ACOTA, SECTION J, ATTACHMENT 7 – LABOR CATEGORIES
H.7.1 PROGRAM MANAGER (PM) (CLIN X001 CONUS)
Duties and Responsibilities: The Program Manager (PM) is responsible for directing all aspects of contract and task order services that allow the organization to successfully operate the planning, supervision, and execution of the U.S. Department of State’s complex, multifaceted African Contingency Operations Training Assistance (ACOTA) Program in Africa in accordance with contract and task order requirements. Responsible for fielding training teams, and fulfilling all ACOTA Program requirements as directed by the ACOTA Program Office (APO). Responsible for Operations, Logistics, Plans, Contracts, Human Resources, Finance, Management and Security of Information Systems and Information, all matters associated with Safety and Risk Assessments of ACOTA training tasks, Security and Accountability of Equipment, and Quality Assurance/ Quality checks for all ACOTA related projects tasked to the PM’s organization. PM shall act as the principal point of contact regarding contract activities to the APO for all contractual and operational matters and will ensure all contact with the US country team and the host nation military leadership has been coordinated with the APO. The PM shall be able to adjust team assets and company resources to meet host nation training requirements while remaining within the parameters of contract and task order requirements. The PM shall be responsible for maintaining an agile and responsive program with “surge” capabilities to meet evolving training mission requirements for current and new ACOTA partner nations. The PM, as directed by and in coordination with the APO, shall be required to collaborate closely with ACOTA partner nations’ planners, officials and leaders as well as with U.S. country team members. Responsible for maintaining a coherent, integrated, and sustained program capability that fosters program continuity, continuous improvement, relevance and innovation that allows for the integration and introduction of new training concepts and training aids without disrupting current host nation training or relationships with other partner nations. PM develops and executes training tasks and exercises that are realistic for the Area of Operations that partner country military units will deploy to and which encompass the most up to date peacekeeping tactics, techniques and procedures.
Minimum Qualifications: The PM shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Advanced degree from an accredited institution required.
Experience: The PM shall have a relevant blend of military skills, experience, and knowledge that will allow that individual to best support specific task order objectives and goals the ACOTA Program.
Training: Minimum of fifteen (15) years military operations and training experience (or civilian equivalent) required with directly related experience in overseas program operations focused on training local national military personnel and units at the battalion or brigade level.
Other: Has a minimum of five years of increasingly responsible experience as a PM in the field of military training or in a related area. Directly related experience with standard PM concepts, practices and procedures within the field of training foreign military and PKO personnel and organizations. PM shall have a history of reliability to make sound judgments and plans to accomplish contracted goals based on the candidates previous career and performance as a PM or senior trainer.
Preferred Qualifications: Preferred to have experience operating in areas with limited life support and in hardship conditions. Directly related business and financial management experience preferred. Program Management Institute certification as a Program Management Professional or Project Management Professional is highly preferred.
H.7.2 DEPUTY PROGRAM MANAGER (DPM) (CLIN X002 CONUS)
Duties and Responsibilities: The Deputy Program Manager (DPM) assists the Program Manager (PM) in directing all aspects of contract and task order services that allow the organization to successfully operate the planning, supervision, and execution of the U.S. Department of State’s complex, multifaceted African Contingency Operations Training Assistance (ACOTA) Program in Africa in accordance with contract and task order requirements. Supports PM for Operations, Logistics, Plans, Contracts, Human Resources, Finance, Management and Security of Information Systems and Information, all matters associated with Safety and Risk Assessments of ACOTA training tasks, Security and Accountability of Equipment, and Quality Assurance for all ACOTA related projects tasked to the PM’s organization. Responsible for training development and assessments in coordination with the Program and Country managers. Acts as alternate point of contact to the APO for all contractual matters in the absence of the PM and at the direction of the PM. Assists the PM in ensuring all contact with the U.S. Embassy country team and the host nation military leadership has been coordinated with the APO. Assists the PM in adjusting contractor assets and company resources to meet host nation training requirements. The DPM may perform a broad range of duties as directed by the PM. These duties may include managing First-line administrative services and managing and directly supervising a staff that performs various support services. DPM assists the PM in developing departmental plans, setting goals and deadlines, implementing procedures to improve productivity and customer service, and defining the responsibilities of supervisory-level managers. Assists PM to coordinate and monitor the scheduling, pricing, and technical performance of company programs. As directed by the PM, monitors that ACOTA projects are completed on time, within budget, and in accordance with contract and task order requirements. The DPM assists the PM in all PM duties as specified in the PM position description.
