H-7(i)
Offeror assumes the limitation contained in this paragraph applies only to those Task Orders actually performed by the Contractor/Subcontractor, and that the Contractor/Subcontractor may compete for awards of supplies, services, or construction generated during the period of this contract, including any extension thereof, and for one year thereafter, for the award of any contract for, supplies, services, or construction which was generated under this contract as long as the specific Task Order under which they were generated was not performed by the applicable Contractor/Subcontractor. Would the government please confirm that Offeror's interpretation is correct?
The Government confirms the interpretation is correct. If Contractor A provides assistance in the generation of a requirement (resulting in a task order), all other contractors are permitted to compete, except for Contractor A and any related subcontractors that have performed a portion of this Task Order. Contractor A and performing subs are prohibited from competing as they there is a potential for OCI. The Government wishes to state that it is ultimately the prime contractor’s responsibility to identify and mitigate possible OCI related matters.

L5.0
Please confirm that the documentation required in Volume III only applies to the Prime Offeror and not to the subcontractors. If any of the documentation is required by both the Prime Offeror and subcontractors would you please identify that documentation?
All team members are required to submit insurance certifications and ensure that their certifications are up to date on the ORCA website.

1.2.2.2
Does this paragraph mean that invoices can only be submitted once every 90 days or can invoices be submitted more often - such as once every 30 days?
Individual task order arrangements will dictate invoice period, though it is standard acceptable practice to invoice monthly. Paragraph is intended to state that invoices should be received no later than 90 days after end of service performance period, purchase of materials, or completion of travel

Section L.1.3 Proposal Clarity -
Per this section, the contractor is required to show convincing rationale on how they plan to meet the Government requirements. Since there is no Technical Volume, the Government indicated that the rationale should go in Volume III. When placing in Volume III, are we to address this item under L.5.2?
Please include the rationale as part of L.5.1 (Contract Documents) and structure the rationale in the form of an Executive Summary noting your company's ability to provide A&AS Support as described in the PWS.
6
L
Section L.1.3 Proposal Clarity -
Do we have a summary discussing the rationale even if we do not take exception?
The rationale should be included in L.5.1 and is not intended to address exceptions to the solicitation, rather detail your company’s ability to provide the Government with A&AS Support as described in the PWS.
7
L
Section L.1.3 Proposal Clarity -
Does the government expect a technical solution/rationale for all the PWS requirements?
The rationale should address your plan to meet A&AS requirements per PWS as a whole.

Section L.1.3 Proposal Clarity -
Volume III has no page limit. What is the government expectation for this section?
The rationale is expected to be no more than several pages in length.

Attachment J-6
Attachment J-6, Past Performance Questionnaire, Paragraph L
Request the Government clarify the purpose of section that reads "Please check the mission area(s) that is/are supported by this Contract/Task order." Rationale: It appears by the questionnaire that the Government is using performance within an AMC mission area as an evaluation criteria; though this evaluation criteria is not stated in Section M or included on Attachment J-8, Past Performance Information (PPI) Document. Recommend removing this requirement from the Attachment J-6.
The Government will leave the mission areas in J-6, though it is important to note that the areas noted will not be evaluated and are for informational purposes only.

When conducting a "cross-walk" between the Pricing Review Schedule and the Labor Categories, we noticed an apparent discrepancy. Both the "Systems Analyst" and "Computer Systems Analyst" positions are included within the Pricing Review Schedule; however, while the "Computer Systems Analyst" position is described twice in Labor Categories document, the "Systems Analyst," is not mentioned at all. Request you clarify whether both positions are required and, if so, please provide a description for the "Systems Analyst." If not, please delete the appropriate position.
To clarify, Systems Analyst is to be included in the PWS and will be inserted into the PWS per Amendment 0001. The duplicated Computer Systems Analyst will be removed.
