About this file

This document is Amendment No. 0002 to Solicitation No. 19RS5026Q0002, issued by GSO Contracting at the Embassy of the United States of America in Moscow. The amendment is effective July 15, 2026, and was signed by Rebecca Jones Anderson, the Contracting Officer. The requisition/purchase order number is PR16053889.

The amendment addresses additional questions received from potential offerors following Amendment No. 1 and provides additional documents requested by potential offerors. The Questions and Answers section clarifies three key points: (1) engineering staffing requirements are determined by contractor means and methods to complete work per the Statement of Work; (2) pressure and temperature testing of HVAC systems has not yet been conducted for the current year; and (3) most requested technical documentation is available in paper format only for review at the Administrative Annex upon request, though electronically available documents were provided to vendors who participated in site visits, with other vendors able to request documents by submitting requests to perevertovan@state.gov. The work involves boiler house operations, heating systems, and hot/cold water supply systems maintenance and testing at a U.S. Embassy facility in Moscow, Russian Federation.
