&A) authority is not required for brand-name acquisitions valued at or below the Simplified Acquisition Threshold
(SAT).

b. Total Request:
3. Availability Determination
a. In accordance with RFO FAR 12.102(a), this memorandum documents the decision that for the replacement of the chiller in Building 1047 (Project# MHMV262055), only the Carrier brand chiller is available and acceptable to meet the Government's essential requirements. While other manufacturers produce high-efficiency chillers, only the Carrier brand can satisfy the critical needs for facility continuity, capacity compatibility, and cost avoidance without a substantial duplication of cost and unacceptable delays.
4. Basis for Decision
a. In accordance with an AFCEC/AFICA directive, The New Mexico Air National Guard’s
(NMANG) installation is mandated to standardize HVAC chiller systems to a single manufacturer to reduce lifecycle costs and streamline maintenance. A base-wide assessment concluded that standardizing to Carrier is the most logical and economical choice, as Carrier systems comprise the majority of our existing inventory. Consequently, maintenance personnel are already certified on Carrier equipment, eliminating additional training costs.
b. Engineering and maintenance teams have verified Carrier chillers as energy-efficient, cost-effective, and highly serviceable. Standardizing this single brand simplifies parts inventory, reduces service contract complexity, and lowers ownership costs. Procuring an alternate brand would introduce severe logistical burdens and increase long-term sustainment costs.
5. Based on this factor, limiting the brand to Carrier is essential to the Government's requirements. The procurement of Carrier brand chillers is critical to maintain standardization across Building 1055's existing HVAC infrastructure, ensuring the new equipment integrates seamlessly without degrading operational capability or requiring extensive facility modifications.
6. Contracting Officer Certification
a. I certify that this justification is accurate and complete to the best of my knowledge and belief.

JUSTIFICATION AND APPROVAL
BRAND NAME
SUBJECT: Documentation to Limit Competition for Reliable Controls Brand Products in Accordance with RFO FAR 12.102(a) Project# MHMV262055; Building 1055 Chiller Replacement; W50S8G26B0003
1. Authority.

While other manufacturers produce HVAC control systems, only the Reliable Controls brand can satisfy the critical needs for facility continuity, workforce readiness, and seamless integration without a substantial duplication of cost and unacceptable delays.
4. Basis for Decision
a. To maintain operational continuity and ensure seamless integration with the New Mexico Air
National Guard’s (NMANG) existing infrastructure, this project requires the use of Reliable Controls brand products. The NMANG facility's Direct Digital Control (DDC) system is standardized on the Reliable Controls platform. Specifying this brand is essential to guarantee full compatibility, avoid the significant costs of replacing the entire system, and eliminate the need for retraining personnel on multiple, disparate control systems.
b. While the equipment must be Reliable Controls, installation services are open to any qualified contractor. The installation contractor, or their designated subcontractor, must be an authorized and certified dealer of Reliable Controls to ensure the installation is performed to manufacturer specifications and to maintain all system warranties.
5. Based on this factor, limiting the brand to Reliable Controls is essential to the Government's requirements. The procurement of Reliable Controls is critical to maintain standardization across Building 1055's existing HVAC and environmental control infrastructure and tie directly into the existing Reliable BMS framework already in use by base personnel.
