CONTINUATION OF BLOCK 14

Amendment 0001 Questions & Answers:

Q1. Solicitation page 49, section 1.3.2 Staffing Plan states "...and Joint Personnel Adjudication System (JPAS) / Defense Information System for Security (DISS) screen prints demonstrating Secret clearance..." Page 8 of the JPAS Account Request Procedures dated 10/13/2017 lists printing or taking a screenshot of JPAS data as a common misuse of JPAS. How can offerors fulfill the requirement?

A1. Remove “and Joint Personnel Adjudication System (JPAS) / Defense Information System for Security (DISS) screen prints demonstrating Secret clearance of Site Manager / Alternate Site Manager.” This was listed as an example to Identify and provide a strategy that addresses coverage of required tasks with trained and qualified personnel. Offerors are not limited to the examples listed in 1.3.2. Alternate information may include but is not limited to company account identifiers or providing the Social Security Number for a Security Manager to verify qualifications.

Q2. Will a site visit be scheduled before June 15 or will the opportunity be postponed due to the current restrictions no travel placed by Colombian Government?

A2. A site visit will not be scheduled before June 15th. Solicitation closing is extended. Notes to Offerors 2 is revised to state “end of August” instead of “end of June.”

Q3. Our mnetor in a Joint Venture has the required (security) clearance for this effort. Can Joint Venture participate, where one of the members has the clearance?

A3. The solicitation is issued unrestricted so a Joint Venture is not excluded. Secret Clearance is required of the Site Manager and Alternate Site Manager. Organization of the Joint Venture to address this requirement while ensuring proper compartmentalization of information can be included in the Technical Proposal.

Q4. Would it be possible to use CPARS instead of Past Performance questionnaires?

A4. Submission of a past performance volume is required. The offeror shall provide the past performance questionnaire to the past performance reference(s). Evaluation of Past Performance (b) on page 51 of the solicitation states the Government may consider information in the offeror’s proposal and information obtained from other sources such as PPIRS/CPARS.

Amendment 0002 Questions & Answers:

Q5. Reference Part 1, paragraph 1.6.18 Phase-In/Phase-Out (PIPO) Period. This paragraph refers to having the Contract Site Manager in place a minimum of fifteen (15) days prior to the contract start date. Would the Government please state the length of the contract phase-in period?

A5. The phase-in period is 15 calendar days. Paragraph 1.5 Period of Performance was revised in Amendment 0001.

PWS 1.6.18 is correct.

Q6. Reference Part 3, paragraphs 3.4 Property/Equipment and paragraph 5.6 Property Accountability. Paragraph

3.4.1 states the PMP is due by the end of the phase-in period, and 5.6.1.1 states the PMP is due 60 days after contract start. Would the Government please clarify when the PMP is due?

A6. The PMP is due by the end of the phase-in period. PWS paragraph 5.6.1.1 is revised to match.

Q7. Reference Part 3, Government Furnished Property (GFP) and Government Furnished Services (GFS), paragraph

3.5 Materials. How is fuel replenishment accomplished for MOGAS, Diesel, and/or AVGAS?

A7. Fuel for GFP is purchased by the contractor off-base and reimbursed using the Other Direct Costs CLIN. The contractor is not responsible for acquiring fuel for U.S. Government personnel (customers/rotational units).

Q8. Reference Part 5, paragraphs 5.6 and 5.6.1.1, Property Accountability. 5.6 refers to the Property Management Plan/System (PMS/P) which seems to imply that the PMS/P already exists, and 5.6.1.1 refers to the Property Management Plan (PMP), which is a contract deliverable. Is the reference to a PMP/S in error? Does the contractor follow the customer’s PMS/P or does the contractor develop it’s own PMP?

A8. The reference to a PMP/S is not in error. The contractor must develop it's own PMP and/or PMS however; the Contractor may employ customary commercial practices, voluntary consensus standards, or industry-leading practices and standards that provide effective and efficient Government property management that are necessary and appropriate for the performance of this contract (except where inconsistent with law or regulation).

