About this file
This document is an amendment to a solicitation for the Boston Harbor Navigation Improvement Project-Phase 3 Rock Removal contract. The project requires the removal of material from the Main Ship Channel, Reserved Channel, and President Roads Anchorage in Boston Harbor to authorized depths of -49 feet mean lower low water with a 2-foot overdepth allowance in certain areas. One area of the Main Ship Channel must be dredged to -42 feet mean lower low water. The amendment provides responses to requests for information about Massport Aviation Operations access restrictions and turning basin impacts, confirms the solicitation remains as issued in response to a request to convert it to a request for proposals, and notifies that site investigations were recently performed by Great Lakes Dock and Dredged to assess dredgeability.

REQUEST FOR INFORMATION & RESPONSE:
1. In addition to previous submitted questions regarding Massport Aviation Operation dredging and blasting access restrictions in and around the Turning Basin, we met with Massport Aviation Operations to notify them of the upcoming project and the scope it requires, including the many months of required blasting and dredging activities within their critical Aeronautical Study Zone (Points 826-832). The Massport team was not aware of the upcoming bid, scope or long-term vertical conflicts with contractor equipment performing the Government work.
There is no clear understanding of how great the impacts will be for this project that are caused by the Massport Operations. Costly dredge, drill boat, barges, tugs and equipment transits to and from this area will occur for the majority of the project duration, while extending the project duration considerably. In addition to the frequent local mobilizations/demobilizations, there is not enough scope in other contract areas to mitigate the major scheduling impact caused by the Massport Operations in the Turning Basin. As currently written, we believe this issue renders the specifications defective, and the project un- biddable due to this risk.
a. Are bidders meant to add daily move transits to and from the area, and include weeks or months of standby near the end of the project waiting on access to this area on spontaneous and random approvals by authorities?
b. Our recent experience, even with very well coordinated efforts between contractor and Massport, resulted in extraordinary delays, and at no predictable rate. How is the Government including this within the Government Estimate?
c. Please advise how this should be handled to eliminate any ambiguity in the interpretation of the contract requirements related to work within this zone.
GOVERNMENT RESPONSE: The Massport Aviations Operation Division is aware of the upcoming Boston Harbor blasting contract. Contractor’s means and methods as well as its coordination with interested parties will be contractor’s responsibilities. The Government calculated a reasonable amount of time necessary for coordination when creating its estimate and period of performance.
Relevant Clauses and Specifications sections include but are not limited to the following:
SECTION 02 32 00; 1.8 WORK PLAN
SECTION 35 30 00; 1.5.1 Schedules SECTION 35 30 00; 1.13 Coordination with the U.S. Coast Guard and Boston Harbor Pilots SECTION 01 11 00;
1.7.1 Waterways Navigation and Marine Traffic Management Plan 52.236-3 Site Investigation and Conditions Affecting the Work 52.236-7 Permits and Responsibilities
2. Please see the following request for Solicitation W912WJ21B0001 Boston Harbor Phase 3 Rock Removal Project:
Given the technical complexity of the project, will the Corps consider converting the solicitation to an RFP to include consideration of past performance and the evaluation of non-price factors?”
GOVERNMENT RESPONSE: No. The solicitation remains unchanged.
Site Investigation Performance Notification
In November 2020, Great Lakes Dock and Dredged (GLDD) received authorization to perform site investigations within the subject contract area. GLDD used a backhoe Dredge New York to dig approximately 20 test pits in the attached area, removing roughly 200-300 CY from each test pit in order to assess the dredge-ability of the rock and clay that will be encountered on the project. Total quantity removed and test pit locations are included below:
