SPECIFICATION

JUNE 2019

HEAVY DUTY TRUCK, WATER-TANK AND FUEL-TANK, 4X4

THE VEHICLE SHALL BE PROVIDED WITH ALL NEW PARTS, THE MANUFACTURER’S

STANDARD EQUIPMENT, AND THE FOLLOWING MINIMUM EQUIPMENT AND

CAPABILITIES:

1. CONFIGURATION

1.1. The vehicle shall be a 4x4 heavy duty truck, 2019 model year or later, with no more than 250 miles on the odometer when inspected and in the following variants:

1.1.1. Water-Tank Truck

1.1.2. Fuel-Tank Truck.

2. SAFETY

2.1. The vehicle shall meet Federal Motor Vehicle Safety Standards (FMVSS) or vehicle safety standards set forth by Economic Commission for Europe (ECE), European Economic Community (EEC), Australian Design Rules (ADR), Japanese Industrial Standards (JIS), or the Gulf Cooperation Council (GCC) Standards.

3. EQUIPMENT

3.1. The vehicle shall be a heavy duty truck with all standard equipment and the options specified herein.

3.2. The vehicle shall be equipped with two front and two rear frame mounted tow hooks or eyes.

3.3. The vehicle shall be equipped with a lockable toolbox(es) or secured stowage compartment(s), securely affixed to the vehicle, of sufficient volume to store all manufacturer’s standard equipment and accessories, and those specified below. All locks for the toolbox (es) or compartment(s) shall be identically keyed. Two keys shall be provided.

3.3.1. The vehicle shall be provided with the standard tools required for simple operator level maintenance (wrench and socket set, screwdrivers, adjustable wrench, pliers, and hammer at a minimum) compliant with the Trade Agreement Act.

3.3.2. The vehicle shall be provided with tire changing tools and a lifting jack, with a minimum capacity of ½ vehicle GVW.

3.3.3. First aid kit and three hazard warning triangles shall be included in the lockable toolbox.

3.3.3.1. First aid kit shall be at least a 46 piece, 10 unit ANSI kit.

3.3.3.2. Must meet ANSI Z308.1-2003.

3.3.3.3. Metal case with gasket-sealed lid to contain all items.

3.3.4. The vehicle shall be provided with a tire inflating hose with quick-connect fittings on both ends, powered by vehicle compressed air system of sufficient length to inflate all tires on vehicle, and with an air chuck and pressure gauge.

3.4. The vehicle shall be equipped with a new ABC type fire extinguisher, mounted on a bracket located in the cab, minimum 4.4 lb (2 kg) capacity.

3.5. The vehicle shall be equipped with a brush guard or bull bar with headlight protection.

3.6. The vehicle shall be equipped with a front-mounted electric winch, rated at a minimum of 15,000 lbs

(6,803 kg) first line pull, and equipped with overload protection.

3.6.1. A roller fairlead and a minimum of 80 ft (24.3 m) of wire rope with a safety factor of 25% above maximum line pull capacity shall be provided with the winch.

3.6.2. The winch shall be provided with a wireless remote control, which will allow the winch to be operated from a minimum distance of 12 ft (3.5 m) from the vehicle.

3.7. Heavy duty skid plate(s) covering the engine at a minimum shall be installed.

3.8. Two 5-gallon (20-liter) jerry cans for diesel fuel shall be provided with mounting brackets.

3.8.1. The jerry cans shall be marked in universal symbols or labeled in English and the language specified in each delivery order “DIESEL FUEL ONLY,” and shall be permanently affixed to the can.

3.9. Two 5-gallon (20-liter) jerry cans for potable water shall be provided with mounting brackets.

3.9.1. The jerry cans shall be marked in universal symbols or labeled in English and the language specified in each delivery order “POTABLE WATER ONLY”, and shall be permanently affixed to the can.

3.10. Vehicle language requirements:

3.10.1. All instruction diagrams and warning labels shall be in English and the language specified in each delivery order, or in universal symbols, and shall be permanently affixed to the vehicle.

3.10.2. Fuel filler cap or area near filler cap shall be labeled with the type of fuel compatible with the vehicle in English and the language specified in each delivery order, or in universal symbols.

3.10.3. A manual(s) shall be provided for every vehicle and written in English and the language specified in each delivery order.

4. RATINGS

4.1. The vehicle and all add-on systems ratings shall be the manufacturer’s published rating at the time of offer.

4.2. All individual components, including engine, transmission, driveline, axles, suspension, and tires shall be rated at or above the Gross Vehicle Weight (GVW) or Gross Combination Weight (GCW), whichever is greater.

4.2.1. For purposes of calculating either GVW or GCW, operator and one passenger weight is set at

350 lbs.

5. ENGINE

5.1. The vehicle shall be provided with a minimum 4 cylinder diesel engine capable of performing as specified herein on high sulfur content diesel fuel (5,000 ppm or 0.5%).

5.1.1. The vehicle shall not be provided with emission control devices such as but not limited to the

Exhaust Gas Recirculation (EGR) valve, Diesel Particulate Filter (DPF), Diesel Oxidation Catalyst (DOC), or Selective Catalytic Reduction Catalyst (SCR).

5.1.2. If emission control devices cited in paragraph 5.1.1 were removed from the vehicle after the vehicle was manufactured, then supporting documentation from the OEM shall be provided that describes in detail all such modifications made to the vehicle in order to meet specification paragraph 5.1

5.1.3. The vehicle manufacturer shall also verify and approve all modifications and/or alterations made to the vehicle which allows it to operate on high sulfur content diesel fuel (5,000 ppm or 0.5%).

5.2. Maintenance or service schedule for the vehicle while operating on high sulfur content diesel fuel (5,000 ppm or 0.5%) shall be provided and also included in the vehicle’s manual.

5.3. The engine shall have a cooling system and air filtration system designed for dusty, desert environments with temperatures up to +120°F (or +49°C).

6. CHASSIS/DRIVELINE

6.1. The rear axle shall be equipped with a locking or limited slip differential.

7. TRANSMISSION

7.1. The vehicle shall be provided with a manual transmission.

7.2. A transfer case shall be provided.

8. STEERING

8.1. The vehicle shall be provided with either Left-Hand Drive (LHD) or Right-Hand Drive (RHD) steering as specified in each delivery order.

9. BRAKE SYSTEM

9.1. The vehicle shall have air brakes and ABS.

9.2. Vehicle shall be equipped with rear glad-hands to accommodate trailer brake connections and shall be in accordance with SAE J318.

10. WHEEL ASSEMBLY (TIRE AND WHEEL)

10.1. The vehicle shall be provided with off-road tires in a single rear-wheel design.

10.2. The vehicle shall be provided with a full-size spare wheel assembly with holder.

10.2.1. Means shall be provided to assist with the loading and unloading of the spare tire (i.e. davit, winch or equivalent).

10.3. All tires shall be of the same size, load rating and tread design and all wheels shall be interchangeable, including the spare wheel assembly.

11. TOWING PROVISIONS

11.1. At GVW, the vehicle shall be capable of towing a trailer weighing 5,000 lbs (2,268 kg), assuming a 10 % tongue weight.

11.2. The vehicle shall be equipped with a rear pintle that is compatible with trailer drawbar eye dimensions of 2.375 to 3.0 inches (60.3 to 76.2 mm) loop inner diameter (I.D.) and 1.25 to 1.62 inches (31.8 to 41.1 mm) loop cross-section diameter.

11.3. The vehicle shall be equipped with an electric trailer brake controller.

11.4. The vehicle shall be equipped with a 12 volt SAE J560 7-pin connector for trailer electrical connection.

11.5. The vehicle shall be equipped with a 24-volt NATO 12-pin connector for trailer electrical connection.

11.6. The vehicle shall be equipped with a 24-volt ISO 12098 15-pin connector for trailer electrical connection.

12. ELECTRICAL SYSTEM

12.1. The vehicle shall be provided with the manufacturer’s highest rated available alternator and heaviest duty, dual batteries.

12.2. The vehicle shall be equipped with a battery master disconnect switch.

13. CAB

13.1. Seating with seatbelts shall be provided for a driver and at least one passenger.

13.2. The vehicle shall be equipped with the manufacturer’s heaviest duty air conditioning, heating and defrosting systems, designed for operation in dusty, desert environments with temperatures up to 120°F (49°C).

14. WATER-TANK VARIANT

14.1. The vehicle shall be provided with a 1,585 gallon (6,000 liter) tank, made of 304, 316, or equivalent stainless steel.

14.2. The tank shall also be provided with the following characteristics and options:

14.2.1. The tank shall be constructed of one compartment with at least one man-hole cover and one ventilation valve.

14.2.2. An expansion space suitable for the 1,585 gallon tank.

14.2.3. Baffles inside the tank to stabilize the water while the vehicle is in motion.

14.2.4. The tank and all its plumbing shall be designed for use with potable water.

14.2.5. A level indicator for measuring the water level.

14.2.6. A catwalk at the top of the tank, with an access ladder.

14.3. A pump shall be provided with a flow rate of at least 130 gallons/min (500 liters/min) at 20 psi.

14.3.1. Suction and delivery connections shall be provided with hose couplings and caps.

14.3.2. Controls of the pump shall be located in the driver’s cab.

14.4. Discharge and Filling:

14.4.1. The discharge shall be fed from the lowest part of the tank and be capped with a 3 inch shut-off valve and Camlock coupling with a dust cap.

14.4.2. The tank shall be capable of:

14.4.2.1. Being discharged by gravity.

14.4.2.2. Being discharged with its pump.

14.4.2.3. Self-filled with its pump.

14.4.3. Two discharge outlets (one on each side of the tank) with two, non-collapsible, heavy duty hoses shall be provided.

14.4.3.1. The lengths of the hoses shall be at least 10 ft (3 meters).

14.4.3.2. Sanitary storage shall be provided for the hoses, as well as dust caps for the discharge outlets.

14.5. A hose reel shall be provided with at least 50 ft (15.24 m) of hose, mounted to the exterior of the tank.

14.5.1. The hose diameter shall be at least 1/2 inch (12.7 mm).

14.5.2. The hose shall be pressurized from the main pump.

15. FUEL-TANK VARIANT

15.1. The vehicle shall be provided with a 1,849 gallon (7,000 liter) tank, made of at least 0.157 inch (4

mm) thick, high-grade steel – A283, A570, or equivalent designed for transporting diesel fuel.

