SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

CONTINUATION OF BLOCK 14

Amendment 0005 Questions & Answers:

Q78. The answer to Question 70 is inaccurate, as a driver’s license is not required for an RSO background check.

Please clarify.

A78. Correct, the answer to Question 70 is inaccurate as the response is incomplete. PWS 1.6.7.5(b) states “Information required to conduct a background check includes: full name, driver’s license number, and/or social security number…” PWS 4.1.3 is revised to state “All personnel operating a motor vehicle, to include GFP vehicles, Gators, and material handling equipment, shall be qualified licensed drivers.”

Q79. Is it OK to transmit the proposal in a password protected email due to some required PII?

A79. A password protected email is an acceptable method of transmission. Can submit the entire proposal with PII in a password protected email or submit multiple emails and password protect a separate email with only the PII document. PII in a separate email is less risky in case there are delays in receipt of password protected emails.

Q80. Are there any incumbent contracts? Who are they? What is the existing contract number? When was it awarded? Have all option periods been utilized?

A80. The incumbent contract is W912CL15P0051, awarded to Cambridge International Systems on August 31, 2015. All option periods have been exercised.

Q81. Does the Government want to include the right of first refusal to the current staff?

A81. There is no FAR/DFARS/AFARS requirement to provide right of first refusal to the current staff. Offeror must be aware of and comply with applicable Colombian labor laws in accordance with PWS 4.5.1.4 and DFARS 252.222-7002.

Q82. Can the government provide the updated copy of the GFP/GFE, Supplies on stock, bench stock or PLL, HAZMAT storage list, the item values, and a list of authorized providers?

A82. There are no updates to the GFP attachment at this time. Supplies on stock will vary between now and contract start, which is a task to consider during phase-in. There is no explicit list of authorized suppliers for the commercial supplies.

Q83. Can the requirements for security and background checks at PWS 1.6.7.5(a) be waived due to RSO backlog if incumbent Contractor employees do not sign with a new Contractor?

A83. The requirement for background checks will not be waived.

Q84. Can visa requirements be waived as long as the process has started, since it is taking an average of 90 days to get a working visa for Colombia?

A84. Visa requirements and other areas of Colombian labor laws will not be waived.

Q85. Is there a CRC (CONUS Replacement Center) requirement for the site manager before he gets into country?

A85. No.

Q86. Does the site manager fall under the Chief of Mission authority? What type of passport is the site manager authorized?

A86. No. There is no special passport or authority for the Site Manager.

Q87. Can the Government provide a list of all current receipts for utilities, internet, direct tv upon completion of contract award?

A87. The Government can provide a list of subcontractor account numbers. Timing of the list may be closer to the phase-in period than contract award.

Q88. Can the Government provide the labor position for PWS 5.2 facilities and maintenance requirements, to include English level, since it requires production of English documents?

A88. There is no English requirement level for personnel performing facilities and maintenance tasks in PWS 5.2.

The Site Manager and Alternate have an English requirement in accordance with 1.6.10.1.3. Records may be bilingual in English and Spanish per PWS 5.2. Those records could be generated by the Site Manager or personnel assigned Administrative Support duties per PWS 5.5.

Q89. PWS 1.5 states Phase-out is 16 Jan 2025 to 30 Jan 2026. Please confirm Phase out begins 16 Jan 2026.

A89. Correct, Phase-out should be 16 January 2026 to 30 January 2026.

Q90. Are acronyms also outside of the page count for the Technical Proposal, similar to the table of contents and table of figures per Q&A 27?

A90. No, there will be no further changes, exclusions or increases to the Technical Proposal size limitation per A66 posted in Amendment 0003.

Q91. Will the Government be posting minutes, the attendee roster, and any other post-visit materials from the site visit on 9/24?

A91. There are no minutes to post. The only introduction provided by the U.S. Government representative was to notify attendees of what they were / were not allowed to take pictures of and to remind them all that questions had to be submitted to Mr. Benton and Mr. Gaunt. The walk through consisted of sites identified in solicitation Attachment

2, Apiay footprint. The only site visit materials that will be published are the questions received before final cut-off on 9/28, which are included in Amendment 0005 with respective answers.
