SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
1. After review of the specifications, I have a question regarding page 8, “Quantity
Determination of Breakdown”. It states:
“Off-site disposal of the remainder of the sediment may be triggered at the discretion of the Contracting Officer if at any point the dredge verification survey shows the "Estimated Total Volume with 6" Allowable Over depth (cubic yards)" is exceeded for any of the Dredge Areas listed in the table below, and upon such exceedance, the contractor shall prepare a Corrective Action Plan within two calendar days of notification by the Contracting Officer.”
A. I am unsure as to the implication of this. What is the remainder? Does it mean that excess material shall be disposed of elsewhere, for example off loaded and trucked to a landfill?
RESPONSE: In Specification Section 01 11 00, Paragraph 1.1.1 Quantity Determination and Breakdown, on page 3, the word “remainder” refers to dredge volume in excess of the estimated total volume with 6” allowable overdepth in the table on page 3-4 for a dredge area.
Section 01 11 00, Paragraph 1.1.1 Quantity Determination and Breakdown, on page 3, explains the requirements of a Corrective Action Plan if dredge volume is in excess of the estimated total volume. Up to 6” of allowable overdepth is identified for a dredge area. The estimated allowable volumes are as shown in the table on page 3-4. If, after implementation of the Contractor’s approved Corrective Action Plan, volumes in excess of the allowable overdepth continue, the Contracting Officer may require the contractor to implement actions defined in the Contractor’s approved “Procedures and Approach for Off-Site Disposal of Contaminated Sediments Plan.”
Section 35 20 23, Paragraph 1.5 Submittals, on page 6, provides the requirements for the “Procedures and Approach for Off-Site Disposal of Contaminated Sediments Plan.” This may be triggered at the discretion of the Contracting Officer if at any point the dredge verification survey shows the "Estimated Total Volume with 6" Allowable Overdepth (cubic yards)" is exceeded for any of the Dredge Areas listed in the table on page 3-4 of Section 01 11 00, Paragraph 1.1.1
W912WJ-17-R-0003
B. I also read that sediment testing will be done after dredging and it may impact hold times. Currently it is not necessary for the contractor to hold material for 12 hours before disposal. Is this correct?
RESPONSE: Section 35 20 23, Paragraph 3.1.4, Page 12-13, discusses the requirement for scow decant water and associated requirements including decant time of up to 12 hours that must be met before disposal in the CAD Cell.
2. For Factor 1 – Company/Project Team Experience, may we use 11 x 17 size pages for our project descriptions?
RESPONSE: Section 00100, Proposal Submission Requirements, Paragraph 3, allows for 11X17 pages to be used for tables/graphic only.
3. Please provide a ROM for this opportunity.
RESPONSE: See p 38 of the Solicitation, “52.003-4015 MAGNITUDE OF PROJECT
4. If the two derelict barges (Scow Island) do not float, will they still be required to be moved for dredging operations? If the barges break apart and/or sink during handling will the contractor be required to remove and dispose of the barges?
RESPONSE: Yes, the barges are required to be moved in order to perform dredging activities. See Section 01 11 00, Paragraph 1.3.2. Coordination with Other Work. The Contractor is required to coordinate their construction activities and relocation of vessels with other private entities conducting business operations in or adjacent to the harbor. The Contractor shall coordinate the relocation of any vessel with the owner. The Contractor is not required to move or cleanup the barges as part of this requirement.
