1.3 PARTNERING
In order to most effectively accomplish this contract, the Government urges the Contractor to join with the Government in establishing a cohesive and professional project management team. Through this "partnering" relationship, both entities would strive to draw on the strengths of each organization for the ultimate goal of assuring that the project’s intended results are achieved, within budget and on schedule. This endeavor seeks an environment that nurtures team building, cooperation and trust between the Government and the Contractor. The partnering relationship would be bilateral in make-up, and participation will be totally voluntary.
The first step in initiating the concept would be a joint project management team "partnering" conference attended by multiple officers from each organization representing management and the key jobsite staff of each entity. The initial conference would be held within the first ninty (90) days following contract award. The Resident Engineer would chair the conference, establish its agenda and distribute minutes of the meeting. A professional facilitator acceptable to both parties would lead the participants of the session, through the steps of team building and the formation of a problem solving mechanism within the group. The conference duration would be no more than one day. Location of the conference would be offsite within a 60 mile radius of the jobsite at a facility which offers conference rooms and food service. All costs in connection with rented facilities and the facilitator would be shared equally by the Government and the Contractor. Each organization would pay other costs of its respective employees attending the conference.
Additional partnering sessions would be held no less than biannually.
Implementation of the partnering concept and philosophy would be an on-going process.
SECTION 01 00 00 Page 5
1.4 COORDINATION CONFERENCES
Routine coordination conferences will be scheduled by the Contracting Officer throughout the life of this contract. Coordination conferences will be held to discuss contract administration, Contractor quality control, phasing, scheduling, and other aspects relating to this construction. The Corps of Engineers and the Contractor will be represented at each of these meetings. Similar information concerning replacement personnel must be forwarded to the Contracting Officer, should any replacement be required at any time during the life of this contract. Coordination conferences will be scheduled to occur when notified by the Contracting Officer.
1.5 COORDINATION WITH OTHERS
Construction of features in this contract will impact or be impacted by other organizations. The Contractor has primary responsibility to initiate the coordination and communication in a timely manner with the Contracting Officer to schedule activities of others and minimize or eliminate conflicts with others. The Contracting Officer will then determine the appropriate course of communicating with the others involved. In many cases, the Contracting Officer may determine that the Contractor should communicate directly with others while ensuring the Contracting Officer is timely informed of the decisions of the communications or actively involved in the communications.
1.5.1 Coordination with Other Contractors Within the Same General Area
In addition to the provisions of Contract Clause 52.236-8 titled "OTHER CONTRACTS", the following information is provided:
1.5.1.1 Coordination with TVA or Corps of Engineers' Dewatering & Maintenance
The contractor is advised that Tennessee Valley Authority (TVA) or Corps of Engineers' construction crews may be operating in and near the work limits of this contract while performing dewatering and maintenance repairs to the existing lock, typically in spring / summer months and typically only once every three years.
Most of the work will be performed from barges in the downstream approach of the existing lock and typically is completed within 30 days. Typically, the work will require that the Government position a crane and other support equipment in the downstream approach channel. Corps maintenance activities will have priority over the Contractor's forces during such periods, but such work should not impact work outside of the downstream approach to the existing lock.
The Corps will inform the contractor in advance of obstructions to lock contract activities. The Contractor must coordinate all activities through the Resident Engineer.
1.5.2 Coordination with Land Owners and Utilities
1.5.2.1 General
LAYDOWN AREA #1 adjacent to and North of Trailhead Drive will be available at NTP. The remainder of the construction limits will be available upon completion of the Lock Excavation Contract (Anticipated Feb 2019) These areas are clearly identified on Drawing 61W510-02-LC. These areas belongs
SECTION 01 00 00 Page 6 to TVA, owner of the Chickamauga Lock and Dam. Any supplemental lands needed for contract staging is the responsibility of the Contractor.
Supplemental lands should be active commercial facilities that are currently used for construction operations. Supplemental lands which are not in active commercial use require additional environmental assessments which could require up to 6 months for approval, depending on the environmental quality and previous disturbance of the site. The Contractor must submit a Contractor Lay Down and Staging Area Plan showing development, utilization and restoration to the Contracting Officer for approval prior to initiation of work. All staging areas must be returned to initial conditions to the extent possible, unless so directed by the Contracting Officer. The Contracting Officer reserves the right to disapprove the proposed site if it is determined to have an adverse environmental impact.
Where known, the locations of utilities are shown on the Contract Drawings. No utility relocations are anticipated for the work activities in this Contract. If during the course of this Contract, it is determined that utility relocations are necessary, they shall be performed by the respective owners, except as noted below. The Contractor is (a) responsible for field verification of exact locations with the utility owner; (b) responsible for coordination and cooperation with utility owners and scheduling access to required work areas; (c) should not assume that this list is all inclusive, and should anticipate that other utilities may be encountered. If this should occur, it is the Contractor's responsibility to notify the Contracting Officer and to coordinate the relocation of the utility appurtenance with the utility owner.
It is understood and agreed that the Contractor has considered in his bid all of the permanent and temporary utility appurtenances in their present or relocated positions and that no additional compensation will be allowed for delays, inconveniences, or damages sustained by him due to any interference from the said utility appurtenances or the operation of relocating them.
1.5.2.2 Coordination with Norfolk Southern Railway Company
Coordinate with the Norfolk Southern (NS) Railway Representative to develop work plans for activities regarding construction under the railroad bridge or near railroad bridge piers.
Coordination with Norfolk Southern Railroad is required for activities in close proximity to the railroad bridge crossing immediately downstream of Chickamauga Lock and Dam. The existing boat ramp may require grading or other surface treatment by the Contractor prior to being available for use. The condition of existing boat ramp can be observed during the pre-bid site visit. Location of the boat ramp other than where it is shown on the drawings; and any major improvements in the river to the boat ramp will require approval from the Tennessee Wildlife Resources Agency, the U.S. Fish and Wildlife Service, and the Tennessee Department of Environment and Conservation (TDEC) - Chattanooga Field Office, and may require relocation of mussels. The section of the Tennessee River from Chickamauga Dam downstream to Chattanooga is designated as a mussel sanctuary and as such is afforded special protection. Mussels at the lock construction site and for a 600 foot section along the shoreline at the staging area have been relocated for this contract. The use or construction of other marine access locations within the project area require the necessary environmental clearances and must be approved by the Contracting Officer. It is likely that permission to use an alternate marine access location will depend, at least partially, on an environmental assessment as described in Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS of these Specifications.
1.6.2 Land Access
The road into the lock will be a dedicated access for lock personnel and for the construction contract staging. Trailhead Drive and the Hixson Greenway will be closed to the public. Activities which may impact access to the existing lock require the approval of the lock operator and the Contracting Officer. Use of any TVA lands outside the area dedicated for construction staging in the contract drawings require approval from TVA.

1.7 IMPACTS TO NAVIGATION TRAFFIC
The Contractor is advised that the development of his work plan and its execution must not impede navigation through the project site, except as noted elsewhere in these Specifications. Specific criteria are provided in the following two paragraphs.
1.7.1 Navigation Channel Restrictions and Information
The Contractor is advised that the project area is traversed by commercial cargo vessels on the Tennessee River. Tows traveling this reach of river are often jumbo barges configured 5L x 3W, resulting in tows of
SECTION 01 00 00 Page 10 approximately 1200 feet in length and 105 feet in width. The average tow at Chickamauga Lock is 8 barges. Since each barge requires a lockage time of about one hour, the average tow requires about 8 hours to lock through the 360 ft x 60 ft lock.
The navigation channel within this Contract's work area is depicted in the drawings. The Contractor must not engage in any activity restricting commercial or recreational vessel traffic within this channel without the knowledge and written approval of the Contracting Officer and Chickamauga Lock Lockmaster or unless specifically stated elsewhere in these Specifications. Marine vessels required to assist and relocate plant and equipment for construction must have the horsepower to safely perform such operations under the flow conditions for which the work is being conducted.
If a helper boat is provided to assist navigation vessels as part of an approved Contractor Plan, then it must have a minimum of 600 horsepower and must be a twin screw vessel. All of its electronic, environmental, safety and fire-fighting equipment must be in good working order and meet established marine industry and US Coast Guard standards. The government reserves the right to disqualify a vessel if the vessel's condition or seaworthiness is judged unacceptable or it is deemed unable to perform the task safely. In addition to the vessel's master, the vessel must be crewed by a minimum of one deckhand while underway. The Contractor must adhere to all requirements of the Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1. The pilot and crew will not be allowed to be on duty for more than 12 hours in any 24 hour period.
No falsework will be allowed in this area that would impede or endanger vessels traversing the channel at water levels up to elevation 644 feet, unless a plan to protect the falsework and navigation traffic is developed and approved by the Contracting Officer and the U.S Coast Guard. It may be possible for the Contractor to develop plans to protect the falsework and navigation traffic at various water levels through the use of a helper boat dedicated to this effort and to this channel 24 hours a day. During low water elevations, the falsework may not require the protection or a helper boat or other protection means if it is not possible that vessels will impact the falsework. If a helper boat is provided to assist navigation vessels as part of an approved Contractor plan, then it must have a minimum of 600 horsepower and must be a twin screw vessel and meet the same requirements as those noted above.
