AMENDMENT PARTICULARS

A. SOLICITATION

1. Section A The paragraph “Over and Above Work” is revised to the following:

OVER AND ABOVE WORK (CLIN 0003)

Over and above (O&A) work is work discovered during overhaul, maintenance and repair efforts considered by the parties as within the general scope of contract requirements. The contractor will complete and submit a work request. In accordance with the DFARS PGI 217.77, the O&A work requires that the contractor identify needed repairs and provide corrective action during contract performance. The contractor then submits a work request to identify the O&A work, and the Government authorizes the contractor to proceed. Because the work is identified as a CLIN in Section B (CLIN 0003) of the contract, it is within scope of the contract. Refer to the PWS section 13 and DFARS 252.217-7028 for more information.

B. CONTRACTOR INQUIRIES

By this Amendment 0003, the Chicago District, USACE provides its responses to contractor inquiries:

PWS Comments:

1.3.3 Does USACE understand how pulse interleaving is to be achieved? If so, please advise.

RESPONSE: The method of interleaving the pulses shall be proposed by the Contractor.

Does USACE understand how GPS is to be connected? If so, please advise.

RESPONSE: The method of connecting the GPS shall be proposed by the Contractor.

Does USACE understand how the GPS is to function? If so, please advise.

RESPONSE: The function of the GPS shall be proposed by the Contractor.

How does USACE intend for contractors to address existing patent held by Smith-Root, Inc. for GPS pulse interleaving? Please advise.

RESPONSE: USACE has government purpose rights in the GPS pulse interleaving system, which was developed with federal funds. Spacing of the pulses with respect to a constant time may be made using government purpose rights data as necessary, or may be developed by the Contractor.

1.4.9 Does USACE intend for PQ building monitoring to be added to 2A control system? If so, please advise as to USACE’s expectations for this feature of work.

RESPONSE: Yes. The Contractor shall include the existing powering monitoring system presently fed into the IIA building in the monitoring described in this PWS. The monitoring shall include a temperature monitor which alarms if the interior exceeds 90 degrees F. The new system shall provide similar monitoring capacities to the existing monitoring system.

3.3.1 Please confirm that it is understood by USACE that the performance of the power equipment is not inclusive to the scope of this solicitation. In providing confirmation, please note that there is a concern that even with a fully functioning control system, that issues with other systems and equipment will be misunderstood by USACE as a failure by the contractor to deliver on the ‘fully functional’ requirement that would provide USACE with false justification to withhold payment.

RESPONSE: First statement is confirmed; Only the controls are within scope. As for the second statement, USACE will follow the terms of the contract in accordance with all applicable laws and regulations.

3.3.3 (B)

Has USACE determined what ranges are allowed by the equipment? If so, please advise. Please note that it would be helpful to the contractors for USACE to provide a table listing out each piece of equipment and the allowable ranges for each. Please advise. If USACE hasn’t determined what ranges are allowed by the equipment, how does USACE envision this to be determined? Please advise.

RESPONSE: The contractor shall document each piece of equipment and allowable ranges.

3.3.3 (C) (C) What is meant by the statement that the “pulse train is provided by existing “Keysight”?

How did USACE determine that this is a credible and accurate statement? Please advise.

RESPONSE: There is an existing Keysight scope in the barrier that monitors the voltage and current in Barrier IIA.

Keysight is a digital oscilloscope manufactured by Keysight Technologies of Santa Rosa, CA that displays voltage.

3.3.3 (C) (D) Does USACE have a purpose for the Ethernet connection for future IGBT controllers? If so, please advise as to what this purpose is. What information does USACE expect to have transmitted to the future IGBT controllers through the Ethernet connection? Please provide detailed comprehensive response. Has USACE investigated means of redundancy in the event that the information to be transmitted is critical to the functionality of the 24/7/365 mission critical operation of the IGBT controllers? If so, please advise. If not, what is USACE’s expectation for ensuring the 24/7/365 viability of the information? What is USACE’s intended purpose for requiring the new IGBT controller to communicate directly with the HVPS controller?

Is this a component of 24/7/365 mission critical functionality? Has USACE investigated means of redundancy in the event this path of communication is critical? If so, please provided detailed comprehensive response as to how redundancy is to be achieved. If not, what is USACE’s expectation for ensuring the 24/7/365 functional reliability of communication between new IGBT controller and HVPS controller? Please advise in comprehensive detail.

RESPONSE: The purpose of the ethernet connection is for the proposed controllers. Measurement and control data will be transmitted thru this connection. All redundancy requirements are illustrated in the PWS. We ask potential contractor to reread these sections for better comprehension of the project scope. The new IGBT controller will communicate directly with the HVPS controller so we can assign a voltage.