Minimum Qualifications: The DPM shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Bachelor’s Degree from an accredited institution.
Experience: The DPM shall have a relevant blend of military skills, experience, and knowledge that will allow that individual to best support specific task order objectives and the goals of the ACOTA Program.
Training: Minimum of ten (10) years military operations and functional combat arms training (or civilian equivalent) experience required with a directly related experience in overseas program operations focused on training local national military personnel and units at the battalion or brigade level. Has a minimum of three (3) years of increasingly responsible experience as a Program Manager or Project Manager in the field of military training or in a related area.
Other: Knowledge and experience with standard PM concepts, practices, and procedures within the field of training foreign military and PKO personnel and organizations.
Preferred Qualifications: Advanced degree preferred. Program Management Institute certification as a Program Management Professional or Project Management Professional is highly preferred. Directly related business and financial management experience preferred. Preferably an individual with U.S. Military combat and/or PKO experience at the O-4, O-5, or O-6 level (or civilian equivalent) that has completed U.S. Military Education Level 3 or 4 (Command and General Staff College or equivalent) completion requirements. Preferred to have experience operating in areas with limited life support and in hardship conditions.
H.7.3 SYSTEMS ADMINISTRATOR (CLIN X003 CONUS)
Duties and Responsibilities: Administers the IT systems in operating Military Training Simulations in African in support of individuals and African military units receiving U.S. Department of State's African Contingency Operations Training Assistance (ACOTA) Program Training. In coordination with the Database Administrator, makes recommendations to the ACOTA Country Manager and Senior PSO Staff Trainer on how to best utilize the simulations to achieve their individual class training objectives. Tests the interfaces from the simulation to the command and control systems that the host nation troops utilize. Maintains hardware, software, and networks to insure the systems are ready for training events when they are needed. May present detailed presentations of the systems administration aspects of the conduct of exercise to the host nation troops. Maintains technical currency and certifications via training and off-duty study. Installs new software releases, system upgrades, evaluates and installs patches and resolves software related problems. Performs system backups and recovery.
Minimum Qualifications: Systems Administrators shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: A minimum of a BA/BS in Computer Science or other technical field from an accredited institution or certification in Information systems is required.
Experience: Five to eight years of progressive experience in operating computer systems used to operate military simulations and command and control systems.
Training: A comprehensive knowledge of Microsoft Operating systems focused on Microsoft Exchange, computer hardware installation, repair, testing, and troubleshooting is required.
Preferred Qualifications: Military background for operating Military Battle Simulations (JANUS / J-CATS) used in a training environment preferred.
H.7.4 LOGISTICS MANAGER (CLIN X004 CONUS)
Duties and Responsibilities: Responsible for establishing a methodology and practices for effective and delivery of equipment and supplies for the U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program. Responsible for overall management and coordination of ACOTA logistics procurement and delivery programs in accordance with contract and task order requirements. Logistics Manager shall be a leader willing to take an active and aggressive role in all areas relating to Supply Chain Management (SCM). Leads target setting process and manage SCM teams to ensure negotiation objectives including: ordering, delivery, shipping, maintenance of stored supplies/inventory and results are consistent with commitments. Maintains senior level interface, which includes direct liaison with the Program Manager, Deputy Program Manager, and the APO. Provides input and supports internal customer proposals and responses including risk identification and mitigation. Establishing a program's specific budget, budget targets and spending profile as it pertains to equipment and supplies being provided in support of the training requirements. Develops program launch and execution plans and presents them to the PM and APO for approval. Presents equipment status to customers on a real time basis when requested by the APO. Status reports will include program overview, opportunities for specific planning, risk assessment, mitigation recommendations, shipping schedules and any unique customer requirements affecting the flow of ACOTA equipment and supplies. Maintains material visibility, shortage analysis, and takes appropriate actions to minimize impacts throughout the life of the program. Manages all Technical Problems and supplies a summary of problems to the PM and APO. Visits and manages key suppliers and supports customer presentations as required. Conducts thorough coordination with suppliers, the USG, partner nations, and commercial shippers to ensure timely and secure delivery of equipment and supplies to ACOTA Partner nations. Responsible for ensuring all bilateral inventory tasks are conducted in accordance with APO bilateral inventory standing operating procedures. Responsible for accounting for the condition and amount of all APO ordered equipment from the time of its delivery to the contracted organizations warehouse through the completion of the bilateral inventory with host nation officials. Responsible for coordinating with the APO, host nation, and country team for personnel and equipment support to conduct tasked bilateral inventories. Responsible for providing original copy of contractor and host nation signed bilateral inventories to the APO within ten (10) days of the completion of the bilateral inventory. Logistics Manager (LM) provides information and data on transportation costs as well as transportation cost proposals to the APO for approval.
Minimum Qualifications: Logistics Managers shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Experience: Minimum Six (6) years of experience in logistics management and project life support; previous experience and/or demonstrate knowledge with DOS procedures and guidelines; previous experience and/or demonstrate knowledge with DOS procedures and guidelines, Air, Rail, Sea and Depot operations, and/or other applicable Transportation management policies and procedures.
Other: Shall have directly related experience participating in proposal strategy as it relates to how equipment will be delivered, cost analysis and how requirements of delivery of equipment will be met and development relating to the SCM content.
Preferred Qualifications: Former Military Officer (05 - 06) Quartermaster or Ordnance officer or civilian equivalent desired. Logistics and fiscal experience at the strategic level is desirable. Experience with logistical support to Africa is preferred.
H.7.5 LOGISTICS SPECIALIST (CLIN X005 CONUS)
Duties and Responsibilities: Performs management of stock record/warehouse functions pertaining to receipt, storage, warehousing, issue and shipping; and maintains equipment records and parts. Related duties: Serves as Stock Record Control Officer responsible for establishing and maintaining stock records and other documents such as inventory, materiel control, accounting and supply reports. Establishes and maintains automated and/or a manual accounting records, posts receipts and turn-ins, and performs due-in and due-out accounting. Corrects error and exception documents. Reviews and verifies quantities received against bills of lading, contracts, purchase requests, and shipping documents. Unloads, unpacks, visually inspects, counts, segregates, palletizes, and stores incoming supplies and equipment. Maintains stock locator system and administers document control procedures. Repairs and constructs fiber board and wood containers. Packs, crates, stencils, weighs, and bands equipment and supplies. Constructs bins, shelving, and other storage aids to maintain distinct “country bins” to store equipment and supplies ordered for a certain African country. Processes requests and turn-in documents as direct support level through warehousing section. Processes inventories, surveys, and warehousing documents. Prepares, annotates and distributes shipping documents. Operates material handling equipment (MHE). Incumbent shall develop and implement a Logistics Management/Stock Records/Warehouse Systems that inspects the condition, quantity, and serviceability of equipment when it enters the warehouse, when it leaves the warehouse, and when it is inventoried in an African country.
Minimum Qualifications: Logistics Specialists shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Experience: Minimum three (3) years of international logistics experience. Former Senior NCO or civilian equivalent experience as a Property Accounting Technician with experience in retail supply activity functions, storage and warehouse functions.
Preferred Qualifications: Former Senior NCO or civilian equivalent.
H.7.6 SUPPLY TECHNICIAN (CLIN X006 CONUS)
Duties and Responsibilities: Performs warehousing duties which involve receiving, unloading, checking, storing, testing, issuing, and delivery. May be required to operate forklift truck as an integral part of performing warehousing duties. Performs first echelon maintenance such as checking tires, water, oil, propane, leaks, etc., and reports any necessary maintenance beyond that which can be performed by the operator. Conducts warehouse inventories, maintaining tally listings during the count. Assists in determining the reasons for shortages or misplaced items. Maintains running record of inventory balance. Matches, checks, and compares physical equipment count in country bins with quantity numbers in the data base. Compares material identification and contents physical characteristics to documentation accompanying material. Checks items for obvious signs of condition such as dents, broken and missing parts, and corrosion. Assures all documentation accompanying material is complete and accurate. Complies with established safety, environmental, equipment use and security requirements due-in and due-out accounting; corrects error and exception documents; reviews and verifies quantities received against bills of lading, contracts, purchase requests, and shipping documents; unloads, unpacks, visually inspects, counts, segregates, palletizes, and stores incoming supplies and equipment; maintains stock locator system and administers document control procedures; repairs and constructs fiber board and wood containers; packs, crates, stencils, weighs, and bands equipment and supplies; constructs bins, shelving, and other storage aids; processes requests and turn-in documents as direct support level through warehousing section; processes inventories, surveys, and warehousing documents; prepares, annotates and distributes shipping documents; and operates material handling equipment (MHE). Maintains records of all deliveries and reports hazardous conditions/problems encountered during delivery to the project or program managers.
