About this opportunity

The Department of State seeks one year of building maintenance services for the Anglo-American School facility in Moscow, Russia, with quotations due July 20, 2026, at 6:00 p.m. Moscow time. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions, though the Government reserves the right to hold discussions with firms in the competitive range. No set-aside applies.

Place of performance is Moscow, Russia at Beregovaya Street, Building No. 1, on a 28,000 square-meter facility on a 6.5-hectare property lot. The contract is a firm fixed-price arrangement payable in Russian Rubles in equal monthly installments, with performance expected to commence no later than August 1, 2026, and no option periods.

The scope encompasses property preservation services for the vacant facility: fire protection systems maintenance and monitoring (alarm and sprinkler systems with quarterly inspections and annual licensed contractor servicing, 99.9% availability); climate control and freeze prevention (maintaining minimum 50 degrees Fahrenheit throughout, including central gas boiler and air distribution system maintenance and repair); domestic water system freeze prevention (99% availability, with 2-hour emergency response for leaks); security and surveillance (twice-daily physical patrols or surveillance monitoring with 15-minute response to security breaches); daily industrial-standard cleaning of three worker bathrooms; grounds maintenance including biweekly lawn mowing during peak season and snow removal up to twice per winter season; quarterly deep interior cleaning; waste management with dumpster services; 24/7 emergency response with specified times (30 minutes for fire alarms, 1 hour for heating failures, 2 hours for water system failures); utility billing coordination with city providers; and monthly facility walk-through inspections. Routine maintenance materials for boilers, air distribution systems, and fire protection systems are contractor-supplied and included in the monthly rate. Emergency service materials may be reimbursed at cost without profit upon preliminary approval, except where the emergency resulted from contractor negligence.

Offerors must be registered in SAM prior to submission, demonstrate established business operations in Russia or commit to establish an office within 30 days of award, provide evidence of three years of relevant experience with similar projects, and maintain minimum liability insurance (Public Liability and Bodily Injury: $20,000 per occurrence / $100,000 cumulative). The contractor must assign a qualified, English-speaking Project Manager available 24/7 and obtain all required local licenses and permits.
