Statement of Work ACOTA Training in TCC Togo

SAMPLE

1. Background

This Statement of Work (SOW) describes the requirements for the Africa Contingency Operations Training and Assistance (ACOTA) Program in a Troop Contributing Country (TCC). ACOTA is a U.S. Department of State program managed by the Bureau of African Affairs in close collaboration with the U.S. Department of Defense. The mission of the ACOTA program is to build and enhance self-sufficient capabilities and capacities of its 26 African Partner Countries, regional institutions, and the continent’s peacekeeping resources as a whole so that they can plan for, train, deploy, and sustain sufficient quantities of professionally competent peacekeepers needed today to meet conflict transformation requirements with minimal international assistance.

A TCC is a troop contributor to multinational peacekeeping operations in Africa and the Middle East. This TCC currently contributes task force units to United Nations peacekeeping operations in Lebanon (UNIFIL) and Southern Sudan (UNMISS).

The ACOTA training planned for those task force units are included in this SOW.

The work specified in this SOW will enhance the capability and capacity of this TCC to achieve training self-sufficiency and increase task force readiness to participate in multinational peacekeeping operations. The work comprises, (1) pre-deployment peace support operations training for two (2) task force units to deploy to UNMISS, and UNIFIL; (2) construct (8) tent pads at the TCC Peace Mission Training Center (PMTC) in Togo; (3) Procure and deliver Personal Protection Equipment (PPE) and Load Bearing Equipment (LBE) to TCC PMTC in Togo.

A necessary element of ACOTA work is to assist the TCC in achieving full self- sufficiency in PSO training. All of the contractor’s work shall support the TCC’s achievement of full self-sufficiency in PSO training.

This TCC Armed Forces will hereafter be referred to as the TCC in this SOW.

2. Requirements

2.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to complete the work described below, unless otherwise noted as a TCC responsibility.

2.1.1 The TCC shall provide all equipment, supplies and expendables required for training. The TCC shall provide office space and communications equipment to support training.

2.1.2 Prior to the start of training, all participants must be vetted for human rights abuses based on Department of State Leahy Law guidelines. The Contractor shall coordinate with the Department of State to ensure participants’ vetting status, and ensure that only vetted personnel take part in training. The Department of State will be responsible for obtaining vetting information for the trainees, and for vetting all trainees. The Contractor shall note that a minimum of ten (10) days are required to process vetting cases upon submission of the information. The contractor’s technical approach shall include a strategy to mitigate delays in receiving the information required for vetting.

2.1.3 The Contractor shall conduct below training for both UNIFIL and UNMISS in accordance with the training schedule chart stated in the Appendix A and B in this SOW. Each standard training week identified in Appendix A includes five (5) training days and eight (8) training hours per day. Training subtasks 2.3 and 2.4 may exceed the number of hours in the standard training week due to the continuous twenty-four (24) hour scenarios.

2.1.4 All training shall be conducted at TCC PMTC, Togo.

2.1.5 The Contractor shall include in the proposal the tasks and standards for each course, a curriculum outline clearly identifying all topics to be covered in each course, the length of the course in hours, testing requirements, and the required course material. The Contractor shall identify the specific country conditions that will affect their ability to present course material (e.g., literacy rates), and training evaluations to measure course effectiveness. The Contractor shall develop and provide a mitigation plan to improve training effectiveness and increase the number of students that satisfactorily complete the course based on known country learning conditions.

2.1.6 The TCC PMTC will provide following facilities, equipment and infrastructure to support training:

2.1.6.1 Two (2) classrooms, each classroom can hold up to one-hundred fifty (150) personnel.

2.1.6.2 Two (2) dining facilities. Each dining facility can serve up to one-hundred fifty (150) personnel simultaneously. The TCC will provide personnel for food services.

2.1.6.3 Telephone, facsimiles, internet, TV, projectors.

2.1.6.4 Furniture including chairs and desks.

2.1.6.5 Two (2) diesel powered generators (200 KVA each) to provide electricity for both training and construction. The TCC PMTC will provide fuels and operators.

