SUMMARY OF CHANGES
The following have been added by full text:
Specification Change Summary
1.1 CHANGES TO SPECIFICATIONS
1.1.1 Revised and Reissued Specification Sections
1. Section 01 57 20, paragraph 2.1, delete this paragraph and replace with:
2.1 Turbidity Curtain
Turbidity curtains shall be utilized for all disposal operations into the Lower Harbor CAD Cell. The turbidity curtain shall consist of an impermeable geotextile barrier capable of being deployed and functioning as a turbidity barrier in the Acushnet River for the required duration. The turbidity curtain shall include all appurtenances and equipment necessary to deliver, store, deploy, maintain, and move (as necessary) the turbidity curtain. The material shall meet the requirements listed herein. For safety purposes, the turbidity curtain shall be visible in the water, either a colored fabric or clearly demarked in another manner approved by the Contracting Officer's Representative.
1. The turbidity curtain shall be extended around the complete perimeter of the LHCC Phase I and Phase II. The only opening shall be a "door" to allow vessel traffic into and out of the LHCC area; this "door" shall be returned to the closed position during all dredged material placement into the LHCC Phase I. The turbidity curtain shall extend from the water surface to within approximately six inches of the harbor bottom at mean high water, unless it is determined via the Government water quality monitoring that the curtain needs to be deepened to better contain dredged material in the CAD cell. Note that a deeper curtain would rest on the harbor bottom at lower tides and may generate water column turbidity as a result.
2. The turbidity curtain shall be securely anchored to the existing wood piles at appropriate spacing, and be of sufficiently strong material construction, to withstand high winds, storm driven waves, large vessel wake, etc. The turbidity curtain shall be anchored along its bottom as necessary to maintain its vertical position.
3. The separate sections making up the perimeter turbidity curtain shall be laced together through grommets on reinforced fabric to prevent releases of any turbidity plumes or oil sheens between sections. The top foot of the curtain shall be a solid material to similarly prevent/minimize releases of an oil sheen and small debris.
4. An oil-absorbent boom shall be placed along the entire interior of the turbidity curtain during placement operations.
This boom shall be replaced per manufacturer's direction or as needed to retain the ability to absorb any oil sheens that may be present.
2. Pages 1 showing the impermeable HD Turbidity Barrier Detail with anti-wind lift geogrid and page 2 showing the impermeable HD Turbidity Barrier Detail in Attachment H of the specifications are deleted.
3. Attachment C Deletes Stations 2014-25-1, 2014‐26‐1, 2014‐30‐1 through
2014‐30‐8, and 2014‐31‐1 through 2014‐31‐8 from Attachment C of the Specifications
REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES
AMENDMENT 0004
1. Will a positioning and/or dewatering barge be allowed to spud in the EPA CAD CELL Phase II Active CAD Cell? The plans suggest that the CAD Cell is a no spudding zone.
RESPONSE: No spudding is allowed within the CAD cells. The Government has installed additional piles from what is shown in the Specification’s Attachment H which will be available to the Contractor to tie off the dewatering barge(s). The general location of the additional piles are shown on the attached drawing (released under this Amendment No. 0004).
2. If spudding is not allowed in the CAD Cell area will anchoring be permitted?
RESPONSE: No anchors are allowed to be placed in the CAD cell. Anchors shall be placed outside the CAD cell.
3. How will the Scow be held in the CAD Cell for dewatering?
RESPONSE: It is the responsibility of the Contractor to determine where to locate and how to hold their equipment in place during the work of the project. See response to RFI 1 in Amendment 0004 (above).
4. If the Contractor submits additional projects, are the additional projects subject to the same requirements (completed in the last five years, PPQs, CPARS, etc.) as the required project(s) for FACTOR 2?
RESPONSE: Additional projects that are provided are subject to the same constraints as the required projects.
5. Please clarify if scow island barges are floating or not?
RESPONSE: Please refer to SECTION 01 11 00, paragraph 1.3.2 Coordination with Other Work states that the “The integrity of the scows is unknown; however, one of the scows does appear compromised as it lists to one side.” See RESPONSE to Amendment #0001, RFI No. 4.
6. Will anchoring be permitted in the CAD cell?
RESPONSE: See response to RFI #2 in Amendment No. 0004.
7. If Debris is found will it be disposed of in the CAD cell or removed off-site. Is the contractor responsible for the cost of the offsite debris disposal?
RESPONSE: It is the responsibility of the contractor to remove all debris encountered that can be removed with the environmental bucket in accordance with SECTION 35 20 23, paragraph 3.1.9 Debris Management. Debris removed during dredging that is not suitable for disposal in the EPA CAD Cell will be picked up and transported onshore for disposal by the Government as indicated in paragraph 3.1.9.