While lockages are often 8 hours or more, the volume of traffic at Chickamauga Lock does not typically lead to significant delays between tows. As such, there will be windows where there is no commercial traffic in the lock. Therefore, it may be possible for the contractor to develop plans to operate within the navigation channel during these periods with advance coordination and approval from the Contracting Officer and the Lockmaster. The feasibility of this plan would depend on the type and size of equipment the contractor plans to have in the channel and many other factors that would have to be reviewed and approved by both the Contracting Officer and the U.S. Coast Guard.
The Lockmaster or lock operator on duty can be reached by phone at (423) 875-6230 or by Marine Band Radio VHF - FM 156.8 MHz (Ch.13) or 156.7 MHz (Ch.14). Channel 16 is the authorized reply and distress frequency, and locks are not permitted to use this frequency except in an emergency involving the risk to immediate loss of life or property. The Contractor is advised that under most circumstances, he will not be allowed to use or impede the use of the Federal mooring cells immediately downstream of the
SECTION 01 00 00 Page 11 lock or the two cells on the right descending bank just upstream of the lock. Only when given written permission by the Contracting Officer or the Chickamauga Lock Lockmaster will the Contractor be allowed to use these mooring facilities.
1.7.2 Impacts to Recreational Craft
The Contractor is advised that the work area of this Contract is a popular area for recreational boating and fishing. During optimum water and weather conditions, it is not unusual to have 10 or more fishing boats present in the one-half mile reach of river below Chickamauga Dam. In addition, recreational lockage traffic is heavy each June during the week-long Chattanooga Riverbend Festival and during football season by boaters traveling to/from University of Tennessee football games. The Contractor's work plan and safety plan must be developed with this knowledge and with the goal to minimize the impacts to these vessels. It is the desire of the Government not to close the river to these boats. It is the responsibility of the Contractor in the development of his work plan and safety plan to determine the need and mechanism for any closures of the tailwater area to these boats.
1.8 ARMORING OF EXPOSED STREAM BANK
It is anticipated that the Contractor's work plan may require the removal of existing riprap along the streambank at the construction staging area.
At no times shall areas of streambank within the limits of the existing riprap be exposed without a 30 inch thick layer of riprap for more than a period of two days unless specifically authorized by the Contracting Officer. If this riprap placement is not shown on the Contract Drawings and is being required to support the Contractor's work plan, then the cost of providing this riprap shall be considered incidental to the Cofferdam construction and will be the responsibility of the Contractor. The removal or placement of riprap below the top of any streambank on the project will require approval from the Contracting Officer and the issuance of a State Water Quality Certification.
1.9 PROJECT SITE SECURITY REQUIREMENTS
Project site security requirements are stated in Section 01 35 50 PROJECT

1.13 COMPLIANCE WITH U.S. COAST GUARD PERMITS
The U.S. Coast Guard has issued separate permits for the Norfolk Southern Railway Bridge. The Contractor must adhere to all the restrictions and criteria specified in these permits.
1.14 DAM SAFETY EMERGENCY ACTIONS
1.14.1 Dam Safety Training
At least one representative from each of the Contractors and at least one representative from each of his subcontractors' work crews that are involved in excavation work or drilling within 800 feet of the centerline of Chickamauga Dam are required to attend dam safety training. This training will be provided on-site by TVA personnel and consists of less than three hours of instructional video tape and site specific instructions. The training will be provided at no cost to the Contractor or subcontractors. This training is required prior to any of the described work effort above. Any excavation or pile driving in river outside the cofferdam requires a State Water Quality permit and review by the Corps Navigation Section.
1.14.2 Dam Safety Condition Notification
If a potential condition threatening dam safety is noticed by the Contractor or subcontractor employees, the Contractor should immediately notify the TVA's Production Manager for Chickamauga Dam at (423) 697-4170.
The senior operator will then dispatch a TVA employee to view and report on the condition. As soon as possible, the Contractor must also notify the Contracting Officer's Representative at the site or the Resident Engineer.
If the situation is a potential or actual Dam Safety Emergency, the senior powerplant operator will issue guidance through the Contracting Officer's Representative or the Resident Engineer on actions the contractor must take to stabilize the dam safety situation or TVA will take actions in an attempt to stabilize the dam safety situation. In the event the
SECTION 01 00 00 Page 13
Contracting Officer's Representative or Resident Engineer are not available, and the situation is considered critical, the senior powerplant operator may issue this guidance directly to the Contractor. Any part of the contract work delayed or otherwise impacted due to a dam safety concern as described herein will be addressed in accordance with the contract clause titled "Suspension of Work".