2.1.7 All training participants shall be housed at the TCC PMTC, Togo.

2.1.8 The TCC PMTC will provide following logistics support for this Task Order:

2.1.8.1 Ten (10) M54 5 ton trucks. Five (5) for UNIFIL and five (5) for UNMISS training.

2.1.8.2 Two (2) Toyota Hilux trucks. One (1) for UNIFIL and one (1) for UNMISS training.

2.1.8.3 TCC will provide fuel and drivers for logistical support.

2.1.8.4 The vehicles in Section 2.1.8.1 and 2.1.8.2 are for the transportation of training participants only.

2.1.8.5 The vehicles provided by the TCC PMPC shall not be included in the Task Order transportation Plan.

2.1.9 Each Task Force unit consists of one-hundred fifty (150) officers and NCOs.

2.1.9.1 One (1) Commander

2.1.9.2 Nine (9) Field Grade Officers

2.1.9.3 Forty (40) Company Grade Officers

2.1.9.4 One-hundred (100) Non-commissioned Officers

2.1.10 The Contractor shall plan and conduct 100% of all required training.

2.1.11 The Contractor shall provide all training aids.

2.1.12 Housing and mess facilities are available at the PMTC for training participant use only.

2.2 Peace Support Operations (PSO) Protection of Civilians (POC) and Human Rights (HR) Training

2.2.1 The Contractor shall plan, design and conduct PSO pre-deployment Training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.1.

2.2.2: UNIFIL

2.2.2.1 Class Size: 150 personnel consisting of officers and non-commissioned officers

2.2.2.2: Location: TCC PMTC, Togo

2.2.3 UNMISS

2.2.3.1: Class Size: 150 personnel consisting of officers and non-commissioned officers 2.2.3.2: Location: TCC PMTC, Togo

2.2.4 For both UNIFIL and UNMISS, the Contractor shall provide a minimum of eight (8) hours of POC and HR training to each officer and non-commissioned officer during subtasks 2.3 through 2.6.

2.3 Command and Staff Operating Skills (CSOS) Training

2.3.1 The Contractor shall conduct CSOS training to include instruction on the Military Decision Making Process (MDPM), specific duties of the principle and special staff sections, receive and issue an operations order, effectively command and control troops throughout task execution while operating a tactical operations center 24-hours a day in a peacekeeping environment.

2.3.2 The Contractor shall plan, design, and conduct CSOS training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.4.

2.3.3 The Contractor shall design scenarios to be conducted continuously for twenty-four (24) hours to simulate an actual situation in mission area

2.3.4: UNIFIL

2.3.4.1 Class Size: 50 personnel consisting of officers and non-commissioned officers

2.3.4.2: Location: TCC PMTC, Togo

2.3.5 UNMISS

2.3.5.1: Class Size: 50 personnel consisting of officers and non-commissioned officers

2.3.5.2: Location: TCC PMTC, Togo

2.4 Command Post Exercise (CPX) Training

2.4.1 The Contractor shall conduct CPX training to reinforce and verify those skills taught during CSOS in order to enable the commander and the staff to effectively exercise command and control of a battalion size (consist of 850 officers, non-commissioned officers and soldiers) unit in UN/AU or Regional peacekeeping operation.

2.4.2 The Contractor shall plan, design and conduct CPX training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.5. The CPX shall be based upon the actual UNIFIL and UNMISS situation and training designed so that it increases the op-tempo over time and is scenario driven with vignettes that the commander and staff are most likely to encounter in mission to address ambiguous situations that participants may encounter in order to confirm unit standard operating procedures, UN mandate, Rules of Engagement, Protection of Civilians scenarios and to practice while continuously reinforcing the skills included in the CSOS training described in Subtask 2.3 of this SOW.

2.4.3 The Contractor shall design scenarios to be conducted continuously for twenty-four (24) hours to simulate an actual situation in mission area

2.5 PSO Company Grade Officer (CGO) Leadership Training

2.5.1 The Contractor shall conduct CGO training to present the leadership techniques and tactical skills necessary for company grade officers to effectively lead command and control their units as they prepare for, deploy to, and conduct a United Nations, African Union or Regional peacekeeping mission. Upon completion, company grade officers will demonstrate a functional understanding of their leadership roles in a peacekeeping environment during situational training exercises (STX).

