The contractor shall submit the Plan and Program to the Contracting

Corrected in the PWS already.

Officer 20 working days prior to full performance start date of the contract:

If the contract is awarded on 1 February 2019 with a full performance start date of 1 March 2019, it would be impossible for anyone other than the incumbent to provide a Comprehensive Safety Plan that is site specific. This requirement would require submission of the plan prior to contract award. There are only 19 working days in the entire month of February for transition. Request the government change this to 30 working days AFTER full performance start date of the contract.

94 J.8_PWS_W9124A‐ 18‐R‐0018, C.5.1.6.1

There is a discrepancy regarding Service Order Liability; RFP States 40 hours (B.2.1), PWS states 32 hours (C.5.1.6.1): Request the Government clarify Service Order Liability in the final Solicitation.

Corrected.

95 J.8_PWS_W9124A‐ 18‐R‐0018, C.1.3.1 Key Personnel listed in the PWS include locksmiths: Since the Locksmith is a CBA position, this would be a position, where the incumbent staff would be hired assuming they are qualified and available. Therefore, this should not be a position in which a resume is required as part of the proposal. Would the Government please remove confirm that a resume is not required for locksmith personnel?

Corrected.

96 Draft Solicitation, Section L. Volume II, Tab 1 "Provide details (including resumes) for top management and key personnel expected to execute the work…": Due to the time between RFP release and Contract Award, (Source Selection requires several months), some planned key personnel may take other positions or no longer be available by the time the contract is awarded. Request all key person resumes be submitted 10 days after contract award, and the Government allow Representative Position Descriptions in lieu of resumes to be submitted with the offeror's proposals.

No.

97 DRAFT_SOLICITATION_W9124A‐18‐R‐ 0018_8‐31‐18.pdf, Section B, CLINs 0X05 and paragraph B.1.1. The referenced CLIN description mentions that the dollar amounts estimated for Non‐Recurring Maintenance IJOs is estimated at $1M. However, no $ value is included in the CLINs' "Amount" entries. It is also not clear how the indirect cost rate/loading is to be proposed in regard to the Section B.: Will the government please confirm that offerors are expected to submit Section B with a plug number of $1M for each CLIN 0X05? If not, will the government please clarify how offerors are expected to price CLINs 0X05 within the context of the guidance provided in paragraph B.1.1?

Please insert the plug number of $5M, as identified in the Solicitation document, into the CLIN.

98 DRAFT_SOLICITATION_W9124A‐18‐R‐0018_8‐31‐18.pdf,Section B, CLINs 0X04, 0X05 and paragraph B.1.1 CLINs 0X04 include Recurring IJOs and CLINs 0X05 encompasses all Non‐Recurring IJOs. Paragraph B.1.1 appears to be addressing all IJOs:

Will the government please confirm that Recurring IJOs will be individually priced and negotiated in accordance with paragraph B.1.1?

Only non-recurring IJOs will be individually priced per B.1.1.