There are typically two documents associated with how contractors manage GFP. These two documents are the Property Management Plan (PMP) and the Property Management System (PMS). The PMP is a broad, overall plan traditionally housed at the company/corporation level. The PMP demonstrates the offeror’s plan on how they intend to and/or already manage GFP. The PMS is more specific and must be tailored to the contract. The PMS must address all 10 of the applicable outcomes detailed in FAR 52.245-1(f) and other associated clauses. Additionally, the PMS must detail how the contractor operates on a day-to-day basis. This document should detail specific time frames, procedures, custodial positions, locations of storage etc... The contractor shall have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) Government property in its possession. The system shall be adequate to satisfy the requirements of this clause. In doing so, the Contractor shall initiate and maintain the processes, systems, procedures, records, and methodologies necessary for effective and efficient control of Government property. The Contractor shall disclose any significant changes to its property management system to the Property Administrator prior to implementation of the changes.

*** Important Note: The PMP and PMS can be the same document so long as it provides sufficient detail associated with all GFP clause requirements.***

Q9. Reference Attachment 5, Government Furnished Property (GFP) and Government Furnished Services (GFS) Are there spare appliances (stoves, washer, dryers e.g.) available to cannibalize parts for minor repairs?

A9. The Contractor shall not cannibalize Government property unless otherwise provided for in this contract or approved by the Contracting Officer. (FAR 52.245-1 (c)(3)).

Q10. Reference Quality Assurance Surveillance Plan (QASP), Requirements Table. Furthest right column reads “% Deduction from monthly invoice for not meeting Performance Standards.” There are 17 Performance Objectives and each one’s % deducted range is between 0-30%. Without finer definition of the weight of each objective, presumably a cumulative (17) total % deducted from a monthly invoice could be 17 X 30% = 515%. Will the Government adjust the individual PRS % deductions so that any given month’s total will not exceed 100% of any given monthly invoice?

A10. The maximum cumulative deduction is 100% of the monthly invoice.

Q11. Would the U.S. Government consider awarding the contract without a site survey or provide a site survey report?

A11. Per included FAR provision 52.237-1 Site Visit, “Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.” The U.S. Government intends to schedule a site visit when access to the base is available to those not presently in Colombia. Questions received during the site visit will be published as an amendment to the solicitation.

Q12. If contract services are reduced during FPCONs Charlie and Delta and only “mission essential” services are performed, will the Contractor be allowed to bill its full Fixed Price contract scope?

A12. The Contractor will be allowed to bill CLIN X001 in full. Reimbursement CLINs X002 and X003 to be billed per receipts as with other FPCON levels.

Q13. Reference PWS 4.5.1.4, will the U.S. Government require the incumbent Contractor to satisfy all potential employment liabilities of the current workforce? The incoming Contractor should not be expected to assume unpaid employee benefits or other financial liabilities incurred under the outgoing Contractor.

A13. The incumbent contract includes DFARS clause 252.222-7002 Compliance with Local Labor Laws (Overseas). The clause is amended to this solicitation.

Q14. Reference PWS 1.6.10.1.5, “If Manager on Site (Site Manager or Alternate) is unable to perform duties, an alternate (Bilingual with Secret Security Clearance) Site Manager shall be on site within 48 hours.” Does the U.S.

Government anticipate medical or other “temporary” outages for illness or family emergency?

A14. The Contractor is responsible for determining how to meet the contract requirements at 1.6.10 to have an individual onsite to act for the contractor when the Site Manager is absent.

Q15. PRS 14 requires the contractor to restore any disruption of service within 24 hours. The Contractor does not have direct control over the 3rd party companies. Recommend the U.S. Government acknowledge that despite prompt notification, the service provider may be unable to restore service within 24 hours.

A15. PWS 5.9.3 describes “within 24 hours or earliest ability of utility company.” PRS 14 is amended to add “earliest ability of utility company.”

Q16. Please explain exactly how the QASP will be used and the process by which potential financial penalties may be assessed.

A16. The percent deduction for not meeting PRS standards will be determined based on the severity and continuation of the infraction. The penalty would be assessed against the monthly invoice. The deduction column in the QASP PRS is added to PWS attachment 1, PRS.

Q17. Does the table of contents and table of figures count towards the 20 page limitation of Volume 1.