2.5.2 CGOs will demonstrate comprehension through mission planning coupled with effective command and control of small units and soldiers without jeopardizing the governing peacekeeping mandate or mission and placing civilians at risk.

2.5.3 The Contractor shall plan, design and conduct CGO Leadership Training in accordance with the IDIQ Section J, Attachment 6 Training Crouse Section C.1.2.7 The CGO Leadership Training shall be based upon the actual UNIFIL and UNMISS situation and training designed so that it increases the op-tempo over time and is scenario driven with vignettes that the commander and staff are most likely to encounter in mission to address ambiguous situations that participants may encounter in order to confirm unit standard operating procedures, UN mandate, Rules of Engagement, Protection of Civilians scenarios and to practice while continuously reinforcing the skills included in the CSOS training described in Subtask 2.3 of this SOW.

2.5.4: UNIFIL

2.5.4.1 Class Size: 40 company grade officers

2.5.4.2: Location: TCC PMTC, Togo

2.5.5 UNMISS

2.5.5.1: Class Size: 40 company grade officers 2.5.4.2: Location: TCC PMTC, Togo

2.6 PSO Non-commissioned Officer (NCO) Leadership Training

2.6.1 The Contractor shall conduct NCO training to present the leadership techniques and tactical skills necessary for company and platoon level non-commissioned officers to effectively lead their units as they prepare for, deploy to and conduct a United Nations, African Union or Regional peacekeeping mission.

2.6.2 NCOs will demonstrate a functional understanding of their supporting and leader roles in a peacekeeping environment/ operation. NCOs will demonstrate the ability to support leaders and effectively manage units and soldiers to accomplish the stated peacekeeping mandate and mission without placing civilians at risk through situational training exercises and during the FTX.

2.6.3 The Contractor shall plan, design and conduct NCO Leadership Training in accordance with the IDIQ Section J, Attachment 6 Training Crouse Section C.1.2.8 The NCO Leadership Training shall be based upon the actual UNIFIL and UNMISS situation and training designed so that it increases the op-tempo over time and is scenario driven with vignettes that the commander and staff are most likely to encounter in mission to address ambiguous situations that participants may encounter in order to confirm unit standard operating procedures, UN mandate, Rules of Engagement, Protection of Civilians scenarios and to practice while continuously reinforcing the skills included in the CSOS training described in Subtask 2.3 of this SOW.

2.6.4: UNIFIL

2.6.4.1 Class Size: 100 non-commissioned officers

2.6.4.2: Location: TCC PMTC, Togo

2.6.5 UNMISS

2.6.5.1: Class Size: 100 non-commissioned officers 2.6.5.2: Location: TCC PMTC, Togo

2.7 TCC Peace Mission Training Center Tent Pads

2.7.1 The Department of State will provide all tents. The contractor is solely responsible for construction of the tent pads. Each pad shall be strong enough to support two (2) base-X model 307 tents and forty (40) personnel with full gear, cots and bedding.

2.7.2 The Contractor shall construct eight (8) tent pads, each to accommodate two (2) twenty-man tents for a total of sixteen (16) tents in order to billet approximately three-hundred twenty (320) TCC soldiers in training.

2.7.3 Tent pads will meet the following minimum specifications:

Tent Pad Minimum Specifications

1. Each pad will measure 15.75 meters by 20.40 meters by .25 meters

2. Pads shall be constructed using concrete honeycombed foundation support

3. Concreate shall be reinforced with rebar (45cm) squares

4. I-bolt anchor points shall be placed into the concrete, four (4) on each side (eight (8) per tent) with flange inserted into the concrete and a nut/washer on top to secure the tent to the concrete pads

5. Pads shall be screed to provide a smooth surface for the tent floor

2.7.4 The Contractor shall coordinate and facilitate the provision of equipment/supplies as required to complete this task.

2.7.5. The tent pads shall be constructed prior to the commencement of training.

2.7.6 Location: TCC PMTC Togo

2.8 Transportation Services for TCC: UNIFIL AND UNMISS

2.8.1 All Contractor travel and life support shall be conducted in accordance with the terms and conditions set forth in section H.10 of the IDIQ for both (UNIFIL and UNMISS) TCC training.

