SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

CONTINUATION OF BLOCK 14

Amendment 0004 Questions & Answers:

Q68. PWS 1.6.3.1 identifies Colombian holidays but only three U.S. holidays. Will the U.S. Government specify that any holidays not identified in the PWS will not be recognized and full U.S. Contractor personnel will be required?

A68. PWS 1.6.3.1 listing 15 recognized holidays is not changed.

Q69. PWS 1.6.10.1.3 requires proof of Spanish language proficiency. What would be the approved authority for testing? Would the U.S. Government sponsor testing at its facilities? Is testing a Contractor cost?

A69. The Defense Language Proficiency Test (DLPT) or equivalent. The Contractor is responsible for all scheduling and costs associated with training, licenses, and/or any other demonstration of Contractor personnel meeting and maintaining required qualifications.

Q70. Would the Government consider waiving the requirement that all personnel possess a valid Colombian driver’s license?

A70. No. A driver’s license is required in accordance with PWS 1.6.7.5(b) for RSO background check. Additionally, Contractor personnel operating vehicles or All-Terrain Vehicles (ATVs), to include GFP Gators, require a driver’s license.

Q71. Is the alternate referenced in 1.6.10.1.5 a deputy site manager?

A71. The PWS does not require the alternate to be a "deputy" site manager. It is the Contractor's responsibility to determine the staffing method necessary to ensure continuity in instances that the Primary Site Manager is unavailable.

Q72. Third Country Nation (TCN), Host Nation (HN) and Local National (LN) persons are listed throughout the solicitation. How many of each, other than U.S. nationalities, currently support this contract? What are the ratios of the three nationalities in comparison to the entire staff? Which TCN nationalities currently perform on this contract, or on base?

A72. The only TCNs currently supporting this contract are U.S. Citizens. The incumbent contract consists of two U.S. Citizens (Site Manager and Alternate) and eight Colombian Citizens. No other TCN nationalities are on the contract, or known on base.

Q73. What wage guidelines should offerors use to develop labor cost/prices for US, TCN, or LN personnel (other than HN) that result in a firm fixed price for each CLIN?

A73. See PWS 4.5.1.4 and DFARS 252.222-7002. The Contractor is required to comply with all applicable labor laws.

Q74. Will the Government intend to award with enough lead time prior to the Phase-In Period to allow for Registration as a Colombian Company with Colombian bank account?

A74. The Government intends to award approximately 30 days prior to the start of the Phase-in Period.

Q75. Will the Government consider extending the Phase-In Period from 15 days to 30 days?

A75. No.

Q76. What are the Vetting requirements, and who should be contacted at the Embassy?

A76. PWS 1.6.21.2 states a company is considered vetted if the company is located in the country which the contract will be performed. The ultimate requirement described under Vetting at the company level is to demonstrate registry or other certification which authorizes the company to perform and do business in the country of Colombia. This is stated in the last sentence of 1.6.21.2.1. It would not be a SCO responsibility to assist with registering a U.S.

company to do business in Colombia. The Foreign Commercial Service POC may be able to assist. Contact info is available at https://co.usembassy.gov/business/.

The term vetting in the usual sense of security investigation is already described at 1.6.7.5, erroneously referenced as

1.6.7.1 within 1.6.21.2.1.

Q77. International travel to Colombia is still suspended due to COVID-19. What is being provided for offerors to support entry and exit from Colombia for the purposes of attending the site visit?

A77. Nothing is being provided to support entry and exit from Colombia for the purposes of attending the site visit.

Based on the 14-day quarantine requirements for entry into Colombia, any attendees should already be in country as of when the question was submitted. The site visit will proceed as scheduled with those registered and able to attend.

Registered attendees may submit a substitution by 1500 on September 17th. The Government might take pictures during the site visit and provide to those initially registered that are unable to attend, but that is not guaranteed at this time.

Amendment 0004 Revisions:

The following paragraphs replace the original solicitation paragraphs.

Per Q&A 76, replace 1.6.21.2.1 with:

1.6.21.2.1 The Contractor shall provide a fully qualified workforce who possesses the training, skills, licenses, clearances, certifications and experience to successfully perform the services required in this PWS. Contractor employees remain under the direct supervision of the contractor and will not be considered employees of the Government. All contractor personnel shall be cleared by the Regional Security Office (RSO) prior to employment and at the contractor’s expense (see Para 1.6.7.5 for more information). The contractor shall not employ any person whose employment results in a conflict of interest under DoD 5500.7-R, Joint Ethics Regulation. The contractor must demonstrate registry or other certification which authorizes the company to perform and do business in the country of Colombia.