8. When were the piles installed?
RESPONSE: Piles were installed in November/December 2014.
9. What is the current condition of the piles?
RESPONSE: The piles were installed in November/December 2014 and were new at the time of installation and based on visual inspection are in good condition.
10. Will full dredge templates be provided?
RESPONSE: Yes, Amendment #0001 posted the Lower Harbor Pre-Dredge Bathymetric Survey of 2014-2015, Boundary files for each of the 9 Dredge Management Units (DMUs), and Target Elevations for each of the 9 DMUs.
11. Will there be penalties if debris encountered displaces material below the Over-depth?
RESPONSE: There will be no penalties for debris that extends below overdepth elevation. The Contractor shall inform the Government when encountering debris.
The contractor shall document the location in their daily Quality Control reports and document the location in their hydrographic surveys.
12. Are there any analytical data sets for contamination of the sediment, in the event that the sediment has to go upland?
RESPONSE: All contaminated sediment targeted for dredging is presumed to be greater than 50 ppm PCB. The offeror shall assume the excess material will need to be dewatered and transported and disposed on in a hazardous waste or TSCA landfill.
13. Is there a penalty for digging below the 6” over-depth?
RESPONSE: There is no penalty for digging below the 6” over-depth for any specific incident; however, see the RESPONSE to Amendment #0001, RFI #1.A which addresses actions that may be triggered at the discretion of the Contracting Officer if there are volume exceedances for any specific dredge area(s).
14. Will the possibility of a wire clam shell bucket be permitted?
RESPONSE: No, Section 01 54 50, paragraph 1.3 “Plant and Equipment” requires a “sealed environmental bucket”.
15. Who will be responsible for the piles at the end of the project?
RESPONSE: The existing piles shall remain in place at the end of the project.
Any additional piles shall be installed and removed by the Contractor at their own expense.
16. Is a 12 hour wait time necessary for the entire project?
RESPONSE: See RESPONSE to Amendment #0001, RFI No. 1.B.
17. Is the bid negotiable? (the low bidder may not be the best choice) RESPONSE: The Basis of Award is described starting on Page 15 of the solicitation states that, “All evaluation factors other than Price, when combined, are significantly more important than Price” and “that the award may not necessarily be made to the lowest price proposal offered.”
18. Did the government use Bulking factor when calculating CAD Capacity? If so, can this be provided?
RESPONSE: A bulking factor was not used in the calculation of the CAD Cell capacity.
19. If CAD capacity is exceeded as a result if bulking, who will be responsible for the additional disposal cost?
RESPONSE: The CAD cell is adequately sized to fit the material within the designed dredge areas for this contract. The Contractor will not be held responsible for offsite disposal due to bulking of material in the CAD Cell.
20. Why is a hydraulic bucket required?
RESPONSE: Based on the research of other environmental dredging operations (nationally) and the experiences of the design team, it was determined that mechanical dredging operation using a sealed environmental bucket (not a “hydraulic bucket”, as cited in the question) was necessary to achieve the goals of this project.
21. Can Material be mechanically offloaded into the CAD cell?
RESPONSE: No.
22. What is the limiting factor for the disposal hours of operations?
RESPONSE: See SECTION 01 11 00, paragraph 1.4.1 Hours of Operations.
23. Is dredging restricted on Sunday or is it only disposal?
RESPONSE: See SECTION 01 11 00, paragraph 1.4.1 Hours of Operations.
24. How close does Government expect dredging to occur near structures?
RESPONSE: See Section 35 20 23, paragraph 1.8.3 which states, “The Contractor shall conduct the dredging operation such that it does not undermine, weaken or otherwise impair existing structures located in or near the areas to be dredged. The Contractor shall investigate the existing structures at the site and plan the dredging work accordingly.”
25. Who bares the liability for the collapse of structures near dredging area?
RESPONSE: See Section 35 20 23, paragraph 1.8.3., which states, ”Damage to private or public property or structures resulting from the disposal or dredging operations shall be repaired promptly by the Contractor at his expense. Damage to structures resulting from the Contractor's negligence will result in suspension of dredging and require prompt repair at the Contractor's expense as a prerequisite to the resumption of dredging. The repair time will be the responsibility of the Contractor; no schedule extensions will be provided to complete the repairs.”
26. Will Oil booms be required around dredging operation?
RESPONSE: See SECTION 01 57 20 paragraph 1.7.2 (f) and Section 35 20 23, paragraphs 1.8.2, 1.12, and 3.1.6 (a).
27. Will AD/BD survey be based on Average Min or Max?
RESPONSE: The AD survey will be accepted on minimum soundings, see Section 01 72 30, paragraph 3.2.2(a). Volume calculations will be based on the average soundings, see Section 01 72 30, paragraph 1.10.