Minimum Qualifications: Supply Technicians shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Experience: Minimum three (3) years of warehouse or logistics experience related to overseas shipping. Experience as a Property Accounting Technician with experience in retail supply activity functions, storage and warehouse functions. Minimum three (3) years Former Senior NCO or civilian equivalent. Knowledge of CORE IMS Warehouse Management System
H.7.7 COUNTRY MANAGER (CM) (CLIN X007 OCONUS)
Duties and Responsibilities: The Country Manager (CM) will be the Program Manager’s primary point of contact for contract execution and coordination of the U.S. Department of State’s complex, multifaceted African Contingency Operations Training Assistance (ACOTA) Program in a designated African country. The CM is the in-country manager of the workflow process at the deployed location and manages all aspects of mission completion. The CM is the primary interface with the US Embassy, Host Nation military leadership, US military, international partners and other stakeholders associated with the training of peacekeepers. The CM receives mission guidance from the PM and APO and is responsible for providing in-country direction and management for all contract and task order activities. The CM manages personnel assignments and reassignments to different in-country ACOTA Program training tasks and missions as required. Maintains professional standards of accountability, quality, and effectiveness of all deployed personnel on his team. Monitors and tracks movement of all ACOTA contractors traveling to, working in, and departing from the country the CM is deployed to. Responsible for the conduct of individual and collective training for established and/or newly formed PKO units based on the task, condition and standard in UN PKO doctrine and associated POI. Provides direction and oversight of day-to-day operations in-country ACOTA training. Coordinates and manages all in-country personnel and logistical support for ACOTA contractors. Responsible for all aspects of training management and execution in coordination with the host nation and the APO. Ensures all instructor/trainers are prepared to teach in accordance with standards defined in APO task orders. Inspects and supervises all in-country training. Liaises with Host Nation, USG, and APO representatives. Coach, teach and mentor both the senior unit leader and host nation cadre toward performing effective peace support operations and achieving National self-sufficiency respectively. The CM is the senior trainer / leader on the ground managing all aspects of training ensuring development of the Peace Support Operations Training Center to include host nation cadre.
Minimum Qualifications: The CM shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Minimum requirement is an individual having completed Military Education Level 4 (Command and General Staff College).
Experience: The CM shall have a relevant blend of combat arms-operational skills, experience, and knowledge that will allow that individual to best support specific task order objectives and the goals of the ACOTA Program.
Training: Minimum of fifteen (15) years military operations and training experience (or civilian equivalent) required with directly related experience in overseas program operations.
Preferred Qualifications: Staff experience at battalion, brigade, or Special Forces B Team level (or civilian equivalent) is preferred. CM with a bachelor’s degree is preferred. CM candidate in grade O-5, or O-6; former Army or Marine Corps combat arms battalion commander is preferred. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries. Experience operating in areas with limited life support and in hardship conditions is preferred.
H.7.8 SENIOR PSO STAFF TRAINER (CLIN X008 OCONUS)
Duties and Responsibilities: The Senior PSO Staff Trainer will be the Country Manager’s principal Peacekeeping Operations (PKO) staff instructor for African military units receiving U.S. This individual also serves as the Deputy CM performing tasks as required in support of the CM and the APO. The Senior PSO Staff Trainer also performs in a mentor and assist role to the host nation cadre and African Battalion Commander and his staff throughout training. The Senior PSO Staff Trainer will instruct and supervise PKO unit staff operations training for African company, battalion and brigade sized units deploying to PKOs. Staff Operations training shall focus on operations center organization, operational command and control, staff functions, Intelligence Preparation of the Area of Operations (IPAO), and the Military Decision Making Process (MDMP) in accordance with African partner SOP’s, UN, NATO and US doctrine integrated as appropriate for positive effects. Senior PSO Staff Trainers will develop POIs, lesson plans, and training support packages for collective training carried out as noted in each ACOTA Program Office (APO) task order. Training shall support the preparation of partner country battalions and brigades for deployments to and sustained operations in multinational peacekeeping operations in Africa by training African commanders and staffs in PSO command and staff operations skills and procedures. Senior Staff Trainers shall ensure all training scenarios are based on the most current mission area information from Areas of Operation that African PKO battalions and brigades will deploy to. Training will involve classroom instruction, Peace Support Operation (PSO) Command Post Exercises, and Computer Assisted Command Post Exercise. All classes shall be taught in the training language of the Host Nation Military.
Minimum Qualifications: The Senior PSO Staff Trainer shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: A minimum of a BA/BS Degree from an accredited institution
Experience: The Senior PSO Staff Trainer shall be a Combat Arms or Combat Support subject matter expert (Combat Arms is preferred) with staff experience at battalion or brigade level. The Senior PSO Staff Trainer shall have a relevant blend of military skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program.
Training: Minimum of fifteen (15) years military operations and training experience (or civilian equivalent) required.
Other: The Senior PSO Staff trainer must be familiar with standard military training concepts, practices, and procedures.
Preferred Qualifications:. Preferably an individual with U.S. Military combat and/or PKO experience at, O-5, and O-6 E-8, or E-9 (or civilian equivalent) level and possess the managerial ability to fill the role of CM if required. Experience operating in areas with limited life support and in hardship conditions is preferred. Individual having completed Military Education Level 3 or 4 (Command and General Staff College or equivalent) is preferred. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries. Advanced degree
H.7.9 PSO STAFF TRAINER (CLIN X009 OCONUS)
Duties and Responsibilities: The PSO Staff Trainers will develop POIs, lesson plans, and training support packages for collective training carried out as noted in each ACOTA Program Office (APO) task order. Training shall support the preparation of partner country battalions and brigades for deployments to and sustained operations in multinational peacekeeping operations in Africa by training African commanders and staffs in PSO command and staff operations skills and procedures. Staff Trainers shall ensure all training scenarios are based on the most current mission area information from Areas of Operation that African PKO battalions and brigades will deploy to. Training will involve classroom instruction, Peace Support Operation (PSO) Command Post Exercises, and Computer Assisted Command Post Exercise. All classes shall be taught in the training language of the Host Nation Military.
Minimum Qualifications: The PSO Staff Trainer shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: A minimum of a AA/AS Degree from an accredited institution
Experience: Minimum of five (5) years of U.S. military operations and training experience required. The Senior PSO Staff Trainer should be a subject matter expert in at least one (1) Combat Arms, Combat Service, or Combat Service Support, U.S. Military Occupational Specialty, Branch, or Functional Area. Staff experience at battalion or brigade level is required. The PSO Staff Trainer shall have a unique blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program.
Training: Familiar with standard military training concepts, practices, and procedures. Minimum of fifteen (15) years military operations and training experience (or civilian equivalent) required.
Preferred Qualifications: Preferably an individual with recent U.S. Military combat and/or PKO experience at the 03, 0-4, O-5, or O-6 level who has completed U.S. Military Education Command and General Staff College or equivalent. Recent OIF/OEF experiences desired. Individual having completed Military Education Level 3 or 4 (Command and General Staff College or equivalent) is preferred. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries. Experience operating in areas with limited life support and in hardship conditions is preferred. Bachelor’s degree or higher preferred.
H.7.10 SENIOR PSO SOLDIER SKILLS TRAINER (CLIN X010 OCONUS)
Duties and Responsibilities: The Senior PSO Soldier Skills Trainer shall supervise the instruction of Peacekeeping Operations (PKO) soldier skills to African military units receiving U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program training. Senior PSO Soldier Skills Trainers will instruct and supervise PKO soldier skills training in African for African company grade officers and their soldiers who shall deploy to PKOs. Soldier Skills Training shall focus on BRM, CQM, Movement formations and techniques, Infantry squad and platoon battle drills, route clearance and Convoy operations, CQM/CQB, C-IED, Recon, Checkpoint operations, crowd control, and cordon and search. Senior PSO Soldier Skills Trainers shall be responsible for ensuring development of POIs, lesson plans, and training support packages for individual and collective training as noted in each ACOTA Program Office (APO) task order. Training shall support the preparation of ACOTA partner country soldiers for the rigors of sustained PKO operations in Africa. Senior PSO Soldier Skills Trainers shall ensure all training scenarios are based on the most current mission area information from Areas of Operation that African PKO battalions and brigades will deploy to. Training will involve classroom and field instruction in austere environments. All classes shall be taught in the training language of the host nation.
