Question Government Response

1 5/17/2017 RFP para L.3.2.1

6/2/2017 Topic: Past Performance Question: Will the Government allow past performance to be submitted for the Team vs just the prime Offeror. This supports consideration of the entire Team capabilities and experience? Recommendation: That the Government change this paragraph and to reflect that Team past performance is acceptable and not the Offeror alone.

The Government considered the recommendation but will not revise the RFP to consider the past performance for subcontractors.

2 5/17/2017 RFP para L.3.2.2

6/2/2017 Topic: Past Performance Relevancy Question: Paragraph cites only SAC and LOGSA oriented requirements. SAC and LOGSA are only a component of the PWS. To be successful on this program it is necessary to be able to perform all functions from EMD thru LRIP to Full Production. Because of the limitations of past performance relevancy to SAC and LOGSA, it would limit competition and inhibit the Government from awarding to a qualified, well-rounded contractor. Will the Government modify this section to include relevancy in systems integration, logistics, material fielding, testing, quality and other areas as outlined in the PWS section?

Recommendation: That the Government modify this paragraph to allow Offers to propose past performance and experience relating to the total requirements of the PWS.

The Government will not revise Section L.3.2.2.

RCIS RFP Q&A Tracker

3 5/17/2017 RFP Para A- 1; Para L.2.2.4

6/2/2017 Topic: Submission of Proposal Question: RFP, Para A-1 states proposals will be summited electronically via FBO; whereas Para L.2.2.4 states proposals may either be hand-carried or submitted via US mail. Recommendation: Proposals shall be submitted electronically via FBO and no hardcopies are required.

IAW Section A-1 of this RFP, FAR clause 52.204-4016 Warren Electronic Contracting (b): "As of 10 August 2015, unless directed to do otherwise in Section L of this solicitation, vendors are required to submit a quote or proposal via the Federal Business Opportunities (FBO) system."

IAW Section L.2.2.2.1 of this RFP: "Each volume listed above shall be submitted on a separate set of CD-ROMS or DVDs." Therefore, no hardcopies are permitted.

IAW Section L.2.2.4 of this RFP: “Proposals may either be hand-carried or submitted via US mail.”

5 5/18/2017 L.2 Proposal Content, Format and Instructions L.2.1 Proposal Content

6/2/2017 L.2.1.1 All proposals shall be in English (American Standard) and shall be in US dollars. The proposal shall include all informationspecified and address all requirements outlined in Section L. The Offeror's proposal shall be submitted in five separate volumes as setforth below. The Offerors proposal shall consist of the following volumes:

Volume 1, Volume 2, Volume 3, Volume 4 and Volume 5.

I cannot seem to locate the page limitations for each volume. Are the volumes unlimited ?

There is no page limit for Volumes 1-5.

IAW Section L.2.1.2 of this RFP: “A Proposal Executive Summary or transmittal letter is optional. It will neither be considered as part of the volumes required, nor will it be evaluated. If a Proposal Executive Summary is submitted, it shall be submitted as a separate volume from the five volumes set forth above and it should be no more than five pages in length.”

IAW Section L.3.5.5 of this RFP: “It is recommended that the system description be presented in no more than 25 pages.”

6 5/18/2017 Section L 6/2/2017 How many quantities of each volume is required? Section L.2.1.1 of this RFP will be amended to be consistent with the requirement of Section L.2.2.1 that offerors submit three (3) identical sets of CD- ROMs or DVDs for each volume.

8 5/18/2017 Facilities Clearance Requirment

6/2/2017 How do we obtain a Facilities Clearance? Any interested sources that do not currently hold a Facilities Clearance (FCL) may utilize the procedures in the FCL Notice, FCL Orientation Handbook and FCL Sponsorship Letter that was posted on 21 April 2017 on FBO under the RCIS W56HZV15R0156 special notice. These same documents were posted on 17 May 2017 on FBO under the RCIS W56HZV15R0156 solicitation (modified) notice.

9 5/18/2017 Classified Information Request

6/2/2017 How do I request the Preliminary System Analysis Attachment 0059, classified at the SECRET level document?

IAW Section A.1.7.2 of this RFP: “Requests for the classified portion of this RFP must be made by the Offeror's Facility Security Officer (FSO) via electronic mail to carrie.l.english.civ@mail.mil with the subject line "Request for RCIS Type I RFP Classified Document". Requests made by persons other than the FSO will not be processed.

The following information must be provided in the request and must match the Offeror's information in the Industrial Security Facilities Database (ISFD):

-The Company Name and Classified Mailing Address

-CAGE Code

-Name of FSO with Telephone Number, Datafax Number, and Electronic Mail Address and Secret Internet Protocol Router Network (SIPRNet) Electronic Mail Address

-CAGE Code(s) and Address(es) of the Company Facility (Facilities) intended to participate in Proposal Preparation and Performance of the RCIS Type I Program where classified information will be utilized.

10 5/19/2017 para L.3.2.2 and Attachment

6/2/2017 Section L paragraph cites only SAC and LOGSA oriented requirements. Attachment 0035 cites SAC and “Provide Field Level Maintenance to include replacement of defective parts and preventative maintenance, returning repaired equipment to the Soldier and providing support for crew, unit and selected Direct Support (DS) maintenance tasks” , which is more conducive to represent the RCIS requirement. Will the Government modify this section in accordance with Attachment 0035 to include relevancy in systems integration, logistics, material fielding, testing, quality and other areas as outlined in the PWS section?

Recommendation: That the Government modify this paragraph to allow Offers to propose past performance and experience relating to the total requirements of the PWS including what is requested in Attachment 0035.

Attachment 35 is going to be amended to be consistent with the requirement of Section L.3.2.2 (b) that offerors: “Provide a Logistics Support Activity (LOGSA) authenticated Operator and Maintenance Technical Manual.”