A17. The tables do not count towards the 20 page limitation.

Q18. Does the U.S. Government require a full reps/certs package completed, or will representation and sam.gov screen shot demonstrating current reps/certs in the system be sufficient?

A18. See the first paragraph of FAR 52.212-3 on page 52. If reps & certs are completed electronically, complete only paragraph (b). If not completed electronically, complete (c) through (v).

Q19. The Contractor requires a reasonable U.S. Government estimate of “after-hours” labor required to respond to admin requirements outside the employee’s regular work schedule. Recommend providing a NTE after-hours labor assumption to be priced into the contractor’s FFP CLIN labor or add a CLIN for pre-approved overtime to be billed.

A19. Due to fluctuating quantities of rotational units on site and varying situations that may not repeat, historical data is not a good indicator of future requirements. The only established “after hours” requirements are email of the daily SITREP and availability of the Site Manager telephonically per 1.6.4. This could take 5 minutes or considerably longer depending on conditions at the site. The U.S. Government will not establish a Not To Exceed value for the purpose of offeror assumption in pricing.

Q20. CLINs 0002-0006, 1001-1006, and 2001 are duplicated and out of sequence on pages 4-8. Please delete the extraneous CLIN references.

A20. The CLINs do not appear out of sequence. The descriptions are repeated with each CLIN. The periods of performance for each CLIN are described in the Delivery Information section starting on page 45.

Q21. CLINs X002 and X003 are designated FFP with restrictions. As described, the terms imply Cost Reimbursable rather than FFP. Recommend these CLINs are reclassified from FFP to Cost Reimbursable (CR) with G&A applied but fee not allowed.

A21. Recommendation noted, however this requirement is for commercial services. The use of cost-reimbursement contracts is prohibited for the acquisition of commercial items in accordance with FAR 16.301-3.

Q22. Will the U.S. Government provide a list of specific authorizations/benefits to be provided in the LOAs from

SPOT, PWS 1.6.22.1?

A22. Local Nationals will be authorized Local Badge only. U.S. citizens will be authorized Local Badge and Billeting per PWS 3.2.1.

Q23. Will the U.S. Government confirm that U.S. Government vehicles are only operated on base – not off base?

A23. Correct. As stated at 5.10, GFP vehicles are not authorized for use outside of Apiay Air Base.

Q24. Does the U.S. Government require on-site translation services, or is out-sourced translation a viable approach?

A24. On-site translation services are required, as PWS 5.5.1 states translation includes preparation and processing of base access security badges. Documents that include Personally Identifiable Information (PII) should not be out-sourced.

Q25. Are all 10 storage facilities within the Apiay footprint? Only two are shown in attachment 2. What is the U.S.

Government estimated level of effort required to perform organization, maintenance, and storage of materials and equipment within?

A25. All storage facilities are within the Apiay footprint. Locations include behind Hangar 1 and on the other side of the Concrete Wall at the Main Billeting Area. Level of effort will vary depending on rotational units and initial organization.

Q26. What is the average census of U.S. Government personnel and other residents in a given month? Is the occupancy rate expected to increase or decrease during the contract period of performance?

A26. PWS 1.2 identifies an approximation of 50 billeting rooms in use per rotational unit. Occupancy is not constant every month. Historical information is not an indicator of future occupancy. The U.S. Government does not have an estimate as to whether there will be more or fewer occupants during the contract period of performance as rotational units are not limited to U.S. Army South. The approximation is a rough estimate that also averages months with 0 occupancy (no rotational unit).

Q27. What are the limitations for type, margins, size, etc. for the Proposals?

A27. Technical proposal: Times New Roman, no less than 10 pitch, single spaced, no less than 1” margins, 8 ½ x 11 (front pages only) format. Title page and table of contents and table of figures (A21) do not count toward the 20 page limitation. However, those tables do not include any information other than title and page number.

The Past Performance and Price proposals have no maximum page limit. The Past Performance proposal shall consist of a list of references. The Price proposal consists of a completed SF1449 CLIN structure.

Q28. Could the Government please clarify the evaluation criteria to determine Best Value?

