Title/Subject Question

Section C, PWS para 3.2

1st sentence, re: Secret Clearance

“All contractor resources supporting this contract shall be … capable of obtaining a Secret Clearance; …”

Will the contractor be required to obtain a Secret Clearance?

C.1.3 Objective, Last sentence states, “Task orders may be classified up to the SECRET level.” Since a number of task orders from other organizations maybe using this contract, their task order may require Secret Clearance. The current Task Order for Evaluation has No Secret Requirement as per Para. 4.3 Security. “The highest clearance required will be NAC background check.”

If so, will the Government provide a Form 254?

56-57 Section L,

(ii) Volume II – Past Performance

Last paragraph on page, PPQ

Sentence states: “The information that is required to be supplied is identified on the form provided below entitled “Past Performance Questionnaires (Attachment 2).”

1. The PPQ (Attachment 7) does not require the contractor fill out scope-specific information. Please clarify.

(ii) Volume II Section L, Past Performance

The proposal must demonstrate satisfactory past performance and contractual completion of relevant projects. Relevant projects are recent projects that are similar to the solicited project in scope, size, and/or complexity. Scope relevancy is defined as those projects that demonstrate past performance in the management of facilities and related logistics for complex government entities and/or large corporations.

Attachment 7, PART 1. In the last bullet asks “Nature of the Contractual Effort” this where we would like the offer to fill out the scope-specific effort

2. Attachment 7 is the PPQ, rather than Attachment 2. (This is a correct statement)

Other than the PPQ, does the Government require the Offeror to provide relevant projects narratives? If so, can the Government please provide more specific instructions as to what information they require for the relevant contracts?

Yes, offerers must submit relevant project narratives. Relevant projects are recent projects that are similar to the solicited project in scope, size, and/or complexity.

Scope relevancy is defined as those projects that demonstrate past performance in the management of facilities and related logistics for complex government entities and/or large corporations.

Question Set # 3 for W91ZLK-18-R-0036 Facilities and Logistics Operations Services Support – ECBC, APG

Question 1:

We are reviewing the solicitation documents and came across the below statement located at Section L, Part 3, Sub-section (ii) - Volume II - Past Performances (Pg. 56 of 71) (See attached);

“Offerors may submit ongoing projects, but they must be at least 75% physically complete.”

It is hard to gauge if service contracts are 75% physically complete given that the contract performance period/completion are measured by the base and option years completed. To better avoid confusion and to make sure we are in compliant, will the government consider changing this requirement to offerors submitting ongoing projects with at least one base/option year completed?

ANSWER 1: Service contract is 75% complete when it is three quarters of the timeline through the total period of performance. i.e. a base and 2 option years is 36 months, once 27 months have passed, it is 75% complete.

The Government will not change the requirement.

Base PWS para. 3.2.1 through 3.2.7

Key Personnel

In the Base PWS, seven positions are identified as Key Personnel, and Section L instructs: “To be rated as acceptable, the offer shall provide resumes that substantiate the personnel filling the following key personnel positions…” and lists the positions as:

a. Program Manager; b. Lead Facility Manager; c. Facilities Coordinator;

d. Facilities Information Management Specialist; e. Lead for Turn-In Warehouse Operations; f. Lead Equipment Manager; g. Lead for Supply and Receiving Warehouse Operations.

In Amendment 4 answers, Set 4, Question 42, the answer says the Facilities Coordinator position is not considered key, and therefore no position description would be provided.

Given that the Facilities Coordinator was mistakenly identified in the PWS and Section L as key:

1) Please verify that the remaining 6 positions listed in the PWS and Section L are Key Personnel.

2) Because the Facilities Coordinator is not considered Key, is a resume still required for that position?

3) Can the Government please provide position descriptions for Key Personnel?
