a. L.4.0. will be revised to read May 9th. Currently it reads May 3rd and
will be corrected via Amendment to be issued shortly.

c. Requests to attend AMC Industry Day should be submitted NLT COB 18
APR 2011 to ensure base access. If base access pass is not needed,
please indicate so on request.

Solicitation released on April 8, 2011. Proposals due 2:00 PM CDT on May 9, 2011.
Responses to questions related posted draft Sections L and M will be provided shortly.
Please submit all questions related to subject solicitation NLT COB on April 25, 2011.
HQ AMC will host an A&AS Industry Day to outline solicitation and to field questions regarding source selection process. Industry Day will be held on April 26, 2011 from 8:00 am - 12:00 pm at Scott AFB, IL AMC Airlifters Hall located in Building Bldg P-40N. Offerors wishing to attend the Industry Day must submit a request to Evan Port at Evan.Port@us.af.mil requesting base access and a seat at the referenced conference. A maximum of 2 attendees per company is allowed to accommodate the number of interested parties. Attendees are required to stop at the Scott AFB Visitors Control Center prior to Base Entry to receive a base access.

A discrepancy was noted in the sample proposal. The totals page and the base year page list differing amounts of skill sets. Please note that the 28 skill sets on the base year is correct and the totals page will be revised to reflect the change.
Questions have been posed regarding the other attachements referenced in Sections L and M. All Attachments will be issued at time of solicitation.
Please e-mail Daniel Fadely with any questions and comments related to the draft documents. Responses will be provided at solicitation release.

Please see attached spreadsheet of questions and answers dated 2/24/11. The spreadsheet lists responses to questions submitted in relation subject (in no particular order). Resulting changes to the PWS have been made and a revised PWS will be provided at solicitation release.

The Air Force Air Mobility Command (AMC) will issue solicitation, Request of Proposal (RFP) FA4452-11-R-0013 on or about 8 Mar 11, for Advisory and Assistance Services(A&AS).
AMC Specialized Contracting Branch (HQ AMC/A7KQ) determined a need to improve the efficiency and methodology of procuring ongoing and recurring A&AS services. The focus of this effort is expected to reduce duplication of effort and overhead costs, assist our customers in obtaining contract support, ensure the acquisition strategy selected is the most effective, and provide a single point of contact having insight into all A&AS support tasks functions at HQ AMC. The objective of this contract is to provide technical and analytical tools, support, or improve policy development, management, and administration, and improve the operation of systems supporting the A&AS mission. The command also requires A&AS support during several phases of planning, programming, acquisition, and implementation cycles of various Government systems and complements the Government's technical expertise in accomplishing the mission. All services requested under the PWS will be non-personal in nature and will be through a task order generated by the requiring functional manager and the Contracting Officer (CO).
The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-1, Tradeoff Source Selection Process and Air Force FAR Supplement Mandatory Procedure MP 5315.3. The contract type for resultant contract will be a Multiple Award Fixed-Price, IDIQ Contract.
An Industry Day will be scheduled immediately following solicitation release (time and place to be determined) on Scott AFB, IL 62225. The meeting will be UNCLASSIFIED.
A sources sought notice was posted to Federal Business Opportunity website on 18 Nov 08 (Reference-Number- AMC AAS SETA Sources Sought). Solicitation FA4452-11-R-0013 will be set aside for small business. The North American Industry Classification System (NAICS) code to be used for this procurement is: 541611, Administrative Management and General Management Consulting Services, with a size standard of $7M.
The period of performance is as follows:
Basic Period: 12 months:
Option Periods 1-4: 12 months
The anticipated award date is 1 Jul 11.
Attached is a Draft PWS for industry comment. All previous draft documents listed with sources sought notice are obsolete. Please provide comments NLT 3:00 pm CST on 9 February 11. Responses to questions/comments will be posted prior to solicitation release.