A28. Evaluation of the Best Value among Past Performance and Price of Technically Acceptable proposals is in accordance with FAR 13.106-2. Technical proposals will be evaluated as Acceptable or Unacceptable. The Government will then conduct a Performance Confidence Assessment for each offeror with a Technically Acceptable offer. Best value evaluation is then used to determine whether the lowest priced of the offers having the highest past performance rating possible represents the best value when compared to any lower priced offer.

Q29. The Government stipulates at 5.10 “Contractor may supply vehicles for use in support of Contractual activities.” How will the Contractor recover its costs for any vehicles used in performance?

A29. The Contractor can recover its estimated costs for Materials & Equipment listed at 4.2 and 4.6 through inclusion in CLIN 0001.

Q30. Which volume should the offeror include registry or other certification which authorizes the company to perform and do business in the country of Colombia per 1.6.21.2.1?

A30. The Staffing Plan / Organizational Structure in the Technical Proposal, which includes “an approach that demonstrates a thorough understanding of the roles and qualifications required to meet PWS requirements…”

Q31. Please clarify where offerors should include the Section 1.1 technical approach content, as it is not included in the Technical Proposal content stated in 1.3, 1.3.1 or 1.3.2.

A31. Offerors may address in the Technical Proposal as they see fit. The technical approach to performing listed tasks may be described in the Management Plan though a Work Breakdown Structure with each task as an element.

The technical approach content may be described in the Staffing Plan along with the qualifications of personnel performing the tasks/services.

Q32. Would the Government consider removing the requirement that the offeror describe how its proposed technical approach is similar to its commercial practices? This contract is for Base Operations Support, which is unique to Government and has no equivalent in the commercial world.

A32. The Government will remove the requirement that the offeror describe how its proposed technical approach is similar to its commercial practices. However, the services required (grounds maintenance, billeting, housekeeping, etc.) are not unique to the Government as there are many commercial companies that perform the tasks.

Q33. CLINs X002 refer to reimbursable ODCs with a NTE value that ranges from $138,000 to $276,000. Does the Government intend the NTE values to be considered “plug numbers?”

A33. Yes.

Q34. CLINs X002 state that reimbursement will be per receipts and indirect costs such as G&A are not authorized.

This disallowance of G&A costs is inconsistent with FAR 52.216-7(b)(1)(ii)(F). Would the Government reconsider its disallowance of G&A costs on these CLINs given the FAR specifically allows G&A on CLINs of this type?

A34. FAR 52.216-7 does not apply to this solicitation or resulting contract. An offeror may include indirect costs such as G&A in the fixed price CLINs X001 using the NTE “plug number” values of CLINs X002 and X003.

Indirect costs such as G&A shall not be separately added to the receipts for the Other Direct Cost CLIN.

Q35. Would the Government clarify its intent in using what seems to be contradictory terminology in CLINs X002 as “FFP” but also state “reimbursement per receipts?”

A35. The Contractor receives the fixed price identified in the invoices/receipts. The receipts are for pass-through costs of utilities and specific supplies that are directly paid by the Contractor due to lack of U.S. Government account and administrative personnel onsite to make the payments. The intent is to include all payments to the Contractor in the competition for contract award.

Q36. Should the Reps & Certs be included in Volume 3 Price?

A36. Yes, all documents such as the SF1449, fill-in clauses and provisions, and SF30(s) would be included in Volume 3. There is no maximum page limit for Volume 3.

Q37. Would the Government provide an Excel template for the Price?

A37. The Government will not provide one, but Offerors may create and include a spreadsheet in the Price proposal.

The Offeror is still responsible for transferring the prices into the SF1449 and CLIN structure of the solicitation.

Q38. Are you going to schedule a visit to the base?

A38. Yes. It is currently scheduled for September 24, 2020, but is subject to Colombian international travel restrictions. Attendees are required to register with the Contracting Officer no later than September 3, 2020. A spreadsheet with required information is attached.

Q39. Is there a minimum number of work personnel that must remain 24/7 at the base?

