SECTION L

PROPOSAL SUBMISSION

Section L: Common Helmet Mounted Display System

1.0 Narrative

a. To be considered for award, an offeror must submit a complete response to the solicitation, including everything requested in this section. The offeror shall submit a proposal which is comprehensive enough to provide the basis for a sound evaluation by the

Government. Legibility, clarity, completeness, and responsiveness are of the utmost importance. Any proposal which does not offer, as a minimum, that which is requested within this solicitation, may be determined to be substantially incomplete, and therefore non-compliant, and not warrant further evaluation or discussions. Proposals shall be sufficiently detailed to enable the Government to determine the acceptability of the proposal solely from its contents. The Government will not assume or consider anything that is not specifically addressed in the proposal. However, when evaluating the offeror's Past Performance, the Government reserves the right to evaluate outside databases, sources, and contracts that may not be included in the Past Performance Volume. It is incumbent upon offerors to submit proposals which are responsive to the Government's requirements, in sufficient detail, without being excessive and which clearly present the offeror's capabilities and offer.

b. The offerors proposal shall be submitted in six separately bound volumes. All documents submitted shall have a cover page with the identifying solicitation title (Production and Support for the Air Warrior (AW) Common Helmet Mounted Display (CHMD)), the solicitation number, volume number, volume title and name and mailing address of the offeror. If data is applicable to several volumes, the offeror shall include that data in all volumes. Proposal volumes will be evaluated by separate teams who will not have access to information contained within a volume that is outside their respective area. All information pertaining to cost shall be confined to the cost volume. The proposals shall be bound in a manner that allows for the insertion of replacement pages. All volumes shall contain a table of contents and a list of figures. Each page shall be numbered consecutively within each volume. Page one of a volume shall be the first page after the table of contents and list of figures.

The offeror shall also submit an electronic media version of each volume. The electronic version shall be submitted on a

CD/DVD that is labeled with the identifying solicitation title, the solicitation number, volume number, volume title and name of the offeror. USB drives will NOT be accepted for the submission of the electronic version. The format shall be compatible with Microsoft

Office products 2013. Microsoft Excel files shall make visible all formulas, values, and formats that are unlocked. Adobe Acrobat files (pdf) shall only be used for large graphics or images that are not compatible with the Microsoft products.

Proposals shall be valid for 180 calendar days after the solicitation closing date. Offeror should disclose the contractor fiscal year used.

c. The following volumes shall be submitted:

Volume I Title: Technical/System Performance; Two hardcopies; two CDs (Technical/System Performance submission); Total Page count: 100.

The offeror shall provide two complete copies of substantiating data to include test reports with raw data and analysis.

The offeror shall also provide electronic copies (CD or DVD) of this information. The test reports with raw data and analysis information shall be excluded from the page count requirement for the Technical/System Performance Volume; however, the Compliance

Matrix in Volume I shall link to this substantiating data.

Volume II Title: Production Factor: Two hardcopies; two CDs; Page Count: 50.

Volume III Title: Price/Cost Factor; Two hardcopies; two CDs; Page Count: As Required.

Volume IV Title: Past Performance Factor; Two hardcopies; two CDs; Page Count: 50.

Volume V Title: Small Business Factor; Two hardcopies; two CDs; Page Count: As Required.

Volume VI Title: Administrative Matters; Two hardcopies; two CDs; Page Count: As Required

No classified information shall be contained in any volume of the proposal, but if applicable, the offeror shall contact the contracting office prior to proposal submission. If an offeror believes they will submit classified data, it will be included in the page count.

d. All volumes and attached documents shall be printed on 8.5 inch x 11 inch paper. Narratives shall be in letter quality no

8 15

Name of Offeror or Contractor:

smaller than Arial 10 point or Times New Roman 12 point font. Foldouts may be used for visual aids, such as schedules or graphics only, provided they are fully contained within a single 11 inch x 17 inch page. One 11 inch x 17 inch sheet shall count as two pages except where the format requires blank back pages. Pages shall have at least a 0.5 inch margin on all four edges. Unless otherwise directed by these instructions, all other material submitted by the offeror will be counted against the offerors page limitation.