15.2. The tank shall also be provided with the following characteristics and options:

15.2.1. The tank shall be constructed of one compartment with at least one man-hole cover (with dipstick), with all tank openings and vents protected against overturn damage and spillage.

15.2.2. An expansion space suitable for the 1,849 gallon tank.

15.2.3. Baffles inside the tank sufficient to stabilize the fuel during travel.

15.2.4. A pan for overflow protection, welded onto the tank, with drain pipe and shutoff valve.

15.2.5. A catwalk at the top of the tank of made of metal grating, with an access ladder.

15.3. A pump shall be provided with a flow rate of at least 130 gallons/min (500 liters/min) at 20 psi.

15.3.1. Suction and discharge connections shall be provided with hose couplings and caps.

15.3.2. The suction pipe shall be equipped with a filter.

15.3.3. Controls of the pump shall be located in the driver’s cab.

15.4. Discharge and Filling:

15.4.1. The discharge shall be fed from the lowest part of the tank and be capped with a 2.5 inch shut-off valve and Camlock coupling with a dust cap.

15.4.2. The tank shall be capable of being:

15.4.2.1. Filled from the top.

15.4.2.2. Self-filled with its pump.

15.4.2.3. Discharged by gravity.

15.4.2.4. Discharged with its pump, measured or unmeasured.

15.4.2.5. Discharged with its pump, via its hose reel, measured.

15.4.3. Two discharge outlets (one on each side of the tank) with two, non-collapsible, heavy duty hoses shall be provided.

15.4.3.1. The lengths of the hoses shall be at least 10 ft (3 meters), with 2.5 inch (63.5 mm)

Camlock couplings.

15.4.3.2. On-board storage shall be provided for the hoses, as well as dust caps for the discharge outlets when not in use.

15.5. A 2 inch diameter metering system shall be provided, with the components below mounted in a cabinet on outside of vehicle:

15.5.1. A hose reel shall be provided with at least 50 ft (15.24 m) of hose, with a discharge nozzle.

15.5.1.1. The hose reel shall be pressurized by the pump.

15.5.2. A meter shall be provided for use in conjunction with the hose reel.

The meter shall have:

15.5.2.1. A flow-rate range from 9 – 100 gallons/min (35 – 375 liters/min).

15.5.2.2. A gas separator.

15.5.2.3. A 4-digit resettable register.

15.5.2.4. An 8-digit non-resettable register.

15.6. The vehicle shall be equipped with lighting sufficient for night-time fueling operations.

15.7. The vehicle shall be equipped with a secondary ABC type fire extinguisher, located outside of the cab with mounting bracket, minimum 10 lb (or 5 kg) capacity.

16. COLOR

16.1. The exterior color (at a minimum the cab and tank) shall be Desert Tan, White, or Olive Drab Green or the nearest commercial equivalent as specified in each delivery order.

17. CORROSION PROTECTION

17.1. The entire vehicle (including the tank) shall be coated with Carwell (www.carwell.com) or an equivalent type of protection (e.g. coating, e-coat, etc.) to prevent corrosion and rust.

17.1.1. If an equivalent type of corrosion protection product is utilized, the following minimum criteria shall be met:

17.1.1.1. The product shall protect the vehicle from exposure to a salt atmosphere (minimum

336 hours) during open ocean transport.

17.1.1.2. The product shall inhibit vehicle rust and corrosion.

17.1.1.3. The product shall protect the vehicle for a minimum of 1 year after application.

17.1.1.4. The product shall not contain any toxic or harmful materials.

17.1.2. Different types of corrosion protection may be used on different parts of the vehicle.

18. RADIO FREQUENCY IDENTIFICATION (RFID) TAGS

18.1. Each vehicle or item and associated lot of spares shall be tagged with a removable active RFID data rich tracking tag, specifically designated as either:

18.1.1. Savi ST-654-031, Savi ST-654-041, Identec I-Q310 DRT, or Evigia EV3-DRT

18.2. The active RFID tag shall have at least 128 Kbytes of memory.

18.3. The active RFID tag shall be compliant with ISO 18000/7.

18.4. The tag shall be located on the exterior of the vehicle or item in a noticeable and easily observable spot. The tag for the spares shall be located in a noticeable and easily observable spot on the exterior of the pallet or container.

18.5. The tag shall be securely affixed to the vehicle or item in such a way that it cannot fall off. Securing the RFID tag with two or more plastic cable ties is the preferred method.

18.6. The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 “Commodity Item Database Format” with the following clarifications:

18.6.1. The “document field” titled “DOCUMENT” shall be the document number (e.g. “milstrip”) as specified by the Government procuring agency.

18.6.2. The “MISC1” field shall be the item serial number, if available.

18.6.3. The “MISC2” field shall be used for user comments (e.g. contract number).