A39. No. See 1.6.10 and 3.2.1. U.S. Citizen Contractor personnel are not allowed to live off-base and shall comply with United States. Military Group (USMILGP) General Order 1, and the Apiay Force Protection Policies (https://www.fcg.pentagon.mil/fcg.cfm). While U.S. Citizen Contractor personnel are not allowed to live off-base, there may be circumstances in which they leave the base (i.e. supply pick-up, travel).

Q40. I understand that the accommodation for the Administrator will be at the base. Does it include the alternate administrator?

A40. Billeting is provided for U.S. personnel per 3.2.1.

Q41. Will training in general, as well as anti-terrorism training, be given at the base?

A41. Websites for access to training are provided in the respective PWS paragraphs, with instructions of who the Contractor is to contact if the website is unavailable.

Amendment 0003 Questions & Answers:

Q42. Reference Part 1, paragraph 1.6.4, Hours of Operation and Section L, paragraph 1.3.2 Staffing Plan. What are the historical documented over time requirements?

A42. Historically, the over time was not documented in any invoice to the Government.

Q43. Reference DD254 and Part 1, paragraphs 1.6.7.4 and 1.6.7.4.1, Personnel Security Clearance Requirements. Is the reference to top secret cleared contractor employees in paragraph 1.6.7.4.1 in error? It conflicts with the DD254 and paragraph 1.6.7.4 which indicate personnel security clearances shall be at the secret level.

A43. Yes, remove “top” from 1.6.7.4.1.

Q44. Reference Part 5, paragraph 5.5.1, Administrative Support. Please confirm that no administrative support personnel require a security clearance. If one is needed, then to what level?

A44. The Site Manager and Alternate Site Manager require Secret security clearance. Any individual privy to all of the same data should have the same Secret clearance level. It is the Contractor’s decision as to what personnel perform administrative support tasks described in section 5.5. Those tasks may be performed by the Site Manager or Alternate Site Manager, so “administrative support personnel” may require a Secret security clearance.

Q45. Reference DD254. Block 11 states:

The Contractor will:

b. receive and store classified documents only Block 13, 2nd note states:

Contractor will not generate or store any classified information.

Is 11(b) in error? If not, please clarify.

A45. Yes, 11.b. is in error. The Contractor will not receive or store classified documents.

Q46. The solicitation states, “Elements of an Acceptable Technical Proposal include, but not limited to.” Would the Government provide all elements of an acceptable Technical Proposal for evaluation?

A46. The previous paragraph identifies evaluation as a subjective review of each Management & Staffing Plan to determine if the proposal demonstrates clear understanding of the PWS requirements and includes the elements set forth in the Technical Proposal section of the Addendum to 52.212-1. The listed elements are ways in which an offeror can demonstrate understanding of the PWS requirements. It is not the Government’s intent to provide the minimum threshold for technical acceptability as an LPTA acquisition.

Q47. Are there areas for changing rooms, dining rooms, showers, for work personnel?

A47. Billeting is provided for U.S. personnel per 3.2.1.

Q48. Please clarify if there is an expectation to have on site in billeting both the site manager and alternate site manager full time. PWS 1.6.10.1.5 is open to interpretation that the site manager is required on site and the alternate is also required. If both site & alternate are not available, then a 2nd alternate is required to be onsite within 48 hours.

A48. The location of the alternate (and/or 2nd alternate) site manager is at the discretion of the offeror, so long as the requirement of PWS 1.6.10.1.5 is met. Billeting of the alternate site manager is available IAW PWS 3.2.1 and would be included in the Staffing Plan per 1.3.2 of the Addendum to 52.212-1.

Q49. Can the Work Breakdown Structure be included outside of the 20 page count?

A49. No. See Q&A 54 and Q&A 66.

Q50. Does the person attending the site visit have to be a US Citizen or can the person be Colombian.

A50. There is no requirement for the person attending the site visit to be a U.S. Citizen. However, the site visit will be conducted in English only, and all questions resulting from the site visit must be submitted in English to nathanial.d.gaunt.civ@mail.mil and dion.d.benton.civ@mail.mil.

Q51. Is it the Government’s intent that offerors include PII information, i.e. JPAS/DISS, Colombian driver’s licenses, etc. in the proposal?

A51. PII may be required to prove Secret clearance level of the Site Manager / Alternate Site Manager. Any other PII can be redacted as appropriate.

