Over the last twelve months, what is the average time to pay the current contractor once their invoice is received?

Past Performance – Amendment 1 ‐ Q&A states the discrepancy of 3 years vs. 5 years for past performance recency is corrected. Corrected; 3 years.
Definitions – PWS page 33‐ Bi‐Monthly: occurring twice in a given month. Bi‐Weekly: Occurring every 2 weeks.
Question: wanted to verify these two definitions are correct, as they seem to contradict one another. Yes this is correct.
Vol VI Past Performance ‐ page 66 states 5 years; M.3 Past Performance ‐ lists 3 years M.3 page 68. (page #s per the Amendment). Corrected; 3 years.
Reference PWS Paragraph C.5.3.8 Mowing. This item states “The contractor shall trim and mow selected areas upon receipt of a valid work document.” As we are responsible for the procurement of equipment and as there are no maps in the PWS, please provide the size and the frequency of the areas that we would typically be responsible for.
O&M contractor is responsible for landscape maintenance and maintaining most of the infrastructures (compounds) related to gas lines, water, sewer, HVAC, electric, plumbing, etc.. Estimate approximately 200 acres a month that O&M contractor would be responsible for throughout the installation.
Reference PWS Paragraph C.5.16.6 Wastewater Plant Operations. This paragraph states that “The contractor shall operate and perform operations and operator's maintenance checks on the wastewater treatment plant and the reclaimed water irrigation pumping system IAW all applicable Federal, State, and Local codes and The Operation and Maintenance Manual for Wastewater Treatment Plant Ft. Huachuca, AZ.

Reference PWS Paragraph C.5.18.1. During the site visit we were told that the contractor was not responsible for kitchen equipment other than heating, cooling and refrigeration, however we see kitchen equipment such as ovens, grills, dishwashers included in the Technical Exhibits. Please clarify where our responsibility begins and ends.
Equipment and real property are two different items.
The Contractor will be responsible for what is in the Tech Exhibits. See TE 5-18-1.
As we didn’t see the water distribution or waste water facilities during the site visit and we see that there is a requirement for dedicated maintenance personnel for the reclaimed water distribution equipment, wastewater treatment plant equipment and the reclaimed water irrigation pumping system equipment at the do these operations require continuous coverage at each location or is a tour approach to check operations acceptable?

Regarding the load test for generators, can the government provide the general parameters of their load bank? PWS Section C.5.15.5.3.3.1/pg170
The contractor will be required to adhere to the tech exhibits, PWS, UFC and regulating authorities.
The RFP indicates that certain key personnel must possess a Secret Clearance. This would require the contractor to possess a Facilities Clearance commensurate with the level of clearance of the key personnel. However, the RFP is silent on the requirement for the contractor Facilities Clearance. We would recommend the RFP Section L & Section M be amended to require offerors to possess a Secret Facilities Clearance at the time of proposal
Contractors requiring access can be added to specific VAR's (visit access/authorizatio n requests) access lists via JPAS SMO (Security submission. RFP Section H.2 /pg29 Management Office) visit certificates. Level 2 through 6 and level 10 users can submit a visitor request within JCAVS, a subsection of JPAS. This is requested through the DPTMS Security Office by the IMO, or other Government official.
The RFP indicates resumes are required for key personnel, however there is no mention of letters of commitment for key personnel. To ensure proposed key personnel availability to support the mission critical Facilities Operations Support Services program, Army Contracting Command should consider revising Section L and Section M to require resumes and letters of commitment from all key personnel. RFP Section Volume II Tab 1 /pg64

Discussion: A smaller type may be used on charts, graphs, figures, diagrams, and schematics to accommodate a "make to fit" software capability, however all text shall be legible and easily read. Offers shall be submitted in loose leaf, three-ring binders, with rings no larger than 2” diameter.

Discussion: The timely return of completed Reference Questionnaire’s is a Government to Government/Industry requirement (not the offeror’s). It is also in an Offeror’s interest for the timely receipt of a Reference Questionnaire.

C.1.3.4.6.3. The contractor shall maintain on file the qualifying procedures to certify in joining piping by welding and other than by welding. The file shall be available to the Government representative upon request.
Question: Will the government be providing welding and joining procedures for their systems to the contractor from which it will test employees?
Welding and joining certificates shall be a registered entity and verifiable.
C.1.3.4.6.3 states – The contractor shall provide a copy of the certifying documents for each employee where it shows qualifications in pipe joining procedures to the COR NLT 30 days after contract start.”
Question: Will the government be providing welding and joining procedures for their systems to the contractor from which it will test employees?
Welding and joining certificates shall be a registered entity and verifiable.
C.1.6 states – Average overtime hours are listed in C.5.20.10. The average is given over all functional areas.
Question: Is there additional information breaking down the number by job classification or shop?
No, please use what was provided.
C.1.10.2 states – The contractor shall provide escorts in safety hazard areas where the contractor has prime work responsibility for Government and other Contractor personnel who are performing work in these areas.
Question: What is the average time (annually) where escorts might be required?
This is a varying requirement. The government does not have a set number of times readily available.
C.1.22.1 states – The contractor shall perform and provide utility/Blue Stake clearances for “all requests” prior to any excavation per PWS C.5.16.9.1.
Question: Does the government have established an phone number and personnel assigned to handle utility marking requests or will the contractor need to provide either or both (phone number/personnel)?
The phone number is established, the Contractor must provide the personnel.
C.3.6 states – The Government will furnish designated space in buildings shown in TE 3.4.
Question: Will the government provide the square footage amounts for Storage (Bldg #30040), Storage/Supply Hangman’s (Bldg #31008), Welding – Partial (Bldg #31114), and Mechanics Shop (Bldg #51406)? Square footage amounts are not shown in the TE.

