SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0007
1. “3.1.4.2 Underwater Vibration Monitoring Equipment This shall require utilizing underwater locations and shall include drilling and installing a 3-axis borehole vibration monitor adjacent to the elevation of the Eversource horizontal directional drill (HDD) electric cable and Central Artery Tunnel.
The drilling borehole for the vibration monitoring machine at the HDD cable locations shall be at elev. - 140 MLLW to avoid contact with the HDD cable. The Contractor will be required to determine the appropriate depth of the drilling borehole for the Central Artery Tunnel monitoring equipment.”
Is the location of the borehole for determined by the Corps or by the contractor? Are there any restrictions or requirements for ancillary equipment or buoys above the final locations of the boreholes?
GOVERNMENT RESPONSE: The exact location (x,y) of boreholes is to be provided by the Contractor in the construction submittals and will be reviewed and approved by USACE. The specifications currently do not have requirements for marking, but the contractor can include proposed details in their submittals.
2. Specifications Section 35 30 00 Underwater Drilling & Confined Blasting Part 3.1.4.3 – Vibration Limits on page 25, states in the endnotes that ‘3 “Historic Structures” include, but is not limited to the following:
Cruiseport Sea Wall and Support Deck Area.’
A review of the Massachusetts Cultural Resource Information System failed to review the Cruiseport Sea Wall and Support Deck Area as identified historic structures. None of the three sea walls listed as historic structures, Dorchester Avenue Sea Wall, South Boston Sea Wall and New Street Sea Wall, is in close proximity of the blasting areas. However, assuming the Cruiseport Sea Wall and Support Deck Area are located along Work Area 3 in the Reserve Channel, drilling and blasting productivity may be severely impacted. If it is assumed that these structures remain defined as ‘historic’ and that they are located along Work Area 3, the contractor would have to maintain a 0.5 in/sec PPV at a distance of 75 to 80 ft from the structure. This would most likely imply a very restrictive set of blast design parameters with small diameter packaged explosives (3.5” diameter or smaller), and possibly even include the use of multiple decks loaded in a single blast hole in the 50 ft zone closest to the toe of dredge.
Would decking be allowed in Work Area 3 if required as a result of the above? This would also imply significant subdrill to make the blast design constructable. Is there a restriction on the amount of subdrill allowed in Work Area 3?
GOVERNMENT RESPONSE: With regard to the Cruiseport Support Deck area, the Government and Massport consider this to be a historic structure, built in 1919.
The Cruiseport Sea Wall was built in 1955.
The fenderline for the Cruise Terminal is along the southern edge of the Cruiseport Sea Wall’s cantilevered deck. The Support Deck Area sits immediately behind the Cruiseport Sea Wall, and begins approximately 30 feet north of the fenderline.
Below is a cross-section of both structures.
Considering the age of both structures, deck area and seawall, the Government and its owner, Massport will allow for a 1.0 in/sec PPV vibration limit for the seawall area but maintains that a .5 in/sec PPV must be met for the deck area located behind the sea wall.
The Government does not restrict the use of deck loading for explosives or the amount of subdrill. In order to meet the limitations as described above, the contractor is required to submit a test blast plan and an operational blast plan for USACE approval that should indicate how these limitations will be met. The Government will not comment on any potential blast plans at this time.
3. Please confirm that all underground utilities and “no-spud” zones located in or nearby the project work areas are identified on the Contract Drawings, and that the known depths have been identified and confirmed by the Government and included within the contract specifications and drawings.
GOVERNMENT RESPONSE: Please refer to SECTION 35 20 23 Par. 1.6.4.1 Protection of utility lines.
4. Have all utility crossing owners been notified of blasting activities being needed under this contract, and have they acknowledged this formally? Please supply copies of utility installation permits and as-built drawings for each utility, communications and acknowledgments to/from utility owners confirming the requirement for future blasting in and around each utility. It is important for this information to be supplied prior to bid to understand any concerns and to reduce major delays later.
GOVERNMENT RESPONSE: Please refer to SECTION 35 30 00; 1.5.1 Schedules.