Minimum Qualifications: The Senior PSO Soldier Skills Trainer shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Military Education Level 3 or 4 (Command and General Staff College or equivalent)
Experience: Minimum of ten (10) years of U.S. military operations and training experience (or civilian equivalent) in a Combat Arms Specialty required with directly related experience in overseas program operations focused on training local national military personnel and units. Senior PSO soldier Skills Trainers shall be subject matter experts in at least one Combat Arms U.S. Military Occupational Specialty, Branch, or Functional area. The Senior PSO soldier Skills Trainer shall have a unique blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program.
Training: Directly related experience with standard military training concepts, practices, and procedures. Senior PSO Soldier Skills Trainer shall a thorough understanding of and prepared to instruct human rights courses (to include gender respect, elimination of sexual exploitation and child protection), as well as individual health maintenance, individual first aid, HIV/AIDS prevention, and an orientation in United Nations peacekeeping operations.
Preferred Qualifications: Preferably an individual with recent U.S. Military combat and/or PKO experience at O-3, 0-4, O-5, E-8, or E-9 level. Any combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree, preferred. Preferred experience operating in areas with limited life cycle support and in hardship conditions. Recent OIF/OEF experiences preferred. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries.
H.7.11 PSO SOLDIER SKILLS TRAINER (PSOSST) (CLIN X011 OCONUS)
Duties and Responsibilities: The Peace Support Operations (PSO) Soldier Skills Trainer (PSOSST) is responsible for providing Peacekeeping Operations (PKO) soldier skills instruction to African military units receiving U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program training. Soldier Skills Trainers will instruct and supervise PKO soldier skills training in African for African company grade officers and their soldiers who shall deploy to PKOs. Soldier Skills Training shall include BRM, CQM, Movement formations and techniques, Infantry squad and platoon battle drills, route clearance & Convoy operations, CQM/CQB, C-IED, Recon, Checkpoint operations, crowd control, and cordon and search. Trainers will also instruct African soldiers in human rights (to include gender respect, elimination of sexual exploitation and child protection), individual health maintenance, individual first aid, HIV/AIDS prevention, and an orientation in United Nations peacekeeping operations all in the context of the tactical PSO environ. PSO Soldier Skills Trainers will assist in the development of POIs, lesson plans, and training support packages for individual and collective training as noted in each ACOTA Program Office (APO) task order and as directed by the program manager. Trainers are required to know and/or review the US Army doctrine, United Nations, and Host Nation guidance applicable to the task for which they are responsible to instruct.
Minimum Qualifications: PSO Skills Trainers shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Minimum of ten (10) years of U.S. military operations and training experience in a Combat Arms Specialty required.
Experience: The PSO Skills Trainer shall have a relevant blend of military skills, experience, and knowledge that will allow that individual to best support specific task order objectives and goals and tasks of the ACOTA Program.
Training: PSO Soldier Skills Trainers shall be subject matter experts in at least one Combat Arms U.S. Military Occupational Specialty, Branch, or Functional Area.
Other: N/A
Preferred Qualifications: Prefer an individual with recent U.S. Military combat and/or PKO experience at E-5 thru O-3 level. Directly related experience in OCONUS overseas program operations focused on training local national military personnel and units preferred. Recent OIF/OEF experiences preferred. Experience with either U.S. State Department, United Nations (UN) Chapter Seven Operations, or Africa Union (AU) highly preferred. Experience with Africa peace support operations is highly preferred and should include current experience with the ACOTA Program. Former Special Forces A Team or Combat Arms Non-Commissioned Officer or Warrant Officer preferred and familiar with standard military training concepts, practices, and procedures. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries.
H.7.12 PSO SPECIALTY TRAINER (CLIN X012 OCONUS)
Duties and Responsibilities: Peace Support Operations (PSO) Specialty Trainers shall provide Peacekeeping Operations (PKO) soldier skills specialty instruction to African military units receiving U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program training. Specialty Trainers shall instruct and supervise skills training in African for African company grade and field grade officers and their soldiers who shall deploy to PKOs. Specialty trainers shall be military subject matter experts in the MOS or functional area fields they are teaching. Specialty training will consist of training individuals and organizations in military specialties to include Combat Engineering, Signal/Communications, Level II Hospital units, Medical specialists (Tactical Combat Casualty Care, Trauma Nursing Care, Medical Planning and Management, Combat Medic and Emergency Medical Technician, Dentists and Physicians), Coastal and Riverine units, Airbase and rear area security units, Logistics specialists including operators and maintainers of new equipment, Mortar units, Armor (tank) units, Mechanized Infantry units, Transport (truck) units, Pre-deployment administration, Equipment (to include vehicles) maintenance management, Equipment supply management, Military Police. Trainers are required to know and/or review the US Army doctrine, United Nations, and Host Nation guidance applicable to the task they are responsible for. Trainers must ensure that all training resources are coordinated prior to training.
Minimum Qualifications: PSO Specialty Trainers shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Experience: The PSO Specialty Trainer shall have a relevant blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program.
Training: Minimum of ten (10) years of U.S. military operations and training experience in a Combat Arms, Combat Service, or Combat Service Support specialty appropriate for the skills being taught.
Preferred Qualifications: Prefer an individual with recent U.S. Military combat and/or PKO experience at the E-6 thru O-6 level. Experience operating in areas with limited life support and in hardship conditions is preferred. Preferred language requirement of level equivalent to 3-3 for non-English speaking countries.
H.7.13 PSO SENIOR SUBJECT MATTER EXPERT (CLIN X013 OCONUS)
(SME: Mortars, Communication, Medical, Logistics, as required)
Duties and Responsibilities: The Peace Support Operations (PSO) Senior Subject Matter Experts (SME) shall provide Peacekeeping Operations (PKO) soldier skills specialty instruction to individuals and African military units receiving U.S. Department of State's African Contingency Operations Training Assistance (ACOTA) Program training. Senior SME Trainers shall instruct and supervise training in Africa for African officers and their soldiers who shall deploy to PKOs. PSO Senior SMEs shall be military or civilian subject matter experts in the MOS or functional area fields they are teaching. PSO SMEs shall be recognized or and certified as a professional in the fields such as medicine, engineering, dentistry, logistics, military intelligence, veterinary medicine, security, ordnance or professional occupations relevant to task support contract and task order requirements. Senior SME Trainers are required to know and/or review and incorporate U.S. Army doctrine, United Nations, and Host Nation guidance applicable to the task assigned. Training will involve classroom and field instruction in austere environments.
Minimum Qualifications: Senior SMEs shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Experience: The PSO Senior SMEs shall have a relevant and documented blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program.
Training: Minimum of ten (10) years of U.S. military or civilian experience in their area of expertise and have directly related experience with standard military or civilian training concepts, practices, and procedures particular to their field of expertise.
Preferred Qualifications: Experience working in sub-Saharan Africa is preferred.
H.7.14 DATABASE ADMINISTRATOR (CLIN X014 OCONUS)
Duties and Responsibilities: Develops data for PSO simulations and assists in the operation of Military Training computer assisted Simulations in Africa in support of individuals and African military units receiving U.S. Department of State’s African Contingency Operations Training Assistance (ACOTA) Program training. Uses detailed understanding of Combat, Combat Service, and Combat Support Doctrine to assist in the development of scenarios and databases for simulation operation in and African Peacekeeping Operations (PKO) environment. The Data Base Administrator will: provide recommendations to the ACOTA Country Manager and Senior PSO Staff Trainer regarding how to best utilize simulations and data to achieve their individual class training objectives; tests the scenarios' and databases to insure that they contain the proper level of fidelity to achieve the training objectives; tests the interfaces from the simulation to the command and control systems that the host nation troops utilize; perform pre-computer assisted exercise training prior to exercise beginning; perform as an Instructor Controller during simulation operation to assist the host nation troops in achieving the training objectives of the exercise; will incorporate applicable threat doctrine to operate as game controller; will present detailed presentations on database administration and simulations to African host nation troops; will maintain technical currency and certifications via training and self-study.
Minimum Qualifications: Data Base Administrators shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: BA/BS in Computer Science or other technical field or the equivalent combination of education and experience.
Experience: A minimum of two (2) year database administration experience; or equivalent education, coursework, or certification in Information systems is required. Experience managing Military Battle Simulations used in a training environment; and directly related experience with scenario development and terrain editing for military simulations.
Training: A comprehensive knowledge of Microsoft Operating systems focused on Microsoft Exchange, computer hardware installation, repair, testing, and troubleshooting is required.