Note: Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.

e. All proposals must clearly and convincingly demonstrate that the prospective offeror has a thorough understanding of the requirements and associated risks. Additionally, the offeror must demonstrate ability, willingness, and competency to devote resources to meet the requirements. The offeror shall cross-reference their proposal to all evaluation criteria. Statements that the prospective offeror understands, can, and will comply with the specifications, using general statements paraphrasing or restating the statement of work requirements or parts thereof, are inadequate and unsatisfactory. The proposals must clearly demonstrate the capability of the contractor to meet the requirements of the solicitation. Failure to comply with solicitation requirements for cost information may result in an adverse assessment of an offerors proposal and reduce or eliminate its chance of being selected for award. When an offeror fails to furnish pricing information required by the solicitation, the offeror bears full responsibility for any adverse impact upon the evaluation of its proposal.

2.0 Volume I TECHNICAL/SYSTEM PERFORMANCE FACTOR

The US Government has categorized the requirements of AVNS-DTL-10868, Detail Specification, Item Specification Common Helmet Mounted

Display (CHMD) into priority, generic or integration. Section J, RFP Attachment 20 Requirement Priorities for the Air Soldier Common

Helmet Mounted Display (CHMD) lists the requirements by category. The Government ranks the priority requirements as most important.

The integration requirements represent performance requirements that an offeror may not have been able to verify as these requirements are dependent on Government furnished equipment, Government facilities/labs or Aircraft level testing. The offeror shall use this categorization in developing the proposal.

Subfactor 1) Compliance Matrix Qualification. Subfactor 1 shall include a brief technical description and a specification compliance matrix. The brief technical description shall provide an overview of the offerors CHMD and its key features.

The offeror shall provide a specification compliance matrix indicating how the technical/system performance solution meets the AVNS-

DTL-10868, Detail Specification, Item Specification Common Helmet Mounted Display (CHMD), Section 3.0 requirements for complete qualification. The matrix shall list the AVNS-DTL-10868 paragraph number, state the requirement, and identify the extent to which the design solution and qualification data substantiates compliance to the requirement. The matrix and supporting data shall be linked with the link for each requirement to the relevant supporting data and analysis when available. For requirements which the contractor does not have supporting test data, the contractor shall provide analytical design data that fully demonstrates the extent to which the applicable requirement will be met. The compliance matrix shall also identify any non-compliance or deviation with requirements of the

CHMD specification. Non-compliance with a requirement may not result in a rating of Unacceptable, but does represent a weakness in the offerors proposed solution. Submission of detailed compliance data as part of the proposal is not required for the integration requirements in Section J, Attachment 20.

Subfactor 2) Systems Integration and Test.

a) Integration and Qualification. The offeror shall describe the programmatic and technical approach for completion of Integration requirements identified in Section J Attachment 20 and completion of qualification IAW RFP Section C para 3.2. In addition to the technical approach, the offeror shall include descriptions of relevant technical ability/experience that fully demonstrates the offerors ability to successfully integrate the proposed display and complete qualification of any unverified requirements in AVNS-DTL-10868. The description shall provide the overall attributes and operation of the CHMD. Technical descriptions of proposed helmet mounting concepts, display adjustment and control features, and video interfaces shall be supplemented with any applicable substantiating data when available, and must fully demonstrate the offerors understanding of these interfaces and the ability to deliver a display that will be compatible with its intended use in the specified Army rotary wing platforms. Substantiating test data shall be linked to the requirement. The offeror may cite use of the CHMD in commercial or military applications. The offeror shall describe the system engineering program to complete integration and qualification to include a schedule showing integration and test activities with notation of hardware quantities to be used for a test or integration activity, hardware build and delivery for testing, proposed use of any Government facilities/labs and delivery of documentation and data for Air Worthiness Qualification. The description shall delineate the requirements that will be verified during this integration and qualification phase.

b) In addition to the written proposal, the offeror is encouraged to provide a CHMD product sample to be used by the Government for pilot/user evaluations. A fully functional production representative sample is preferred, but a mockup or conceptual design is also acceptable. It is further recommended that the display sample include a physical depiction of the proposed helmet mounting concept and any relevant adjustment and user control features that fully represent how the system would be employed for its intended application.

If requested, the Government can supply a large size HGU-56/P RWH for mounting the offerors proposed product sample. If a functional display is provided, the offeror may provide the offerors own drive electronics unit for projecting display symbology/video, or can be afforded the opportunity for connecting the display to the U.S. Army Cockpit Aircrew Pilot Trainer (CAP-T) that utilizes the aircraft

ASDC as the display video source. The offeror is encouraged to provide training instructions for the proper utilization of the product sample, to include any relevant helmet mount and adjustment/control features, but will not be used to supply additional proposal

9 15

Name of Offeror or Contractor:
