Statement of Work ACOTA Training in TCC Togo
SAMPLE
1. Background
This Statement of Work (SOW) describes the requirements for the Africa Contingency Operations Training and Assistance (ACOTA) Program in a Troop Contributing Country (TCC). ACOTA is a U.S. Department of State program managed by the Bureau of African Affairs in close collaboration with the U.S. Department of Defense. The mission of the ACOTA program is to build and enhance self-sufficient capabilities and capacities of its 26 African Partner Countries, regional institutions, and the continent’s peacekeeping resources as a whole so that they can plan for, train, deploy, and sustain sufficient quantities of professionally competent peacekeepers needed today to meet conflict transformation requirements with minimal international assistance.
A TCC is a troop contributor to multinational peacekeeping operations in Africa and the Middle East. This TCC currently contributes battalion-sized units to United Nations peacekeeping operations in Lebanon (UNIFIL) and Southern Sudan (UNMISS). The ACOTA training planned for those battalions/units are included in this SOW.
The work specified in this SOW will enhance the capability and capacity of this TCC to achieve training self-sufficiency and increase battalion readiness to participate in multinational peacekeeping operations. The work comprises, (1) an Effective Methods of Instruction (EMI) course for two (2) one battalion units to UNMISS, and UNIFIL; (2) pre-deployment peace support operations training for two (2) one battalion units to deploy to UNMISS, and UNIFIL; (3) construct a TCC Peace Mission Training Center (PMTC) in Togo; and (4) transportation services for both UNIFIL and UNMISS
A necessary element of ACOTA work is to assist the TCC in achieving full self- sufficiency in PSO training. All of the contractor’s work shall support the TCC’s achievement of full self-sufficiency in PSO training by approximately two years.
This TCC Armed Forces will hereafter be referred to as the TCC in this SOW.
2. Requirements
2.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required to complete the work described below.
2.2 Effective Methods of Instruction Course (EMI) Training
2.2.1 The Contractor shall identify and instruct the host nation cadre on the techniques necessary to conduct effective military instruction to individuals and units preparing to deploy to a United Nation, African Union or Regional peacekeeping mission.
2.2.2 The Contractor shall plan, design and conduct EMI training in accordance with the IDIQ Section J, Attachment 6 Training Courses section C.1.2.2. EMI training shall include instruction on training military personnel in both field and classroom environments.
2.2.3: UNIFIL

2.3 Peace Support Operations (PSO) Protection of Civilians (POC) and Human Rights (HR) Training
2.3.1 The contractor shall conduct PSO pre-deployment training for a battalion deploying to, operating in and redeploying from a peacekeeping mission.
2.3.2 The Contractor shall plan, design and conduct PSO pre-deployment Training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.1

2.4 Command and Staff Operating Skills (CSOS) Training
2.4.1 The Contractor shall conduct CSOS training to include instruction on the Military Decision Making Process (MDPM), specific duties of the principle and special staff sections, receive and issue an operations order, effectively command and control troops throughout task execution while operating a tactical operations center 24-hours a day in a peacekeeping environment.
2.4.2 The Contractor shall plan, design, and conduct CSOS training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.4

2.5 Command Post Exercise (CPX) Training
2.5.1 The Contractor shall conduct CPX training to reinforce and verify those skills taught during CSOS in order to enable the commander and the staff to effectively exercise command and control of a battalion in UN/AU or Regional peacekeeping operation.
2.5.2 The Contractor shall plan, design and conduct CPX training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.5. The CPX shall be based upon the actual MINUSCA situation and training designed so that it increases the op-tempo over time and is scenario driven with vignettes that the commander and staff are most likely to encounter in mission to address ambiguous situations that participants may encounter in order to confirm unit standard operating procedures, UN mandate, Rules of Engagement, Protection of Civilians scenarios and to practice while continuously reinforcing the skills included in the CSOS training described in Subtask A.1x.x.x of this SOW.

