Added: Dec 04, 2015 10:33 am This is to provide notice, per 4 CFR 21.3(a), that an offeror, Downrange Operations and Training, LLC under RFP SAQMMA15R0318 has filed a protest with GAO on December 2, 2015 (B- 412514). A redacted copy of the protest letter will be attached when available.


Additionally, this is to notify potentially interested parties of the pendency of a NAICS appeal Docket No. NAICS-2015-12-02-91. Refer to attached Notice and Order.

The Department hereby requests all offerors delete from their systems all previously posted Amendment A004 documentation. All offerors shall confirm deletion of all previously posted A004 documentation prior to the RFP due date.


The offerors should not share, consider using, or rely on any of the previously posted Amendment A004 documentation.


Offerors should contact Jenel A. The U.S. Department of State (DOS) uses Peacekeeping Operations (PKO) funds for regional stability initiatives by working with African countries and regional organizations to enhance their capacity to prevent, manage, and resolve conflicts. The DOS uses tools such as security sector reform and technical support for African peacekeeping forces to enhance African stability.

DOS has a number of programs and initiatives throughout Africa. There are currently programs in: Benin, Botswana, Burkina Faso, Burundi, Cameroon, Chad, Congo-Brazzaville, Djibouti, Ethiopia, Gabon, Ghana, Guinea, Kenya, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Rwanda, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda and Zambia supporting UN missions such as: AMISOM, MINUSCA, MINUSMA, MONUSCO, UNAMID, UNIFIL and UNMISS.

Tasks under this contract vehicle include training, equipment procurement, logistical and technical support, and construction services to African countries and regional organizations. Contractors will work under the oversight of the DOS Bureau of African Affairs, Office of Regional and Security Affairs, Africa Contingency Operations and Training Assistance Office (AF/RSA/ACOTA) and in close coordination with DOS organizational elements, other Government agencies and other Contractors as directed.

The DOS anticipates a multi-award IDIQ, consisting of five IDIQs. Three (3) IDIQs will be set-aside for the following socio-economic category: Service-Disabled Veteran-Owned (SDVOSB).The anticipated contractual period of performance will be five years. The contract type(s) for an individual task order will be one or a combination identified in FAR part 16.