28. Will the EPA Pipeline be in use during this project?
RESPONSE: Yes.
29. What type of material is the EPA Pipeline used for?
RESPONSE: PCB contaminated sediment slurry.
30. Existing curtains (if any). If any curtains are in place from previous use would they be acceptable if still in serviceable condition. If not, they would need to be removed and disposed of (responsible party?)
RESPONSE: The existing turbidity curtains that are in place will be removed prior to the start of work of this contract and will not be available for use.
31. Conflict of required depth placement of curtains:
2.1(2) states 6" above harbor bottom @ MLL.
2.2 states 6" above harbor bottom @ MHW.
This may be a typo, need clarification
RESPONSE: Please refer to Amendment 0004 Specification Change Summary Section 01 57 20, paragraph 2.1, subparagraph (1).
32. Pilings P-31, 32, 33, 34 & P-38 are within the dredge prism. Sheet C-304 indicates a 25' standoff from P-34. Does the 25' standoff apply to the others listed above as well?
RESPONSE: See Section 35 20 23, paragraph 3.1.2., which states, “Dredging will be performed around the hardwood piles that anchor the turbidity curtain. Dredge depths around these piles range from 0.5 to 2.5 ft. Dredging shall be conducted in a manner that avoids damaging the piles.”
33. It states the USACE will remove the turbidity curtain at the end of the project, is it still the contractors to own if they want it?
RESPONSE: No.
34. It states that the turbidity curtain is to overlap by 5' in each section. This was not the case in previous projects. Most turbidity curtain manufacturers do not construct the curtain to attach this way, all curtains we've dealt with connect end to end, they do not overlap, but they also do not leave any gap between the two sections.
RESPONSE: Please refer to Amendment 0004, Specification Change Summary Section 01 57 20, paragraph 2.1, subparagraph (3).
35. There are two curtain designs included in the specification package (pages 764 and 765). Can the Corps clarify which design is required for the LHCC?
RESPONSE: Amendment 0004 deletes pages 1 and 2 of Attachment H. The new turbidity curtain to be installed shall meet the requirements of Section 01 57 20, which is updated under this Amendment 0004 - Specification Change Summary (revised SECTION 01 57 20).
36. The most recent bathymetry included in the specification package is dated December 2015 and marked as preliminary (page 777). Will there be any additional surveys of the LHCC preformed prior to the next phase of dredging?
RESPONSE: The electronic data for the Pre-Dredge Bathymetric Survey of 2014- 2015 was made available under Amendment #0001. TA hydrographic survey of the CAD cell was performed on February 6, 2017 and the results of the survey are included in Amendment No. 0004. See attached.
Amendment 0004 deletes the drawing entitled “Condition Survey Post Construction CAD Cell Check” in Attachment J and replaces it with the new condition survey drawing provided in Amendment 0004.
37. Offeror requests that the Government provide survey data in xyz format.
RESPONSE: The Lower Harbor Pre-dredge Bathymetric Survey data of 2014-2015 in xyz format was provided in Amendment #0001. See response to preceding RFI #36.
38. Offeror requests that the Government provide contract drawings in AutoCAD format.
RESPONSE: AutoCAD drawings are furnished as part of Amendment No. 0004.
39. RE: Core Logs (reference: Drawings) It appears that the locations of core logs 2014‐35‐06, 2014‐25‐1, 2014‐26‐1, 2014‐30‐1 through 2014‐30‐8, and 2014‐31‐1 through 2014‐31‐8 are not shown on the proposal drawings. Please provide the location of these logs as they indicate strata that may impact effective use of an environmental bucket.
RESPONSE: Amendment 0004 deletes Stations 2014-25-1, 2014‐26‐1, 2014‐30‐1 through 2014‐30‐8, and 2014‐31‐1 through 2014‐31‐8 from Attachment C of the Specifications. These core logs are not within the dredge areas for this contract.
Station 2014-35-6 is shown on sheet G-102 southwest of 2014-35-5 and northwest of 2014-35-7.
40. Section 00 32 00, 1.1 states that the offeror shall be prepared to excavate the full range of materials, including any remaining debris. It states “Failure of the contractor to anticipate or be prepared for the varying subsurface conditions that exist within the Harbor shall not be cause for a claim of change in conditions of any kind.” In Section 01 11 00, 1.1 “Objects that cannot be removed with the environmental bucket shall be left in place and their position documented on Record Drawings.” (1) Offeror respectfully requests clarification as to whether pricing should include all material and debris removal. (2) Please confirm a hard digging bucket will not be permitted regardless of conditions on this project.