5. Are there any blasting limitations within the vicinity of any utility crossing?
GOVERNMENT RESPONSE: Please refer to SECTION 35 30 00 3.1.4.3 Vibration Limits
6. Federal Reserve Channel blasting vibration restrictions are expected, extending blasting durations in the area considerably. We believe the entire Reserve Channel may have to be shot with a 3.5” charge diameter and some may even have to be decked to maintain PPV on the dock structure and on the buildings on the dock. Does the Government concur with this position?
GOVERNMENT RESPONSE: After NTP, the Contractor shall present their blast plan via the submittals as described in Specification Section 35 30 00 which will be reviewed by the Government at that time. Blast plans will not be reviewed or commented on through the RFI process.
7. Is blasting allowed within the Federal Reserve Channel while cruise ships are berthed at the Black Falcon dock and/or with container ships on the opposite side of the channel?
GOVERNMENT RESPONSE: The Government has coordinated with Massport and will allow blasting to occur in the Reserved Channel while ships are berthed so long as blasting occurs at least 7500’ from the berthed ships.
8. In soliciting the Phase 2 Contract, the Corps indicated that it may exercise Optional Item 0008 of that contract in order for the contractor to conduct Subsurface Drilling and Sampling of hard material. Did the Corps exercise this option? If so, has the Corps made available the Subsurface Drilling and Sampling.
GOVERNMENT RESPONSE: This option was not exercised.
9. The IFB states that, under the Phase 2 Contract, “the Contractor was required to outline remaining limits of material that would require pre-treatment prior to dredging, which in this case is blasting.”
Has the Corps released to offerors all of this information collected during the Phase 2 Contract outlining the “remaining limits of material that would require pre-treatment prior to dredging.”?
GOVERNMENT RESPONSE: Please refer to Amendment 1; Question/Response 1 in which the government makes available all information collected during Phase 2.
10. Will the Government please postpone the bid opening an additional two weeks from the current December 1 bid date to allow more time to review materials around the upcoming holiday, including the review of the anticipated Government responses to outstanding and forthcoming contractor’s questions?
This will also help with State/Local Government and internal COVID safety protocols while producing bid pricing. We don’t believe this will have any impact on the overall project completion requirements.
GOVERNMENT RESPONSE: Bid due date was extended to Dec. 15, 2020. Refer to Amendment 0005.
11. Is the Electronic Funds Transfer (EFT) number required to be on our bid offer sheet (referencing page 8 of 83 52.204-7 4.b.2 in solicitation)?
GOVERNMENT RESPONSE: This solicitation does not require EFT information prior to award.
12. We read through the solicitation and noticed that 52.252-1 states that “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.” Are there specific FAR sections for this solicitation that must be manually filled out and submitted with our offer as opposed to what we have already addressed electronically on the SAM system?
GOVERNMENT RESPONSE: As long as all information is already addressed in the offeror’s SAM profile then no other items need be submitted. It is the offeror’s responsibility to ensure all items have been addressed.
13. Item 14 of the Standard Form 1442 requires the name and address of the Offeror, there is also a box for Code and a box for Facility Code. Please confirm that the Code box is to be populated with the Offeror’s Unique Identifier and what code the Facility Code is to be populated with.
GOVERNMENT RESPONSE: Code box is to be populated with Offeror’s Unique Identifier (Cage Code).
The Facility Code may be left blank.
14. Specifications Section 35 30 00 Underwater Drilling & Confined Blasting: Does the government intend to issue an amended set of specifications which will incorporate the responses to RFIs from the contractor community where changes are necessary? Or are the responses to RFIs considered to be affirmative changes to the project specifications and contractually binding?
GOVERNMENT RESPONSE: Yes, any changes made/responses to RFIs via amendment are affirmative changes to the project specifications and are contractually binding and will be incorporated into the final contract.
15. Specifications Section 35 30 00 Underwater Drilling & Confined Blasting; Part 3.1.4.3 – Vibration Limits and Part 1.9.2 – Test Blasting: In view of the government response to RFI 9 and 11, we respectfully request a postponement in the bid date of at least 14 days to allow us to evaluate whether the project in constructible with the current set of specifications. We have to consider the limitations and safety considerations of EM 385-1-1 (2014) on blast design and implementation, the guidance provided for underwater blasting incorporated in EM 1110-2-3800 (2018), and the current limitations presented by the project specifications, to thoroughly assess constructability.
GOVERNMENT RESPONSE: Bid due date was extended to Dec. 15, 2020. Refer to Amendment 0005.