2.8.2 Location: TCC PMTC Togo

2.9 Life Support and Security during training. UNIFIL AND UNMISS

2.9.1 The Troop Contributing Country will be responsible for all life support of its personnel including shelter, rations, potable water and transportation.

2.9.2 The Troop Contributing Country will be responsible for all security at the training locations identified in this SOW including providing security for any personnel movements required to support the Task Order (escorts only – the contractor shall remain responsible for actual transportation of its personnel).

2.9.3 Location: TCC PMTC Togo

2.10 Equipment Requirements

2.10.1 The Contractor shall procure the following equipment in support of the training in Sections 2.2 – 2.6 of this SOW.

2.10.2 All equipment provided under this task order shall be new.

2.10.3 The Contractor shall procure Personal Protection Equipment (PPE) and Load Bearing Equipment (LBE) to support training operations. All equipment shall be delivered prior to the commencement of training identified in Appendix A.

2.10.4 PPE and LBE shall be delivered to TCC PMTC.

2.10.5 The Contractor shall provide a transportation plan that identifies a tailored technical approach for delivering PPE and LBE in accordance with subtasks 2.2-2.6. The Transportation Plan shall include proposed method of delivery, clearance and customs, adherence to Procurement Restrictions identified in Section J and Attachment 1 to the IDIQ, security of equipment, and property receipt requirements.

2.10.6 The Contractor shall deliver the following prior to the commencement of training:

2.10.6.1 (Quantity: 80) Helmet - Small

2.10.6.1.1 The helmets shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.01.

2.10.6.2 (Quantity: 140) Helmet - Medium

2.10.6.2.1 The helmets shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.02.

2.10.6.3 (Quantity: 80) Helmet - Large

2.10.6.3.1 The helmets shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.03.

2.10.6.4 (Quantity: 150) Small Arms Protective Insert (SAPI) – 8X10

2.10.6.4.1 The SAPIs shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.04.

2.10.6.5 (Quantity: 150) Small Arms Protective Insert (SAPI) – 10X12

2.10.6.5.1 The SAPIs shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.05.

2.10.6.6 (Quantity: 60) Ballistic Vest - Small

2.10.6.6.1 The ballistic vests shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.06.

2.10.6.7 (Quantity: 90) Ballistic Vest - Medium

2.10.6.7.1 The ballistic vests shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.07.

2.10.6.8 (Quantity: 90) Ballistic Vest - Large

2.10.6.8.1 The ballistic vests shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.08.

2.10.6.9 (Quantity: 60) Ballistic Vest – X-Large

2.10.6.9.1 The ballistic vests shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.09.

2.10.6.10 (Quantity: 300) LC-1 Suspenders

2.10.6.10.1 The LC-1 suspenders shall meet the minimum specifications identified in the IDIQ Equipment list - CLIN X500.10.

3. Place of Performance and Foreign Language Specification

3.1 All training specified in this SOW shall be conducted at the Togo National Peace Mission Training Center (PMTC) in Lomé, Togo. All training described in this statement of work shall be conducted in French. Programs of Instruction shall be in English and French.

4. Period of Performance

4.1 Base period of twelve (12) months from award.

5. Deliverables

5.1 Risk Analysis Plan: Pursuant to the guidelines set forth in section L.19.1 Sub-Factor 2 of the IDIQ submitted as part of the technical proposal.

5.2 Work Breakdown Structure: Pursuant to the guidelines set forth in section L.19 Sub-Factor 1 of the IDIQ submitted as part of the technical proposal.

5.3 Quality Control Plan: The contractor shall develop a comprehensive quality control plan (QCP) specifically for this Task Order, in accordance with Sections L.19.1 and M. 9.1 of the IDIQ, and submit it as part of the technical proposal.

5.4 Task Order Management Plan: Pursuant to the guidelines set forth in section F.4 of the IDIQ submitted as part of the technical proposal.

5.5 Transportation Plan: Contractor shall provide a plan for all marine freight, air transportation for movement of procured supplies [e.g., vehicles].

Appendix A. UNIFIL and UNMISS Tentative Training Schedule Sequence. UNIFIL and UNMISS training shall be conducted concurrently and sequentially in accordance with the tables below.