RESPONSE: Pricing shall be included for the removal of all dredge material to the required depth and debris removed during the dredging operation (unless specifically cited to be left in place as per Section 01 11 00, 1.1 “Objects that cannot be removed with the environmental bucket shall be left in place and their position documented on Record Drawings”). Hard digging is not permitted under this project.
41. Contractor respectfully requests a 2‐week extension from proposal submission date to March 13th to provide the Government with an offering that is competitive and provides the best value proposition.
RESPONSE: The proposal due date is extended in Amendment 0003.
42. Specs call for a “low impermeable geotextile barrier” (Part 2 Section 2.1).
Paragraph 3 states that the turbidity curtain shall be sufficient overlapped (minimum of five feet). After several conversations with Pam McSwain(VP os Sales & Marketing @ Parker Systems Inc.) she informed me that the fixed curtains described in the specs are NOT designed to be connected together with the overlap as put forth in package. (they are designed to be tightly connected end to end). Please advise.
RESPONSE: Please refer to Amendment 0004, Specification Change Summary Section 01 57 20, paragraph 2.1, subparagraph (1).
43. Oil absorbent boom (Part 2 Section 2.1) Paragraph 4 states that the boom to be placed inside the turbidity boom to be also over lapped by five feet. As these booms typically come in 10 foot sections, as written it would mean a full second row of booms.
This could become an overburden some maintenance and navigation issue due to the doubled number of booms that need to be tendered, maintained & kept out of harms way (working boat propellers). Please advise.
RESPONSE: Please refer to Amendment 0004, Specification Change Summary Section 01 57 20, paragraph 2.1, subparagraph (4). In addition, see response to RFI Nos. 34 and 35 in Amendment No. 0004.
44. Is there a requirement for lighting each individual piling with a navigational light as there was in the past?
RESPONSE: There is no requirement to light the pilings.
45. Turbidity curtain shall consist of a LOW impermeable geotextile barrier. PART 2 (2.1) PAGE 8. However on page 9 under fabrics/test values it states: water flow rate -impermeable, and EOS - impermeable. It is a tad confusing of what is required. Thru research I found that the curtains we used previously was stated as using the smallest commercially available mesh (typically an Equivalent Opening Size (EOS) of 100 -
0.0059 inch or 0.15mm mesh opening). Please advise RESPONSE: See response to RFI 42 in Amendment 0004.
46. The Measurement and Payment Section of the specification, Section 01 22 00, states “The cost for installing a Type II turbidity curtain shall be included in the cost of dredging.”
a. Please confirm that that this statement refers to a separate turbidity curtain to be used for the dredges working throughout the dredge prism.
RESPONSE: The Type II turbidity curtain around the perimeter of the CAD Cell is to be included in the dredging cost. Turbidity curtains are not required around the dredge working within the dredge prisms.
b.If yes, please provide a specification for the Type II Turbidity Curtain.
RESPONSE: The requirements for the turbidity curtain are cited in SECTION 01 57 20, paragraph 2.1 - Turbidity Curtain and the Changes to the Specifications (paragraph 2.1) under this Amendment 0004.
47. Specification 35 20 23 3.1.6 states that, “The Contractor shall redistribute by mechanical dredging all mounds of material that project above fill elevations shown in the contract drawing to other areas of the CAD cell.” At the site visit, the Government indicated that spudding will not be permitted within the CAD cell. These statements appear to be inconsistent. Please explain how the Government envisions mechanical dredging without spudding.
RESPONSE: No sediments shall be left above the fill limits when disposing of sediments in the CAD cell. It is the Contractor’s responsibility to place the sediments in the CAD cell in a manner such that the sediments do not project above the fill limits of the CAD cell as indicated on sheet G-107. If required, the Contractor shall develop their own method of mechanical dredging to redistribute mounds above fill elevations that conforms to the specification requirements.
48. Please provide the most current xyz data specifically for the CAD Cell elevations to properly assess CAD Cell capacity.
RESPONSE: The xyz information is furnished as part of Amendment No. 0004.
49. Section 00100, 3.b of the RFP requires Offerors to submit MS Word (doc) files with its electronic proposal. If Offerors’ native files are in a format other than MS Word (doc), offeror requests ability to submit searchable PDF files only.
RESPONSE: The offeror is not required to convert their native files into PDF files.
The Offeror is required to submit files in their native format, whatever that native format is.
50. Section 00100 under Volume 1 – Technical Information requests PDFs of plans and cross sections that demonstrate the minimum past experience requirements. Please confirm that these pages – with proper file names, etc. – are acceptable to include in the non-page counted Appendix to the Technical Volume RESPONSE: The excerpts from technical information documenting minimum past experience requirements is included in the maximum page count.
51. Please provide the chemical analysis of sediments within and below the dredge prism.
RESPONSE: Chemical analysis for all core samples is furnished in Attachment A of the Specifications.