Preferred Qualifications: Certification in JANUS or J-CATS simulations, H.7.15 TRANSLATOR (CLIN X015 OCONUS)
Duties and Responsibilities: Translates and produces a variety of general and technical documents, materials and script from English to designated language for team and project staff; provides interpretations during formal presentations at conferences and meetings on and off sites without the aid of electronic dictionaries or electronic translators. Reads translates, and produces a variety of documents, materials, information bulletins, handbooks, correspondence and news releases; prepare drafts and finished, proofed translations; produce verbatim translations. Supports the translation of ACOTA Programs of Instruction from English to French, Portuguese, Arabica and/or other languages as required.
Minimum Qualifications: Translators shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Training, education, and experience: Fluent in relevant language. Any combination of training, experience, and/or education equivalent to completion of college-level courses in the designated foreign language and one year of increasingly responsible experience in translating written documents and providing oral interpretation.
Preferred Qualifications: Preferably experience conducting military translations in a professional military setting.
H.7.16 CONSTRUCTION ENGINEER (CE) (CLIN X016 OCONUS)
Duties and Responsibilities: The Construction Engineer provides technical knowledge and analysis of highly specialized, highly visible programs in sometimes extreme operational environments, high-level functional engineering analysis, design, integration and implementation concepts, documentation, and implementation advice on exceptionally complex problems, which require high-level knowledge of the construction subject matter. The Construction Engineer participates, as needed, in all phases of construction development including the planning, analysis, modeling, integration, site assessments and scheduling phases. The Construction Engineer applies construction principles, methods and knowledge to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and mathematical applications to arrive at a concise solution. The Construction Engineer designs and prepares technical reports, databases, studies, plans and related documentation, makes charts and graphs to record results. The Construction Engineer prepares and delivers presentations and briefings as required by the task order. Technical support includes technical advice on construction requirements for highly specialized projects, technical report preparation or other services as required by the task order.
Minimum Qualifications: The Construction Engineer shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Bachelor’s degree from an accredited college or university in engineering or a mathematics-intensive discipline.
Experience: Directly related experience in managing large, complex projects similar to the work to be accomplished in the task order.
Training: Five (5) years of progressively more difficult experience in the construction and design of the required task.
Other: Specific functional areas in which subject matter expertise is required include: Civil, Mechanical, Electrical and design engineering dependent upon task order specifications.
Preferred Qualifications: Experience working in sub-Saharan Africa is preferred.
H.7.17 HUMAN RIGHTS SUBJECT MATTER EXPERT (CLIN X017 OCONUS)
Duties and Responsibilities: The HR SME serves as the Contractors’ primary expert in all areas related to Human rights, Protection of Civilians (POC), and Sex and Gender-Based Violence in PKO issues. In this capacity, the HR SME will advise on Human Rights/ International Humanitarian Law, and Protection of Civilians training strategy to ensure training POI’s, lesson plans and scenarios remain relevant. The HR SME will assist in evaluating and developing Programs of Instructions (POI), and Training Scenarios. The HR SME will serve as a subject area "expert" to the Program Manager and the field team on establishing standards, processes and procedures in the discipline of Human Rights training for peacekeepers and other security sector practitioners such as law enforcement. The HR SME should have the capacity to work closely with the APO and with various officials throughout the U.S. Government in areas relevant to Protection of Civilians and Human Rights advocacy, as well as, the private sector and non-governmental agency representatives.
Minimum Qualifications: The HR SME shall have the following education, experience, and military background unless otherwise approved in advance by the Program Director, ACOTA.
Education: Bachelor’s degree from an accredited intuition in Behavioral or Social Science is required; specialization in Human Rights preferred.
Experience: Ten (10) years of directly related experience with human rights and democracy goals, objectives, programs, and relationships to provide advisory services and with three (3) years of experience working on Human Rights issues in sub Saharan Africa. Experience providing advice and guidance on Human Rights issues that influences the decisions and actions of senior officials. Africa experience and travel; knowledge of the different languages in the region, history, geography, and demographics of sub-Saharan Africa.
Preferred Qualifications: Knowledge of the history of conflicts, and those presently arising, within the relevant African countries. Availability to travel in Africa. Experience with: Humanitarian NGO’s, US or International Militaries and UN Peacekeeping Operations are desired. Language capability, Fluency in French (3/3 level) desired. Ability to write effectively, including the ability to plan, develop, formulate, and deliver reports and presentations on the subjects researched. Proficient in MS Office (Word, Excel, PowerPoint).