C.3.8 states – The Government will provide existing landline Class A, AA, and C telephone services only for conduct of business and operations directly related to this contract.
Question: Will the government also provide Internet access or will the contractor be responsible for that?
The internet access will be supplied, the contractor must adhere to all requirements to gain access to the Army network.
C.3.15 states – The Government will provide the contractor an office facility of approximately 800 square feet for use during the phase-in period.
Question: Once the phase-in period is over, will the incoming contractor move to the facilities listed in TE 3.4? Yes
C.4.6 states that all computer and software purchases made for the contract have to be through the sites designated in this section.
Question: If software is needed that is not available through the website, how will the contractor gain permission to purchase from other sources?
The permission for non-approved equipment will have to go through proper sources and be able to connect to an Army network (i.e.
have a Certificate
Of Networthiness).
C.4.6 states – The Government will retain ownership/licenses of said software.
Question: Will the Government allow the contractor to utilize web-based applications for certain work associated with this contract?

C.5.1.7.5 states – The contractor shall determine the specific resources needed to accomplish the work as approved on the DA From 4283, to include the number of craftsmen man hours needed, by type of craftsman; the material and equipment requirements; and the costs of each resource.
Question: Will all this information be required if the work is to be completed via a subcontractor? Yes
C.5.1.7.9.7.3 states – Estimates shall include, if necessary, line drawings of the work to be done.

C.5.2.10 states – The contractor shall order, pile, and maintain construction material to include AB, concrete rock, concrete sand, bedding sand, mortar sand, and cold mix asphalt in the bins provided at the Barber Greene Maintenance Facility. .

Samples will need to be sent out to an appropriate entity.
C.5.4.6.2 states – The contractor shall collect samples of the contents of the oil/water separator and/or wash rack sump pump for testing to determine the disposition of the contents.

It is an annual requirement.
C.5.16.6.1.6 states – The contractor shall collect sewage samples to monitor the performance of the treatment process and analyze results and compare to the required parameters to be in compliance with the applicable regulations.

Volume V - Price Proposals of the solicitation states the following: "A completed Section B, not subject to the page limitation for this volume, shall be submitted with the price proposal as the Government will be evaluating the consistency between the work or labor expertise identified by each CLIN and the pricing for each CLIN."
Question: Will the Government confirm that the "Completed Section B" requirement for Volume V, is not subject to the maximum page limits set forth in paragraph L.5.c of the solicitation? Yes
Paragraph L.6. Volume V - Price Proposals of the solicitation states the following: "All price information shall be submitted in Microsoft Excel (.xls) format with formulas included and shall be compatible with Windows 10."
Question: Will the Government confirm that the "Completed Section B" requirement for Volume V, is to be provided in Microsoft Excel (xls) format? Yes
Paragraph B.1.1 of the solicitation, states the following:
"Each job order will be negotiated at the time the job has been defined by the Government. For the IJO CLINS, the

Would the government please clarify if the contractor is responsible for providing fuel for work trucks, utility vehicles and generators and if the contractor can access a government provided fuel point on post?
See section C.3.9 (revised) Contractor is responsible for fuels, oils and lubricants on their own utility/work trucks, heavy equipment and fuel cans. Government is responsible for fuel on all permanently placed generators.

Service Order CLIN
This is the Service Order CLIN for the base year (11 months).
Does the government want priced the full annual quantity of service orders (13,000) or should it be 11/12ths of 13,000?
For the base year 11/12ths.
RFP Section B CLIN 0005 Sentence in the last paragraph states - - “Please ensure that no rounding formulas are unitized in the offeror pricing.”
Using Excel, if you do not use rounding to a reasonable number of places beyond the decimal point, the places beyond the decimal point cannot be infinite. For example, if we multiplied an annual salary of $32,215.50 times the combined social security\medicare rate of say, 7.65%, the result would be $2464.48575. Rounded it would be $2464.49.
Lack of reasonable rounding can be especially troublesome for Contracting\Pricing personnel if the Section B unit prices are not rounded to 2 places beyond the decimal point. Then the extension\multiplication of the unit price times the quantity will not be an even number that your procurement or finance systems can deal with.

Will the government allow offerors to use reasonable judgement in incorporating “rounding” into the pricing proposals?

It states that some key personnel are to maintain a “secret clearance”. Is the secret clearance for these personnel required prior to employment or is there a grace period in which these personnel can attempt to obtain the clearance?
If so how many days and will the government pay for the clearances?
There is a grace period for attaining the secret clearances, an interim secret clearance is the first step and that clearance can take up to 30 days.
Second the permanent fully judicated secret clearance can take up to 6 months to receive. Third the contractor is financially responsible for the cost of the secret clearance because DPTMS does not process secret clearances for contractors any longer.
In several places it mentions asbestos that may be encountered during the contract. Is there historical data available that may indicate an average for asbestos abatement encountered each year? No, there is not.
There is a blurb in the solicitation that indicates a woman owned small business. Is being a woman owned company a requirement for this solicitation or just total small business?

The PWS indicates there are other areas that are covered under this solicitation i.e. the Dry Lake area near Wilcox, Gila Bend and several testing sites. What are the estimated service calls or O&M requirements for these areas?
The Government does not have data on the estimated service calls for these areas, but if a requirement is needed a valid work document (work order or service order) will be submitted for what’s being requested.
The PWS indicates the contractor shall supply escorts for service orders. Are these for secured areas or required for each service order period?
The requirement could vary:
secured areas, boiler, air handler rooms, central plants where outside contractors (not affiliated with the O&M contractor) require escort by O&M contractor due to security requirements as stated in C.1.10.1 of the PWS.
If the escorts are required what is the classification for the wage determination? Are they to be included in the CBA as part of the union?
Escorts are not part of this CBA.