2.6 PSO Solders Skills Training (PSOSST)
2.6.1 The Contractor shall conduct PSOSST training to operate effectively at the individual level as well as part of a squad, platoon and company in a peacekeeping environment.
2.6.2 The Contractor shall plan, design and conduct PSOSST training in accordance with the IDIQ Section J, Attachment 6 Training Courses Section C.1.2.6
2.7 TCC Peace Mission Training Center (PMTC) Capacity Enhancements- Latrine/Shower and Tent Pads
2.7.1 The Contractor shall perform refurbishment activities in accordance with the minimum specifications below while meeting all applicable building standards and meets the minimum construction and safety standards in the TCC
2.7.2 The Contractor shall provide following documents; site assessments (IDIQ Section C.1.3.1), Drawings/Designs (IDIQ Section C.1.3.2) and mechanical Construction Services (IDIQ Section C.1.3.3) to accomplish this enhancements
2.7.3 Latrine/show facility shall meet the following minimum specifications
Latrine/Shower Minimum Specifications
1. Enclosed building placed on a concrete pad with concrete or cinder block walls
2. Metal interlocking beams for the roof, and metal roof
3. Gutter system (metal) on two (2) sides of the roof with a minimum of two (2) fifty (50) gallon barrels for rain water harvesting
4. Twelve (12) individual shower stalls, each with shower head and water controls
5. Twelve (12) flush toilets in individual stalls
6. Open bay troff style urinal for minimum of ten (10) individuals
7. Troff style sink on the exterior of the building (shower side) with minimum of twelve (12) individual spigots and mirrors
8. Lights and wiring sufficient for the facility, capable of being run from existing power source
9. Emplacement of 4,000 liter water tank, or multiple water tanks with a cumulative capacity of 4,000 liters to support the latrine
10. Water tank (s) placement will be outside & adjacent to latrine/shower with at least a minimum of twelve (12) meters off the ground and ladder access
11. Water tank (s) will be connected to the camp water source
12. Plumbing pipe and ancillary equipment sufficient for the facility
13. Septic / sanitation field sufficient to support the facility
14. Latrine facility will have designated female accommodations with showers, toilets and sanitation disposal receptacle in a separate area of the building to provide maximum security and privacy
2.7.4 The Contractor shall construct twenty-two (22) tent pads, each to accommodate two (2) twenty-man tents for a total of forty-four (44) tens in order to billet approximately eight-hundred eighty (880) TCC soldiers in training.
2.7.5 Tent pads will meet the following minimum specifications:
Tent Pad Minimum Specifications
1. Each pad will measure 15.75 meters by 20.40 meters by .25 meters
2. Pads shall be constructed using concrete honeycombed foundation support
3. Concreate shall be reinforced with rebar (45cm) squares
4. I-bolt anchor points shall be placed into the concrete, four (4) on each side (eight (8) per tent) with flange inserted into the concrete and a nut/washer on top to secure the tent to the concrete pads
5. Pads shall be screed to provide a smooth surface for the tent floor
2.7.6 The Contractor shall coordinate and facilitate the provision of equipment/supplies as required to complete this task. Local purchase of materials and provision of equipment & related services are authorized
2.7.7 The Department of State will provide all tents. The contractor is solely responsible for construction of latrine/shower and tent pads.
2.7.8 Tent Pad Diagram:

2.8 Transportation Services for TCC
2.8.1 All contractor travel and life support shall be conducted in accordance with the terms and conditions set forth in section H.10 of the IDIQ for both (UNIFIL and UNMISS) TCC training.

2.9 Life Support and Security during training
2.9.1 The Troop Contributing Country will be responsible for all life support of its personnel including shelter, rations, potable water and transportation.
2.9.2 The Troop Contributing Country will be responsible for all security at the training locations identified in this SOW.

2.10 Equipment Requirements
2.9.1 The Contractor shall procure the following equipment in support of the training in Sections 2.2 – 2.8 of this SOW.
2.9.2 The contractor shall procure field vehicles to support training operations. All equipment shall be delivered no later than two hundred and seventy (270) days after receipt of order (ARO).
2.9.3 Field vehicles shall be delivered to Lomé-Tokoin Airport (LFW). The Togolese Armed Forces will take possession of the field vehicles at the Lome airport.
2.9.4 The contractor shall provide a transportation plan that identifies a tailored technical approach for delivering field vehicles in accordance with subtasks 2.2-2.8. The Transportation Plan shall include proposed method of delivery, clearance and customs, adherence to Procurement Restrictions identified in Section J and Attachment 1 to the IDIQ, security of vehicles, and property receipt requirements.
2.9.5 The following vehicle types shall be procured:

2.9.5.1.2 The trucks shall be painted olive green.
2.9.5.2 (Quantity: 8) APC, wheeled, ambulance:
2.9.5.2.1 The ambulance shall conform with the following specifications: Toyota HZJ78 Hardtop 4WD Model HJZ78L-RJMRS
2.9.5.2.2 The ambulances shall be painted tan/desert.
3. Place of Performance and Foreign Language Specification
3.1 All training specified in this SOW shall be conducted at the Togo National Peacekeeping Training Center in Lomé and at the ranges and training areas located in the vicinity of Kara, Togo.. All training described in this statement of work shall be conducted in French. Programs of Instruction shall be in English and French.
4. Period of Performance
4.1 Base period of twelve (12) months from award.
5. Deliverables
5.1 Risk Analysis Plan: Pursuant to the guidelines set forth in section L.19.1 Sub-Factor 2 of the IDIQ submitted as part of the technical proposal.
5.2 Work Breakdown Structure: Pursuant to the guidelines set forth in section L.19 Sub-Factor 1 of the IDIQ submitted as part of the technical proposal.
5.3 Quality Control Plan: The contractor shall develop a comprehensive quality control plan (QCP) specifically for this Task Order, in accordance with Sections L.19.1 and M.19.1 of the IDIQ, and submit it as part of the technical proposal.
5.4 Task Management Plan: Pursuant to the guidelines set forth in section F.4 of the IDIQ submitted as part of the technical proposal.
5.5 Transportation Plan: Contractor shall provide a plan for all marine freight, air transportation for movement of procured supplies [e.g., vehicles].