Q52. If PII is included in the proposal, what classification markings should offerors use to protect this information?

A52. For Official Use Only.

Q53. Amendments 0001 and 0002 provide Q&A that alter the solicitation. Wil the Government release a conformed solicitation that includes all updates through Amendments 1 and 2?

A53. Yes, a conformed copy of the solicitation is provided with Amendment 0003.

Q54. Would the Government allow a Gantt chart on 11” x 17” foldout pages with each 11” x 17” page counting as 1 page.

A54. Yes. Use of 11” x 17” pages limited to Gantt chart or similar Work Breakdown Structure depiction, included in 40 page limitation per Q&A 66.

Q55. If A54 is no, could the Gantt chart be excluded from the 20 page limitation as an Appendix to the Technical Proposal?

A55. N/A, see A54.

Q56. Amendment 0001 modified the Base Year from 6 months to 11 months without changing the NTE values of CLINs 0002 and 0003. Was this an oversight or are the same NTE plug numbers from the original RFP to be used for the 11 month period of performance?

A56. The NTE plug numbers have been updated to reflect the 11 month period of performance.

Q57. Can the Government confirm that Phase-In, CMR, and Certificate of Compliance Plan (PWS 5.11-5.13) can be addressed outside of the WBS?

A57. Yes.

Q58. Can PWS 5.11-5.13 be addressed in the body of the Technical Volume?

A58. Yes.

Q59. Is a full technical approach to Phase-in and Phase-out required, or how these tasks would be managed?

A59. How the Phase-in and Phase-out tasks would be managed is acceptable instead of a full technical approach.

Q60. Will the Government allow five (5) more pages to the Technical Volume page count?

A60. Page count increased to 40. See Q&A 66.

Q61. Where can offerors find the number of repairs and preventive maintenance actions referenced under PWS 5.2 performed under the incumbent contract?

A61. Quantities of repairs and preventive maintenance actions are not available. PWS 1.2 identifies the quantity and types of buildings, most of which have air conditioners that may need repair. Noted at A19 in Amendment 0001, due to fluctuating quantities of rotational units on site and varying situations that may not repeat, historical data is not a good indicator of future requirements. Offerors may review Attachment 5 GFP list to see types of equipment that would require preventive maintenance.

Q62. Where can offerors find the number of VIP events that occur on contract?

A62. There are no known VIP events scheduled on or after February 28, 2021 at this time. Historical data or averages are not a good indicator of future requirements.

Q63. A thorough work breakdown structure requires an extended page count. Request the Government exclude this element from the 20 page maximum similar to resumes, certifications and licenses.

A63. Page count extended to 40 pages including work breakdown structure. See Q&A 66.

Q64. Please permit offerors to use font types other than Times New Roman for figures and tables.

A64. Different font type is acceptable but size must be at least 10.

Q65. The solicitation does not mention a Price Narrative that would address assumptions, estimating methodology, etc., providing the Government with no insight as to how the cost/price was built. Would the Government consider and evaluate a price narrative if submitted.

A65. An offeror may submit a price narrative with the Price proposal as data other than certified cost and pricing data for consideration in determining the proposed price fair and reasonable. A price narrative is not required at time of initial proposal. See the final paragraph of 3. Evaluation of Price within the Addendum to 52.212-2.

Q66. Please consider doubling the page allowance for the Technical Proposal.

A66. Page allowance for the Technical Proposal is increased to 40 pages. There will be no further changes, exclusions, or increases to the Technical Proposal size limitation.

Q67. Clarify whether the Staffing Plan requires each individual worker to be identified by name, and whether their relevant qualifications need to be detailed as well.

A67. Identification of individual personnel within the Staffing Plan is required only if known. The Evaluation of Technical does not require identification of individual personnel other than the Site Manager & Alternate for proof of security clearance. For example, a proposal can state “Total quantity of X personnel. Number of Y individuals performing Material Cargo Movement tasks will have forklift license. Number of Z individuals performing facilities maintenance will have HVAC certification” and so on. A Technical Proposal will not be evaluated as Unacceptable for the sole reason of not including the names of proposed employees.
