FAR 6.302-1 ( c) provides the use of brand name descriptions when the requirement can only be met by one brand name product. Best Access Systems is the company that has provided the system and installation of existing systems.

Solicitation from authorized Best Access System dealers is the only practical method due to compatibility of the existing key and lock system on the installation.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

There are no substitutes for the Best Access System hierarchy key access system. However, there are various Best Access System dealers to obtain competitive pricing.

Market research was not conducted for this brand-name requirement. As stated in Section 8, there are various vendors available that carry the different Best Access System products which provide competitive pricing avenues.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Currently, 100% of the key and lock combination systems on the installation are Best Access System products. If this product is not approved it will require additional maintenance, operation, and training of Civil Engineer (CE) personnel to include locksmith tasks with additional equipment.
