RFI # 4
1) Section 26 32 15.00 10 – Diesel Generator Set Page 12, 2.5.4.1 Refers to the fuel tank to be 24 hr runtime @ 100% load. Drawing E-402 Note #1 indicates a sub base tank. On page 38, 3.5 Onsite Inspection and Tests, 3.5.5, Safety Run Test, W. references to a day tank. Please clarify this is a sub base fuel tank of 24 hour runtime @ 100% load and the 3.5.5.W. day tank verbiage shall be omitted.
2) Drawing E-601dated 6/22/15 Drawing shows a load bank connection cabinet, 1600amp, 3p, 4w, 480/277volt, NEMA 3R;
mechanical lugs. Found no written specifications for this load bank connection. Is this load bank connection box needing to meet UL Listing? Please provide specifications for this equipment.
3) REF:Drawing E-100A Note 6 requires a conduit and cable run through the inside of ITN HQ Building # 2120.
Question: How far away is the switch room from the edge of the building perimeter outline where note 2 demark line ends at building?
4) Contracting to clarify bid schedule - The “Pricing Schedule”in the Solicitation does not match the “Bidding Schedule” There are missing ABI and the numbering system is different. Do both bid forms get submitted ? Please clarify.
5) Referencing Drawing M-503, detail A3. The detail shows pumped condensate and filtered domestic water lines into the CRAC units. I don’t see any pumped condensate in either the M or P series drawings. Furthermore, drawing P-101 shows ½” cold water down to the CRAC units.
o Is there any pumped condensate required?
o If there is no pumped condensate will the CRAC units drain to the floor drains shown in the immediate area?
· Is the verbiage in the detail incorrect? Is the ½” cold water the only domestic water to be supplied to the CRAC units?
6) Referencing drawing MS-101, is there any specification for the underground chilled water lines? I saw mention of copper type K but Perma-Pipe pre-insulated piping is the usual in this type of application.
· Plumbing Detail C1 and A4 show water and gas meters being compatible with EMCS. Is the mechanical contractor or EMCS contractor supposed to provide these meters?
· Section 236410.1.2.SD-03 and SD-06 – Factory testing. Please confirm desired conditions to test the air cooled chiller at. Does an allowance need to be carried for the owner to fly out for the test or will all costs to fly the owners representative out be handled outside of this contract? Please confirm if the sound test is required as this is not available at most AHRI testing sites.
· Section 236410.2.5.10 – (Condenser coil coating) – Please confirm if condenser coil coatings are required.
7) Section 236410.2.5.10 – Condenser coils – Please confirm whether a Microchannel condenser coil would be acceptable in lieu of a fin and tube condenser coil design. Microchannel reduces the refrigerant charge in the unit, but does not allow for a pumpdown cycle per specification.
8) Reference: Drawing C-120 and C-121 Please clarify if the gas line (aprox. 1,250 lf) that is shown on drawings C-120 and C-121 is included in this contract. If it is, please provide us a pipe size, type of materials and specification.
9) M603 – Indoor Modular AHU schedule, remark 10 calls a return fan on AHU-2. There is no performance data shown to size this fan, nor does the ATC flow diagram on M803 reflect this requirement. Please confirm if the return fan is necessary on AHU-2
10) Please advise if it’s possible to extend the construction period from 365 days to 480 days.
11) Please advise what is the anticipated award date? so we can account for the proper winter conditions.
12) Please advise where detail A4/S505 is applicable, we couldn’t find any reference for such.
13) On Drawing E100; keynotes #4 & 5 states “CONTRACTOR SHALL PAY FOR ALL UTILITY FEES ASSOCIATED WITH WORK PROVIDED BY BG&E. Also Key notes #8 & 12 state “CONTRACTOR SHALL BE RESPONSIBLE FOR ALL COST INCURRED FOR BG&E TO PERFORM THIS WORK.” Please provide point of contact for BG&E to solicit their proposal for such costs or advise if such work is to be considered not in contract scope for the time being.
14) On drawing M701, Keynotes #1 & 2 list details B2 & B3/M501; however the later doesn’t have such details?
15) Drawing M502 shows detail C5, please advise if this detail is applicable to the exterior mechanical yard only or is applicable to Mechanical room 138 also?
16) On Drawing MS101 general note #4 lists detail A2/M505, however there is no M505 on the plans set! Paragraph 3.1.1 of spec section 10 26 13 states “Mount guards on external corners of interior walls, partitions and columns as shown on drawings”, however drawings depicts no reference for such corner guards locations! Also, the section on 2.2.1 is stating “Corner guards shall extend from floor to ceiling” while drawing I601 is asking for 48”
AFF!
17) On Spec Sec 01 20 00.00 20, paragraph 1.2.4 require breaking TAB activities “in the Schedule of Prices and in the Construction Progress Documentation”; does that include the project schedule?
18) Paragraph 1.5 WORK RESCHEDULING on SECTION 01 11 00 states “Contractor shall allow for a maximum of 15% of the scheduled calendar days where construction activity is prohibitive.” Are we to carry 15% of duration where construction activities will not occur? Is this float?
19) Section 01 50 00, page 10, 3.5.1 and 3.5.2 - an office 200sf in size with heat, power, telephone and toilet facilities is to be provided. Would an independent trailer without water and a portable toilet be adequate? Will Government carry insurance for this facility?
20) EVAPCO Dry Cooler (DC-1) Scheduled on Sheet M-601 is the basis of design. The solicitation is specifying the project to comply with Buy American Act, and while the EVAPCO Headquarters is Located in MD the Dry Cooler is only made in Belgium. Belgium may be an approved country for the BAA, Also, on the schedule M-604 Mitsubishi Ductless Split Systems (DSS-1,2-1) are specified as the basis of design, while they are made in JAPAN. Japan falls under the BAA. Please clarify on this matter and if the project falls under the BAA.
21) Reference E-103 (Gen Note #4), E-104 (Gen Note #4) & E-403 E-103 (GN#4) and E-104 (GN#4) address the Server Room RAF and Electric Room #222 RAF and refers to E-403 for grounding requirements. E-103 (GN#4) states that grounding of ‘non-stringer’ type RAF is not required. Please confirm that grounding of the RAF (pedestals) is required only in the Server Room and Elect Room #222.
22) Reference E-601 Why are there dashed lines surrounding the Power Distribution Unit (PDU-1)? Is this PDU to be part of an ABI?
23) Reference E-601 & E-605 There are numerous conflicts between the Conduit & Conductor Schedule on E-601 and the Feeder Size Schedule (for Mech Equip) on E-605. Please advise which schedule should be used for feeder sizing.
24) What is the preferred glass tint color? Solarbronze as listed on A-211 or gray as listed in 088100-5 2.2.2?
25) Please confirm that the interior glass lite is to be 1/2" thick laminated and that it is to be heat strengthened. Both of these items are listed in 088100 but these projects usually require 1/4" thick laminated annealed.
26) Is the low-e coating to be Solarban 70XL as listed on A-211? Or is it to meet a .28 u-value as listed in 088100-52.2.2? Depending on the other responses, this low-e may not meet the specified u-value. If the exterior lite is to be tinted and tempered, wouldn't glass type G5 be the same as G1? Tempered/tinted outboard and laminated inboard?
27) Is GC Project Manager required to be part of full time on-site personnel?
28) Is this project tax exempt? Would the awarded GC get tax exempt certificate?
29) In regards to the Overhead/Vertical Cable Tray within the MDF/Server room and IDF/Network Closets. Who is responsible for providing/installation of the Cable Tray?
